MINUTES OF THE AGM OF THE PARISH COUNCIL

HELD AT FAILAND VILLAGE HALL 7.30PM  11.5.2004

 

PRESENT – Cllrs Sage, Sykes, Sapsed, Delmas, Sheppard, Down, Mrs Shaw, Mrs Moon, Mrs Parsons.

 

IN ATTENDANCE – Dictrict Cllrs. Roberts & Cook, PC Hughes and Clerk.

 

APOLOGIES – Cllr. King.

 

PUBLIC – Ruth Gofton, Tony Tavener, Stephen Young and 6 residents from the Elms.

 

DECLARATIONS OF INTEREST – 31f – Cllr. Delmas – resident of The Elms.

                                                     Extra Item – Cllr. Moon – 2 Bowden Way, Failand – neighbour.

Cllr. Sykes was then proposed as Chairman, seconded by Cllr. Mrs Shaw.  All in favour.

 

Cllr. Sykes stated that he would propose a Vice Chairman at a later date as he had not had time to speak to the Cllr. he wished to nominate.

 

MINUTES – The minutes of the meeting held13 April 2004 were agreed and signed.

 

31                 PLANNING & ENVIRONMENT

 

            Meeting closed 7.40pm

 

f)         APPLICATION – 04/P/1024/O – Erection of 60 bed nursing home, day care centre, care

flats,staff accommodation, neighbourhood store (Outline) for Brindle Developments Ltd at The Elms Local Centre, Lodge Lane, Wraxall.

 

Mrs Jane Hobbs and Stephen Young addressed the Council, putting forward, on behalf of several residents, their concerns.  Mr Tavener referred to Access and a copy of the proposed alterations to Lodge Lane.

 

Meeting re-opened at 7.53pm

 

Cllr. Sheppard stated that the area had been designated for development & a Nursing Home is better that most other buildings – maybe better than 20-30 closely packed houses.  Many would welcome a shop.  The area is a slope, 1m above road level.  In order to accommodate 60 beds it must be at least 2 storey and this could give rise to a privacy concern for existing residents.  A Nursing Home would need a reasonably large entrance and emergency exit – possibly into Sawyers Close.  Shop would need access for cars and deliveries.  The existing Footpath goes right across the site.  The proposed diversion goes E of the NH & No. 10. 

This is only Outline to ‘test the water’.  If passed there would be conditions.

Cllr. Mrs Parsons stated that, if a private NH then there must be a % of beds for which Social Services would pay.

Cllr. Mrs Moon queried ‘Care flats’.

 

RECOMMENDATION – Whilst approving the principle of development of the site there were concerns re. Access, Car Parking, Privacy, Emergency Exit.  Cllrs. recommend that this application be ‘called in’.

      PC Dave Hughes reported 5 crimes in the Parish from 1 April to 10 May.  The two beat 

      Managers, PC’s Cornish & Hughes, had held their first surgery at the Community Room but no

      public had attended.  The Community Contact Vehicle is now available.  He will report to the next

     meeting as to when it can be used in Failand Village Hall grounds.

     Cllr. Delmas said that there had been 3 thefts from The Elms but PC Hughes said that they could

     not have been reported.

     Mr Tavener commented that the gate into Tower House Woods – one of the 5 reported crimes –

     had been put back.  He asked if anything had been heard about the barn fire at Ham Farm.

     PC Hughes had not heard anything.

Meeting re-opened at 8.20pm

 

     There had been a meeting at Highways regarding large events at Ashton Court.  D/Cllr. Roberts said that the suspension bridge would be closed as only 600 persons should be on the bridge at any one time.  D/Cllr. Cook said that Leigh Woods would be ‘closed off’.  The first event this year will be in July.  Cllr. Sage asked if the bridge had been closed before.  D/Cllr. Roberts said NO, but last year up to 1000 people had insisted on crossing at the same time and that could have brought the bridge down. PC Hughes said that he would try to get the Police view for our next meeting.  Cllr. Sheppard asked if the mobile speed camera could be positioned on the RH bend where Horse Race Lane joins the B3128.  PC said he would investigate.

PC Hughes then left the meeting as he was on duty.

a)       APPLICATION 04/P/0858/F – Erection of two storey side and rear extension for Mr & Mrs J Mitten at 1 Wraxall Piece, Green Lane, Failand.

 

RECOMMENDATION – As with previous application for two storey extension – REFUSE.

The Councillors believe that it would be detrimental to the block of three houses, out of place on a terraced property and violates Planning Policy GRB/4 – Extensions in the Green Belt.

 

b)       APPLICATION 04/P/0793/TPO – Various – prune back from utility wires to give up to 2m clearance; 6 x conifers – reduce height by 10ft, prune back from drive and clear wires; remove leaning stem from twin stemmed Ash for Mr A D Ewens at Sparsholt, Tower House Lane, Wraxall.

 

RECOMMENDATION -  SUPPORTED

 

c)       APPLICATION – 04/P/0835/O – Erection of single dwelling for V H Leadbetter & Sjc Construction at 39 Weston Road, Failand.

