13 FEBRUARY 2007 IN FAILAND VILLAGE HALL

11                 MINUTES –  Minutes of the meeting held 9 January 2007 were agreed and signed.

 

12                 ISSUES –

 

a)       LAND FOR SALE – Tower House Woods – We have again been

approached by the Vendor regarding the plot of land.  The vendor cannot give the exact acreage (he is quoting a much larger figure than shown on our O/S map) and he has therefore been asked to have a surveyor measure it exactly and advise us of the finding.

 

b)      BRISTOL INTERNATIONAL AIRPORT – Letter received from Chair of PCs Airport Association asking if we would like to join.  Suggestion that she is asked to come to the APM and speak for 15 minutes.

 

c)       AFFORDABLE HOUSING – Surveys awaited from ERHA.

 

d)       PARISH PLAN – Application for a Grant has been submitted.  Councillors were asked to suggest anyone who could help with this plan – e.g. Marketing, Steering Group etc.

 

e)       DISTRICT COUNCILLORS PROPOSED CHANGES - D/Cllr. Cook did not know anything about this.                

 

11                 PLANNING & ENVIRONMENT

 

a)       APPLICATION 06/P/3095/F – Conversion of garage into living accommodation, erection of a single storey rear extension and erection of first floor extension over garage for Mr C Lopresti, The White House, Whitehouse Lane, Wraxall (discussed at Jan. meeting)

 

RECOMMENDATION -  No objections.  However, we question if this is a disproportionate extension in the Green Belt by reason of Bulk & Scale.

 

b)       APPLICATION 07/P/0017/F – Demolition of existing conservatory.  New bay window to North East elevation.  New front door to South West elevation.  Other minor alterations including windows.  New vehicular access onto lane for Mr & Mrs Rushin, The Copse, Tower House Lane, Wraxall.

 

RECOMMENDATION – Support

 

 

 

 

 

c)       APPLICATION 07/P/0046/LB – Below ground installation of water supply system in stable yard for The National Trust, Tyntesfield.

 

RECOMMENDATION – No objection to the proposal BUT we would like to see detail of the installation (drawing 510) under the cobbled courtyards, particularly how the cobbles will be lifted and re-installed as presently laid.

 

d)       APPLICATION 07/P/0049/F – Installation of water supply system and IT ducting for National Trust, Tyntesfield.

 

RECOMMENDATION – As 0046.

 

e)       APPLICATION 07/P/0087/F – Renewal of temporary permission 05/P/0377/F to allow for the temporary change of use from private estate to public attraction with marquee adjacent to stable yard and mobile catering unit within the stable yard.  Erection of portaloos near to the kitchen gardens.  All until March 2010. For The National Trust, Tyntesfield.

 

RECOMMENDATION – Approve. (Subsequently withdrawn & re-submitted as 07/0268)

 

f)        APPLICATION 07/P/0102/F –  Erection of 5 loose boxes, a hay barn and tack room and a 40m x 20m menage without compliance with condition 10 of planning approval 06/P/2157/F to allow for the parking of 2 no. trailers or 1 no. trailer and 1 no. horse box/lorry for Mrs C Waugh, GLBs, and near Failand Cricket Ground off Horse Race Lane, Failand.

 

RECOMMENDATION  - Refuse the application as currently defined.

 

g)      APPLICATION 07/P/0142/F – Change of use of storage building into self contained holiday accommodation to include restoration and extension to south elevation for Mr C Wait, Land at Ferney Row, Green Lane, Failand.

 

RECOMMENDATION – Approve.

 

h)       APPLICATION 07/P/0148/F – Erection of a single storey rear extension and a two storey side extension for Mr & Mrs Collins at Church Farm, Church Lane, Lower Failand.

 

RECOMMENDATION – Only a slight amendment from 06/1780 – Approve.

 

i)         APPLICATION 07/P/0183.TPO – Sycamore x 2 – crown lift to 15ft, rebalance one tree by removing 1 major limb, Arbtek Tree Care for Clayton Jones, 19 Weston Road, Failand.

 

RECOMMENDATION - We understand that there have been several letters of objection.  However, Approve.

 

j)         APPLICATION 07/P/0199/RM –  Submission of reserved matters of external appearance and landscaping for the erection of 2 no. single storey dwellings with access off Manor Way pursuant to Outline Planning Permission 06/P/0217/O .  Relating to Plot 2 of the development.

