Minutes of the WRAXALL & FAILAND PARISH COUNCIL meeting 11 May 2010

at Failand Village Hall

 

PRESENT: Cllrs. Ambrose, Sage, Robinson, Delmas, Pratt, Law, Thompson, King & Mrs Moon.

IN ATTENDANCE: 2 X PCSO’s & Clerk.

APOLOGIES; Cllrs. Sheppard & Mrs Shaw, Liaison Officer Sally Varley, D/Cllrs. Cook & Roberts.

PUBLIC: Nil

DECLARATIONS OF INTEREST: Nil.

 

ELECTION OF CHAIRMAN: As there were no nominations, Cllr. Ambrose said that he would stand again.  He offered to leave the room whilst Cllrs. discussed this possibility but was told that would not be necessary.

Cllr. Ambrose was proposed by Cllr. Law, seconded by Cllr. Pratt. Voting was unanimous.

Cllr. Ambrose proposed Cllr. David Robinson as Vice Chairman, seconded by Cllr. King. Voting was unanimous.

 

319       MINUTES: The minutes of the PC meeting held 13 April and the APM held 20 April were agreed and signed.

 

MATTERS ARISING FROM THE MINUTES – Re Item 310 d – Work has not started on Failand Bus Shelter.

 

CRIME FIGURES

In the absence of PC Adam Clarke 2707, PCSO Charlotte Thompson gave the update.        She reported that 4 crimes had been committed in our area since the last meeting ~ 1 Non payment of Taxi fare, 1 smashed wing mirror, 1 damage to F/P sign & 1 Domestic Assault.

Cllr. Delmas mentioned the blade which had been found and reported.  The Police had asked the finder to take it into the Station in a Police tube provided.  Cllrs. felt that it should have been collected by Police as it could have been seen as a crime to carry a knife.  PCSO’s thought that it should have been collected but the Police are under no obligation to do so.  The 2 PCSO’s then left the meeting.

 

320       ISSUES

 

a)       NATIONAL GRID. Cllr. Pratt reported that he had received a letter from Dr. Liam Fox MP which indicated a synergy with Cllr. Pratt’s work re pylons.  Cllr. Pratt said that NG are stating incorrect details. Also they had not made any comment on the report compiled by himself & Cllr. Ambrose

He then referred to the sheet, which had been sent to all Cllrs., requesting funds to be made available for flight and hotel to enable him to visit various manufacturers, in Naples, Norway & Manchester, to obtain prices for the cables.  

Several Cllrs. made comments regarding the request ~ ‘Inappropriate use of public money’, ‘Why should funding be just from us when several other bodies and numerous PC’s along the route would also be affected’, ‘Might be premature’. ’Is this the right point in time’,  ‘Surely not necessary to go to get prices when we are not buying anyway’, ‘How valid would a price be when bespoke cables are required for each job and we could not give specific details’, ‘Politicians should take this on’, ‘ We have done a lot.  Other PC’s and CPRE should now be involved’, ‘A sub committee should report to Full Committee (PC) not try to do it themselves’,  Hugh is seen to be a great supporter on PC’s behalf but it is not just this PC’s duty to pay’.

Cllrs. Ambrose & Pratt will pursue other PC’s on the route and also Dr Fox.

Cllr. Sage had been to one of the NG consultative meetings this afternoon and had asked to whom they are accountable.  NG say they are not accountable to anyone, they are a monopoly.

 

 

b)       RATIONALISE WEB SITE – A meeting will be held this week.

 

c)       AFFORDABLE HOUSING

Letter received from Emma Cook, NSC  Housing Policy Office advising that they are currently undertaking a review of the way they work to deliver new affordable housing in rural areas.  The letter mentioned questions regarding existing schemes or proposals should be addressed to Will Bryant, Housing Development Manager.  E-mail sent to Will Bryant asking if all the work we had put in prior to this review was to be forgotten.  He was advised that there is still a need for Affordable Housing in our parishes. As the Battle Axes site does not now seem

                  to be a viable option Cllrs. were asked to keep thinking of possible sites.

 

d)       FORMATION OF RESIDENTS ASSOCIATIONS.

Cllr. Ambrose said that, if we were better informed by residents it could be helpful to them ~ if each Cllr. in their area were to be seen to be a contact. He mentioned areas like the Triangle in Failand, The Elms, The Grove, Lower Failand & West Hill.  This idea could be circulated by, say, Failand Broadsheet or the Parish Magazine.  