 

RECOMMENDATION – REFUSE – sheet prepared by Cllr. Sykes was forwarded.

 

d)       APPLICATION – 04/P/1000/F – Erection of a two storey rear extension for Mr & Mrs Gilday at 73 Green Pastures Road, Wraxall.

 

RECOMMENDATION -  No objection.

 

e)       04/P/1016/TPO – Fell 17 x Cypress – Mr Bryant on behalf of Mark & Heather Holbrook at Highbeeches, Tower House Lane, Wraxall.

 

RECOMMENDATION – No objection.  They would appear to have outgrown their usefulness.

 

g)       APPLICATION – 04/P/1005/ADV – Display of three non-illuminated fascia signs and one non-illuminated entrance sign to commercial premises for ABB Offshore Systems Ltd. at 2 High Street, Nailsea (Site crosses parish boundary).

 

Recommendation – Approval.

 

URGENT ITEMS – requiring recommendation before the next meeting date.

 

APPLICATION – 01/P/1076/TPO – Beech x 1 - crown reduction 25%. Beech x 1 – crown reduction 30% - Alan Brock for the residents of 2 Bowden Way, Failand.

 

RECOMMENDATION – Approval.

 

APPLICATION 04/P/1084/LB  & 04/P/1085/LB– Mr N Duggan, Orchard Farm Wraxall.

h)       CROSS TREE SITE

Cllr. Sapsed has had a meeting with NS Council.  It seems that the site is owned by Parish Council.  He has asked Malcolm Pridmore to write confirming this.  Mr Tavener added that there was a 3 way team – D/Cllr. Cook for NS – Parish Council – Wraxall Village Assn.

i)         MILLENNIUM GREEN 

Removal of equipment – Cllr. Mrs Shaw stated that the School were concerned but understood. A female rang the office, very concerned, stating that she wanted accounts to ‘see what the PC spent their money on’.  She was asked to write in requesting the a/c s, as per instructions, but nothing has been heard since.

 

j)         Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Council.

 

32          HIGHWAYS & TRANSPORTATION

 

a)       GENERAL PURPOSE GANGS – PARISH COUNCIL ALLOCATION

Gullys on Belmont Hill blocked.

Graffitti on sign into Tampits, Oxhouse Bottom.

Cllr. Mrs Moon reported that she had seen persons tipping garden waste into the ditches opposite Flax Bourton, Clevedon & Weston Roads.

Clerk to ask what GP Gangs can do.

 

b)       LODGE LANE – Postponed.

 

c)       ROAD CLOSURE ORDER – FAILAND LANE SUNDAY 13 JUNE 2004

For the Biggest Bike Ride.

Cllr. Sage hoped to get ‘Bikes of Bedminster’ to advertise on the railings of the Church for say £200 for Church Funds.

 

d)       REQUEST FOR ATTENTION FORMS – Replies

There was a query re. Quarry on Portbury Lane but it was explained that this is now privately owned.

a)       CONSULTATION RELATING TO REGULATIONS ABOUT PUBLIC PLACES UNDER SECTION 42 OF THE COUNTRYSIDE AND ROW ACT 2000.

b)       SAFE ROUTES TO SCHOOL – Update – Mr A J Tavener

Meeting closed 9.34

                  There was a presentation last year re. routes.

                  Nailsea Round Walks – Dave Roberts warns re. pending work to be done in Wraxall Village.  It

                   may come into being and may need a contribution.  Landowners have been advised re. work   

                   needed.

34         MEETINGS

 

a)       WORKSHOP RE NS REPLACEMENT LOCAL PLAN SECOND DEPOSIT DRAFT

Both Cllr. King & Cllr. Sykes had attended a workshop.  It transpires that, because we did not comment at the earlier stage (when there was nothing to object to) we can now only comment on amendments.  This must be done by 2 June 2004.  Planning Policy Co-ordinator for NS, Patrick Conroy, suggests that we support NS Council’s written proofs of evidence in defence of Green Belt issues by means of letters to help gauge the level of local feeling.  This stage will be reached by Early 2005.

 

b)       PROPERTY WISE – THE EVENT FOR LANDLORDS – Winter Gardens 13 May.

 

c)       COMMUNITY ACTION TRANSPORT CONFERENCE – BAWA CLUB 25 JUNE.

No one wished to attend.

 

d)       NALC ANNUAL CONFERENCE & EXHIBITION – Scarborough 1-3 October 2004

35         CORRESPONDENCE

 

a)       CPRE – Agenda  & Village of the Year  - Cllr. Sage took the forms and will submit them.

 

b)       RESIGNATION OF PETER SMITH.  This had resulted in a casual vacancy.  The statutory notice having been displayed on Notice Boards for the requisite time a co-option could now take place.

Cllr. Sage proposed Brian Nathan who was seconded by Cllr. Sheppard.  The voting being ‘All in favour’, Brian Nathan was duly co-opted.

A letter of thanks for past work to be sent to Cllr. Smith.
