MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 7.30PM 14 DECEMBER 2004

IN THE COMMUNITY ROOM, THE GROVE, WRAXALL.

 

PRESENT – Cllrs. Sykes (Chairman), King (Vice Chairman), Delmas, Sage, Mrs Moon, Down, Mrs Shaw, Nathan, Sheppard, Sapsed and Mrs Parsons.

 

IN ATTENDENCE – D/Cllrs. Cook & Roberts, Pc’s Byford & Mounter, Clerk.

77         MINUTES – The Minutes of the meeting held 9 November 2004 were read & signed.

 

78         PLANNING & ENVIRONMENT

 

c)   APPLICATION 04/P/2767/F – Erection of two storey building to provide 3 no.  

retail units on ground floor with 2 units in retail (A1) use and 1 unit in food and  

drink (A3) use.  Provide 4 no. self-contained flats on first floor.  Formation of

retail customer parking and separate residential parking for Bickfields Associates 

at The Elms Local Centre, Lodge Lane, Wraxall.

 

There is Outline permission for the Nursing Home & some retail units.

 

RECOMMENDATION – REFUSE

There seems little justification for the retail units (A1) and considerable objections

to the retail unit (A3)

It is considered to be out of character with the surrounding properties, being blue

and amber walls with steel and aluminium furniture and a flat poly. roof.

The three retail units are not considered to be needed or appropriate.  It is

considered that the Nursing Home could have its footprint extended whilst

reducing the height to two storeys.  Or, if the Nursing Home is to be left as three

storeys then the area where the retail units are proposed could be given over to

Affordable Housing.

It is incorrect to state that the land, on which the proposed application is to be  

situated, is ‘even’ and this should be re-addressed.

We understand that this application has been ‘called in’.  If not, we feel that it 

should be.

 

a)       APPLICATION 04/P/2721/F – Retention of existing agricultural dwelling for G P Jones & Sons at Manor Farm, Green Lane, Failand.

 

RECOMMENDATION – NOT TO SUPPORT – Built too big – Appeal 15.2.2005.

 

b)       APPLICATION 04/P/2733/F – Demolition of existing dwelling and erection of

replacement dwelling in new position.  Formation of new access onto Cuckoo Lane for Mr J Doyle at Little Wain Wells Lodge, Cuckoo Lane, Wraxall.

 

RECOMMENDATION – Approve.

 

d)       APPLICATION 04/P/2859/F – Erection of a new dwelling with integral garage for P S Developments at Plot 3, 21 Weston Road, Failand.

 

RECOMMENDATION – Approve with the proviso that Permitted Development Rights are refused permanently to prevent use of the roof space for development.

 

 

e)       APPLICATION 04/P/2910/F – Extension and conversion of outbuilding to form a granny annexe for R & K Franklin at Brookfield Rise, Lodge Lane, Wraxall.

 

RECOMMENDATION – Support subject to the annex not being a separate dwelling.

 

f)         BT DIRECTORY – Bristol &/or Weston. BT will post a Weston & Mendip directory to subscribers in Failand without charge if requested, however, advertisers demand that BS8 is Bristol hence the Bristol directory being sent automatically.

 

It was mentioned at this juncture that the Appeal for the P/A at 39 Weston Road, Failand had been upheld.  Chairman to compose letters to The Inspectorate & Dr. Liam Fox.

 

g)       CONSULTATIONS – Vision for Weston; Regional Spatial Strategy; NS Replacement Local Plan; Greater Bristol Transport Study; W o E Partnerships, etc.

 

In order to save time items such as these will in future be placed on a side table for Councillors to view if they so wish.

 

h)       Clerk reported on decisions made by North Somerset Council on applications previously considered by this Council.

 

79           HIGHWAYS & TRANSPORTATION

 

a)       LODGE LANE SAFETY – Recommendation:- Highways should put up signs ASAP.  Highways to be asked for a meeting in the New Year with the PC & District Councillors and inviting representatives of residents.

 

b)       HORSE RACE LANE JUNCTION WITH B3128 – Speed limit needed and should be incorporated with Tyntesfield entrance/exit and Portbury Lane junction.

 

c)       REQUEST FOR ATTENTION – REPLY – Noted.

Three other problems highlighted. Clerk to write to Highways.

     

80           PROW

 

a)       Footpath update.  Cllr. Delmas reported on the ‘Nailsea Ring’ – Footpaths around the outskirts of Nailsea using tracks, roads and lanes.  There is currently a query regarding the Engine Lane area.  The proposal will be formalised early in the New Year.  There is to be a Consultative Document with farmers etc.  By Easter there could be an A4 leaflet.   Richard Phillips dealing.

 

81     TYNTESFIELD

 

a)       Quarterly report by Ruth Gofton.

There were 35,000 visitors in 2004.  Hopefully 80.000 in 2005.  The application regarding the temporary car park is currently with the printers and will be submitted tomorrow (Dec. 15th 2004).  It will still have to be Park & Ride early in the season.  The NT are now using The Bothy as offices.  Currently raising money for bursaries – graduate or post graduate. One cottage is available for them.  Interviews for Warden are currently taking place.  Heritage Lottery Fund application will be submitted on Friday (Dec. 17th 2005)

There is a new management structure – Ruth now reports to Area Mgr. Somerset. Ruth hoped to see many of the Councillors at the Carol Service tomorrow.

83     MEETINGS

 

a)       HOUSING & SOCIAL SERVICES ROAD SHOW – Very interesting meeting. Property Care & Repair for the elderly £6.50 per hour inc. VAT.  Up to three hours work with a ‘safe’ man.  Wish to keep elderly ‘warm & well’ – Meals on Wheels – Slipper exchange.

 

b)       AGE CONCERN/NS NHS – No one attended.

 

c)       BRISTOL HEALTH SERVICES PLAN – THE CARE FORUM – No one attended.

 

d)       NS CRIME & DRUGS PARTNERSHIP FORUM – 26.11.04 – Chief Supt. Hayler and others from the Police talked about Violent Crime, Burglary, Road Safety and Antisocial Behaviour.  There are 23 crimes per 1000 population.

30% reduction in vehicle crime.  Some CCTV systems are successful but not all.

 

e)       HEALTH SERVICE PLANS FOR HOUSING, HEALTH AND SOCIAL CARE FOR ADULTS POLICY & SCRUTINY PANEL – 29/11/04 – PORTISHEAD – No one attended.  D/Cllr. Cook will request the recommendations made at the meeting

 

f)         HOUSING STOCK TRANSFER – 2.12.04 – TENANTS MEETING

It is proposed that all the NS Housing Stock will be transferred to a Housing Assn.  The Government has introduced standards for housing. Every council tenant will be balloted and have to agree to the proposal.  The Housing Assn. will be ‘not for profit’.  The meeting was to set up a Residents Group.  NS Housing (Not NS) will buy with borrowed money.  All stock and staff will be transferred.

Large task as there are 1000s of houses.

 

 

 

g)       ALCA PLANNING MEETING – 16.12.04 – NEW COUNCIL CHAMBER, TOWN HALL WSM – Noted.

 

h)       NS FREEDOM OF INFORMATION AWARENESS – Cllr. Sykes will advise the dates at the January meeting.
