HELD 7.30PM 9 NOVEMBER 2004

PRESENT – Cllrs. Sykes,(Chairman), King (Vice Chairman), Mrs Shaw, Delmas, Sage, Sheppard, Down, Sapsed & Mrs Moon.
IN ATTENDENCE – D/Cllr. Roberts, PC Mounter & Clerk.
PUBLIC – 4 including Ruth Gofton from National Trust.

PC Mounter introduced himself as the new Beat Manager for Wraxall and handed round a report on the crimes occurring in Wraxall & Failand during October and also the numbers relating to the months of April to October. The report also included PC Mounter’s contact details.

PLANNING
& ENVIRONMENT
a) APPLICATION 04/P/2531/F- Erection of single storey extension to the north west elevation and detached double garage for Mr B Bailey at 12 Sixty Acres Close, Failand.
RECOMMENDATION – Approve.
b) APPLICATION 04/P/2560/TPO – Oak x 2, crown reduction 20%, Oak x 1, height reduction by 4m, lateral reduction of 2m for Treework Services Ltd on behalf of Mr Driscoll, Oakwood, 5 Manor Way, Failand.
RECOMMENDATION – Approve. (It is noted that other trees on the plan are to be felled. We trust that these are not covered by the TPO).
c) APPLICATION 04/P/2612/F – Retrospective Change of use from agricultural store to studio/offices for G P Jones & Sons, Manor Farm, Green Lane, Failand
Meeting closed at 8pm for the member of the public who is renting the ‘studio’ to speak. Reopened 8.05pm
This application is for a part of the barn (181sq.m) whereas an earlier application (04/1541) covered the whole barn.
RECOMMENDATION – Support, with the condition that the residual part of the barn is used for agriculture.
d) APPLICATION 04/P/2634/F – Change of use from agricultural land to domestic use for Mr K W Warn at Gable Farm, Wraxall.
This application involves the diversion of a Footpath – LA20/42 – but does not state where the footpath is to be. Diversion of a footpath has to be by formal application and is a legal process.
RECOMMENDATION – Reject until the Footpath issue is resolved.
e) NEW ETHICAL FRAMEWORK REGULATIONS – Cllr. Sykes gave a resume of the regulations.
f) HOUSING STOCK TRANSFER – Deferred until December meeting.
g) LULSGATE AIR SPACE CHANGES – Response needed. Cllr. Sage explained the new proposals. He has completed the response form as ‘No objections’.
h) CROSS TREE SITE Cllr. Sapsed handed out plans of the site drawn by the Architects and showing an amendment by Highway Services of a tarmac pavement along the south side.
Cllr. Sapsed was seeking agreement that grass should be sown around the site and that it should be cut at Parish Council’s expense. Agreed.
Cllrs. were concerned that a tarmac pavement along the south side would be dangerous.
i) G P GANGS LIST – Pepe is to advise what was done from the August list. Any not done will be included in the forthcoming list together with ‘Drains between 60 Acres Close and the Traffic Lights on the B3128 require clearing to stop flooding’. Cllr. Delmas will look around The Elms tomorrow to see if there are any items requiring attention
j) WRAXALL HOUSE HOTEL. Cllr. Sapsed gave a report of the appeal meeting.
Letter from NS sets out the hours agreed for the Public Entertainment Licence and a letter from Berry, Redmond & Robinson advising that they are applying for a New Justices’ Licence, Special Hours Licence and s68 Supper Hours certificate on behalf of the Wraxall House Hotel.
k) Clerk reported on decisions made by NS Council on P/A’s previously considered by this PC.
a) TEMPORARY PROHIBITION OF VEHICLES ORDER – B3130, GABLE FARM, WRAXALL
Carriageway resurfacing – 5 December 2004.- Alternative route B3130, A370, Station Road, B3130 and vice versa.
b) GABLE FARM SAFETY SCHEME – Work programmed for week commencing 15 November 2004 using 2 way traffic lights. Resurfacing consecutive Sundays in December. Will include hard standing to facilitate the use of a mobile speed camera once the new speed limit is in operation.

c) NS SPEED MANAGEMENT INITIATIVE – VEHICLE ACTIVATED SIGNS
Letter asking that we nominate sites for the above. Cllrs. suggested:-
Clevedon Road after Beggar Bush Traffic Lights – opp. Green Lane (outside nos.23/25).
South side of West Hill, 300 yds up from Tower House Lane junction.
Flax Bourton Road, Failand. Outside the New Houses. (formerly 24/28)
B3128 by Water Tower from Clevedon to Failand.
d) SLIP ROAD – Junction of B3130 and Wraxall Hill. Proposals read to Cllrs.
e) REQUEST FOR ATTENTION – Replies read to Cllrs.
a) PROPOSED DIVERSION OF LA20/14 – LODGE LANE
b) TEMPORARY PROHIBITION OF USE BY FOOT PASSENGERS LA20/14
It was felt that the diversion should be implemented first which would negate the prohibition.
However, if the prohibition is necessary for building work to start prior to the diversion coming into force then we have no objections
a) REPORT ON MEETING AT TYNTESFIELD RE TEMPORARY CAR PARK. Cllr. Sykes gave a report on the site visit. Plans have yet to be lodged with NS.
Meeting closed 9.16pm for Ruth Gofton to explain why a temporary car park is necessary, rather than constructing the permanent car park. Monies for the permanent car park may not be forthcoming until Jan 2007. NT will make more money by having a temporary car park to allow the public to visit individually rather than by the Shuttle Bus service as at present, even though they will have to pay to construct the temporary car park. Some of the buildings which will be renovated to cater for the visitors will be used for other purposes in the future and so the cost will not be wasted.

LICENSING ACT – Cllr. Sykes gave a resume of the new Licensing arrangements whereby NS will become the Licensing Authority.
a) COMMUNITY ACTION AGM – 13.10.04 Cllr. Sykes attended.
b) AVON WILDLIFE AGM – 17.10.04 Cllr. King will ask Dan Collins to let us have a report for the December meeting.
c) ALCA AGM – 6.11.04. Cllrs. Sykes & King attended.
d) ALCA DEV. CONTROL – NEW COUNCIL CHAMBER 16 DECEMBER 2004
Cllrs. Sykes, King, Sage & Mrs Moon expressed a wish to attend.