 

RECOMMENDATION – Whilst we do not find anything wrong with the ‘dwelling’ plans we will have to recommend REFUSAL until Highways Dept. have agreed the work to the entrance of the site.

 

 

 

k)       APPLICATION 07/P/0218/F – Retention of dwelling and farm workers facilities in accordance with appeal decision APP/D0121/C/06/2011245/NWF but with Variance of Condition 3 of the appeal decision to allow for the front porch to be retained for G P Jones & Sons, Manor Farm, Green Lane, Failand

AND

l)         APPLICATION 07/P/0219/F – Retention of dwelling and farm workers facilities in accordance with appeal decision APP/D0121/C/06/2011245/NWF but with Variation of Condition 3 of the appeal decision to allow for a revised layout for the farm workers facilities at ground floor level to give farm worker/owner access to his home for G P Jones & Sons, Manor Farm, Green Lane, Failand

 

RECOMMENDATION – REFUSE – Report sheet sent to NSC.

 

m)      PRE DECISION AMENDMENT FOR COMMENT 06/P/2919/F – Erection of a first floor side extension including front and rear dormers and installation of 1 no. roof light. AMENDMENT -  Reduction in ridge height by 300mm. For Mrs E Bradford, Ku Chawe, Bristol Road, Wraxall.

 

RECOMMENDATION – As at 23 Jan. 2007 we replied –‘ If the extension at 43% is acceptable to the planners then provided the new ridge line (E to W) is made to match the existing roof  line height  & the end gable is pitched, it is then considered that the revision is acceptable and we could support the application.  Drawing P136/4/C not P136/4/A.  Accept’. HOWEVER, before the PC meeting the grant certificate had been received and approval given for the original application.

 

THE FOLLOWING WERE NOT INCLUDED ON THE AGENDA AS IT WAS FELT THAT COUNCILLORS WOULD NOT HAVE HAD TIME TO CONSIDER THEM BUT, IN FACT, ALL HAD BEEN COMPLETED AND SO THEY WERE CONSIDERED AT THIS MEETING AND THE RECOMMENDATIONS MADE. HOWEVER THEY WILL BE INCLUDED IN THE AGENDA FOR MARCH.

 

1.       APPLICATION 07/P/0230/TPO - Silver Birch x 1 – 30% crown reduction remove 2 left hand stems for Miss Warrington at Morphany, Hill Drive, Failand.

 

RECOMMENDATION – Approve.

 

2.       APPLICATION 07/P/0234/F – Erection of a side conservatory for Mr & Mrs Van Hoave, Birdcombe Cottage, Stoney Steep, Ham Lane, Wraxall.

 

RECOMMENDATION – No objection to actual Planning Application, however, there were concerns about the proximity of the foundations to a neighbours boundary, as there is a drop of some 10’ to the neighbours ground level.  We are writing to the Building Control Inspector regarding this.

 

3.       APPLICATION 07/P/0255/TPO – Rowan – Crown reduce to previous points 15%, Oak x 1 (shared ownership with No 7) – 25% crown reduction, Birch x 1 – 35% crown reduction, Oak x 1 (tree located at 3 Bowden Way) – reduce overhang over conservatory approx. 2ft further than previous points or 15% at 5 Bowden Way Failand

 

RECOMMENDATION – No concerns as the trees are only being reduced.

 

4.       APPLICATION 07/P0256/TPO – Oak x 1 (shared ownership with No 5) – 30% crown reduction, Ash x 2 – 25% crown reduction at 7 Bowden Way Failand.

 

RECOMMENDATION – No concerns as the trees are only being reduced.

 

5.       APPLICATION 07/P/0268/F – Renewal of planning permission 05/P/0154/F to allow for a change of use to open house and estate to the public.  Retention of temporary car park and visitor facilities including marquee, catering kiosk, portaloos, shop and reception buildings at Home Farm.  All until March 2010 for The National Trust at Tyntesfield.

 

RECOMMENDATION – Approve.

 

6.       APPLICATION 07/P/0288/LB – Provision of new mechanical extract fans to kitchen, bathroom and scullery, replacement of roof light over scullery, demolition of existing glasshouse, provision of oil tank and installation of heating and hot water system for The National Trust at Gardeners Cottage, Tyntesfield.

 

RECOMMENDATION – Approve.

 

7.       APPLICATION 07/P/0290/F – Erection of single storey front extension for Mr D Talboys at 18 Woodland Close, Failand.