   

e)       HOW DO WE IMPROVE LITTER COLLECTION

Cllr. Ambrose said that he was appalled by the amount of litter in the villages.

Suggestions were either a litter pick by the Cllrs. or for NSC to dedicate someone to undertake the work.  Letter to be sent to NSC.

 

f)         COST UPDATE FOR FAILAND APPEAL – Noted..

 

REPORTS FROM IMPLEMENTATION COMMITTEES

 

g)       ROAD SAFETY – No meeting has been held since the last PC meeting so it is ‘work in progress’.  Cllr. Robinson has obtained statistics of accidents from NSC. He wants to drive the time scale down re. speed limits.

PC Clarke is setting it up with volunteers re. speed guns and activated signs.  Posts are to be set up in Failand and the units are moved around.

 

h)       PROW – No meeting since the last PC meeting so ‘work in progress’.

NSC believe the OS map is correct, as printed, for PROW’s.  It will save some work if that is correct.

 

i)         WRAXALL VILLAGE

Cllr. Ambrose has stopped Peterjohn Smyth’s ideas re housing as it would have clashed with the Failand enquiry.  No further suggestions.

 

321        PLANNING & ENVIRONMENT

 

a)       PLANNING – THE PROCESS.  Clerk had drafted out a paper re. the Process.  Cllr. Delmas felt that it was unnecessary to visit applicants, only neighbours.  Cllr. Ambrose felt that it was a good idea to visit applicants.  It is a good way of telling such people that the PC do look at, and consider, these things ~ that is why Cllrs. are to have ID cards. Cllr. Mrs Moon will rewrite  the paper. (Subsequently Mrs Moon sent the re-written paper which was then sent on to all Cllrs.)

 

b), c) and d) have already been dealt with and the recommendations sent to NSC.

 

b)       APPLICATION 10/P/0521/F – Retrospective application for the erection of Gazebo, Wendy House and Play boat for Wraxall CEVA Primary School, Bristol Road, Wraxall

 

RECOMMENDATION - Support.

 

 

c)       APPLICATION 10/P/0546/LB – Like for like repairs to the Aviary oak frame, brick plinths, roof timbers and covering, rainwater goods and glazing to windows.  Reinstatement of slate floor to front section.  Reinstatement of external side door, East elevation.  New glazing and mesh to south elevation for The National Trust at Tyntesfield.

 

RECOMMENDATION - Support

 

d)       APPLICATION 10/P/0565/NMA – Non-material amendment to planning permission 10/P/0155/F for the addition of a window on the front elevation of the proposed single storey side extension for Mr E Davidson, 80 Green Pastures Road, Wraxall.

 

RECOMMENDATION - No objection to this amendment.

 

e)       APPEAL against refusal by NSC of 09/P/2056/F Erection of single storey side extension for Dr. V. Marshall, Charlton Lodge, Charlton Drive, Wraxall.

Written representations. Planning Inspector aims to deal with this within eight weeks of the start date of 8 April 2010.

 

f)         Clerk reported on decisions made by NSC on applications previously considered by this PC.

 

322        HIGHWAYS & TRANSPORTATION

 

a)       TEMPORARY PROHIBITION OF USE BY VEHICLES – CLAPTON LANE & NAISH HILL, CLAPTON IN GORDANO for drainage & carriageway resurfacing starting 1 June – anticipated to be for 11 days. This is the second phase.  The first phase, starting 10 May, will be carried out using two-way traffic signals - not a road closure.

 

A ‘Travel’ brochure issued by BANES, Bristol, NS & South Glos. Councils

      ‘Transport News from the West of England Partnership’ was passed around.

 

323        PROW - Nil

 

324        MEETINGS   National Grid – Various dates & venues. Five Cllrs. are booked in for 

                                    these presentation meetings

                                  IPC meeting 18 May.

                                  CPRE meeting 27 May.

 

325        CORRESPONDENCE – Letter received from Blagdon PC, regarding PCAA, had been  

            sent on to all Cllrs.

It was mentioned that it is not BA’s responsibility to worry about roads other than those within their site,

 

326       FINANCE

 

a)       MILLENNIUM GREEN REFURBISHMENT - £30,810 received from NSC.  This is Government monies under the Play Builder – Play England scheme.

 

b)       PRECEPT – First half of Precept received – Now able to pay the Grants – as below.

 

c)       LOCAL COUNCILS REVIEW – As we are no longer an ALCA member, the cost is now £27 not £13.50 as before.  It was decided not to continue with our subscription,
