MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD AT 7.30PM

9 MAY 2006 AT FAILAND VILLAGE HALL, FAILAND

 

PRESENT – Cllrs. Sykes, King, Mrs Shaw, Sage, Delmas, Down, Sheppard, Sapsed, Ambrose, Mrs Moon from 7.54pm.

 

APOLOGIES – Cllr. Mrs Parsons.

 

IN ATTENDANCE – D/Cllrs. Cook & Roberts, Liaison Officer Sally Varley & Clerk.

 

PUBLIC – Clive Thompson, Jane Hadler & Ian Dyer re: Elms (30h) & Ruth Gofton – National Trust.

 

ELECTION OF CHAIRMAN – Cllr. Ambrose was proposed by Cllr. Sykes and seconded by Cllr. Mrs Shaw.  As there were no other nominations Cllr. Ambrose was duly elected.

 

Cllr. King, seconded by Cllr. Ambrose, gave a vote of thanks to the outgoing Chairman Cllr. Sykes.

VICE CHAIRMAN – The Chairman, Cllr. Ambrose asked Cllr. King to be his Vice Chairman.

Cllr. King agreed to this after asking if this was acceptable to the other Cllrs.

 

DECLARATIONS OF INTEREST – Nil.

 

MINUTES – The minutes of the meeting held 11 April were amended to show that Planning Application 06/P/0714/F at 24f was ‘retrospective’.

 

PLANNING & ENVIRONMENT

 

The recommendations for applications at a),b) & c) had already been advised to NS in order to comply with their deadlines.

 

a)       APPLICATION 06/P/0769/F – Retention of existing fences, landscaping, repositioned vehicular access, French doors and balcony on first floor of the east elevation and extended doors/windows to west elevation (retrospective) for Mr & Mrs I Mcgregor, 21 Weston Road, Failand.

 

RECOMMENDATION – Approval of the retrospective application, but with a recommendation to restrict the life of the ‘out of character’ front fence,

 

b)       APPLICATION – 06/P/0849/F – Formation of an access (retrospective) and erection of mesh fence (proposed) for Mr Vane-Percy, Bristol & Clifton Golf Club, Beggar Bush Lane, Failand.

 

RECOMMENDATION – The proposed mesh fence appears to be to protect Pedestrians, Horses etc from bad shots.  It would have been nice to have a hedge planted on one side of the fence but other than that there is no problem.

 

c)       APPLICATION 06/P/0861/F – Change of use from agricultural land to domestic curtilage and construction of an access track and erection of boundary fencing to the rear of 27, 28 & 29 Gable Cottages for Mr J P Barnes, 29 Gable Cottages, Bristol Road, Wraxall.

 

RECOMMENDATION – We would recommend only outline planning on the current information and could not recommend full approval until the following questions are satisfactorily answered:-

 

1.       The datum levels of the new track, noting the drawings show level rear gardens,

 however in reality the land slopes.

 

2.       The extent to which the new stock-proof fence would extend.

 

3.       How is the vehicle turning/passing manoeuvre to be carried out in a 4m tract,

 without extensive reversing the full length of the track?

 

                                4.    Is there any further intention to access the property grounds?

 

 

 

d)       APPLICATION 06/P/0950/F – Erection of a first floor side and a two storey rear extension and alternation to side window for Mr & Mrs Rushin, The Copse, Tower House Lane, Wraxall.

This is to be re-allocated as one of the originally allocated Cllrs. was a neighbour of the applicant prior to their moving to the property which is the subject of this P/A.

 

e)       APPLICATION – 06/P/0811/F – Barn conversion (change of use NOT new built) by The Observatory for Robert Jones, Ashton Hill Farm, Weston Road, Failand LONG ASHTON APPLICATION

 

After a discussion it was decided that we should register the strongest objections to this application. Despite it being in LA it is on the border of Failand.