 

RECOMMENDATION –Refuse – report sheet sent to NSC – The garage extension is forward of the building line of a uniform well designed established estate, mostly open plan.  We understand that it is protected by covenants.  The proposed garage extension would spoil the outlook and does not fit in with the character of the area.  It would detract from the frontage of No. 20, which is slightly set back.  The proposal would create a huge blank wall alongside the private lane  It would detract from the openness of the cul-de-sac layout at this end of the estate.  There is room to extend the existing garage to the rear and this would not be opposed by the owner of the lane.  The location plan is many years out-of-date.

 

n)       SITE MEETING – 33 Clevedon Road, Failand.  Cllrs. King & Sykes attended the site meeting despite our not being invited.  Since the site meeting we have received the Inspector’s decision to DISMISS the appeal.

 

o)       Clerk reported on decisions made by North Somerset Council on Planning Application previously considered by this Parish Council.

 

12                 HIGHWAYS & TRANSPORTATION

 

a)       TEMPORARY PROHIBITION OF USE BY VEHICLES X 3. 

Three roads are the subject of ‘Temporary Prohibition Orders – Youngwood Lane, Nailsea; Chapel Hill, Clevedon; Tower House Lane, Wraxall.  Highways advised that there are many large potholes in THL which need urgent attention, certainly before the resurfacing work starting 5 March.  Also drains should be cleared outside of Coombe Gate and the debris brought down the lane by storm water should be removed to stop the drains being re-blocked. The storm water still seems to be coming down West Hill, crossing the B3128 and coming down THL.

 

b)       BUS STOP IMPROVEMENT WORKS – The proposed bus improvement works on the B3130 Bristol Road, Wraxall (near to the Battle Axes are due to commence construction in March 2007.  Weekend working will hopefully reduce the impact on traffic flows.  The work could be affected by unforeseen circumstances ie. Adverse weather conditions etc.

 

c)       LONG ASHTON – A38 BYPASS – Cllr. Sykes gave a report on the Pressure Meeting on 23 January 2007.

 

13                 PROW

 

a)       WATERCRESS FARM – Adrian Leonard of PROW section walked this ROW and found no problem.  We had received notification that the foot-path had been blocked by vehicles and the walker had encountered an aggressive man.

 

b)       Proposed Diversion of Public Footpath LA 20/42 Gable Farm, Clevedon Road, Wraxall.

No objections..

 

14                 TYNTESFIELD – Report given by Ruth Gofton.  Exhibition forms had been received today.  There is to be a consultation at Scotch Horn, 26 February 11am to 7pm.  Posters state that they now have the money and  tells how they are going to use it.

 

 

17           CORRESPONDENCE

 

a)       BODYTONE GYM – Letter read to Cllrs.

 

b)       OPEN SPACES SOCIETY – asking if we would like to join. No action to be taken.

 

c)       NURSING HOME ON THE ELMS – Planning Officer was asked the current position with regard to the Nursing Home.  At present the developers are ‘grouting’ to stabilise the land (injecting into cavities which may or may not exist).  This does not constitute starting the works as per the Planning Consent.

 

d)    WRAXALL SERVICE STATION – It was felt that Nailsea Councillors had

       ‘approved’ the planning application without full consideration 

 

e)    TREE PRESERVATION ORDER confirmed at rear of 27 Weston Road, Failand

       TPO No 898.

 

f)          E-mail received from Local Works advising that there is to be a Rally & Lobby at

The Houses of Parliament on Tuesday 20th February.   Rally 1.00 – 3.30, Houses of

Parliament at 3.30.pm

 

g)        FLAILING – This has been carried out on behalf of Highways Dept.  The

 contractor was asked to cut back further than usual due to lack of previous

 maintenance.  This meant that stems with a larger circumference were flailed

 causing an unsightly finished appearance.  There is a crew following around

 doing all the 'tidying up work'

 

                h)     Publication ‘Rubbish or Resource’ circulated.

 

18            MEETINGS

 

a)       PLANNING TRAINING EVENING 31 January.   Cllr. King attended.  He felt that there are a lot of issues going on in our patch and all other Council areas.  Planning law is changing.  Good meeting.

 

b)       ALCA NORTH SOMERSET GROUP – 7.30pm 21 February Cleeve – Village Hall.

 

c)       ACTION FOR RURAL COMMUNITIES ANNUAL CONFERENCE 28 June 2007 BAWA