 

f)         33 CLEVEDON ROAD, FAILAND - Update given by Cllr. Sykes. It would appear that the owners do not feel that it would be viable with 4 dwellings so 5 more likely on the next PA.

They have until 17 May to appeal re. terrace of 7 – the original PA. 

 

g)       APPEALS – MANOR FARM 05/P/2815/F &03/0079/E – Comments have been sent regarding the 2 Appeals.  We have stated that the two are linked and should be taken together.  Also asked that it should be heard at an Informal Hearing not Written representations.

 

h)       APPEAL – LAND AT LODGE LANE – RETAIL.  DECISION – Appeal Allowed.

MEETING CLOSED 8.21. REOPENED 8.41

        After listening to the residents comments regarding the Appeal D/Cllr. Roberts felt that a  

        meeting should be arranged between NS, PC and residents.

        Liaison Officer suggested that Legal Council Advice should be sought – often cheaper

        than Solicitor or Barrister.

        It would seem that the Appeal hinged on the fact that Outline planning had already been

        granted.  ‘Outline’ to be raised at the Planning Meeting-Development Control on 19 May

        2006 and also at Parish Voice.

 

i)         APPEAL – 13 CLEVEDON ROAD, FAILAND – DECISION – Dismissed. (2 Houses)

The PA re. 2 bungalows is ongoing – these are higher that the houses.

 

j)         Clerk reported on decisions made by North Somerset on applications previously considered by this Parish Council.

Cllr. Mrs Shaw asked if we had received a determination certificate re 3 Ferney Row, Failand which she had been told was refused.  Clerk to investigate.

 

31                 HIGHWAYS & TRANSPORTATION

 

a)       SLIP ROAD – BOTTOM OF WRAXALL HILL – Experimental Order received.  Order comes into operation on 22 May 2006 for a max. period of 18 months.  Objections and representations to the Experimental Order continuing indefinitely together with the grounds on which they are made must be sent in writing to the Director of Development &  Environment quoting MJ/P/6/307 by 24 November 2006

 

b)       DOWN’S SCHOOL EGRESS – E-mail from Frank Cox to WFPC & Briefing Note from Down’s School Governor to Dr Liam Fox.

 

It was felt that the response from Highways was ‘abominable’.  They are not being

Positive. They could have come back with positive views that they can do.  Suggestions

were Speed Activated Signs which could have words other than just the speed of passing

vehicles.  These could be solar powered if electricity is not close at hand.

Highways to be asked to cut back the growth around the school signs.

33                 MEETINGS

 

a)       STRATEGY FOR PROVISION OF SWIMMING & LEISURE FACILITIES – 20TH  APRIL 

It was felt that there must be specific proposals and that other Parishes should be involved

 

b)       DEVELOPMENT CONTROL WORKSHOP – 18th MAY Cllrs. Ambrose & Sykes will attend.

 

c)       ALCA NORTH SOMERSET GROUP AGM – Thursday 8 June 2006 Those attending will be Cllrs. Ambrose, King, Sykes & Delmas.

 

d)       ANNUAL PARISH MEETING – Cllr. Sykes regretted that this was so poorly attended and disappointing for all who had put a lot of work into it.

 

e)       REPORT FROM NS COUNCIL MEETING 2/5/06. D/Cllr. Roberts stated that D/Cllr Cook had concluded his year in the office of Chairman of NS Council. Unfortunately the ruling party has decided to take the Budget out for the Chairman and there is also now no car & no PA – Anything that the new Chairman does will be ‘off her own back’.  Anyone wishing her to attend a function should write to her at her home address.  It is regrettable that there will be no PR which is needed.  There will be no contact with South Wales which will be damaging as the tourist trade from that region is immense.

36         CHAIRMAN’S URGENT ITEMS

 

a)       Cllr. Sapsed gave an update on Cross Tree Site.  Final application can now be made to Heritage Lottery Fund.  Ruth Gofton volunteered to help PCS as she has experience of applying to the Lottery Fund.  He will be asking for letters of support from societies in the village.
