MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 9 JUNE 2009 AT 7.30PM IN WRAXALL CEVA SCHOOL

 

PRESENT: Cllrs. Ambrose (Chairman), Thompson (Vice Chairman), King, Delmas, Sage, Pitt, Law & Sheppard.

 

IN ATTENDANCE: D/Cllr Howard Roberts (from 8.04), Charlotte Thompson PCSO & Clerk.

197              MINUTES ~ The Minutes of the meeting held 12 May 2009 were agreed and signed.

 

198              CRIME FIGURES ~ Four crimes between 12/5 and 5/6.

Theft & Handling  ~ Fryth House.

Theft & Handling  ~ Belmont Hill (field) Large American Fridge/Freezer taken.

Theft & Handling  ~ Cuckoo Lane, £20 diesel taken.

Criminal Damage ~ Bell Pitt Brow.  For sale sign used to hit victim’s car.

 

Councillors commented that there was a lot of building work in THL and that white vans are speeding in the lane.

 

199              TYNTESFIELD ~ No report as Ruth Gofton is still away, ill.

 

200              ISSUES

 

a)       PROPOSAL - TO ESTABLISH A FORMAL MEETING WITH NTC AND ADJOINING PARISHES -  Update.

Nailsea & Backwell are in favour although Backwell referred to it as RSS forum.

Clerk to tell them that it is not specifically RSS although RSS will be included.

Tickenham have it on their agenda for 11 June.

 

b)    EMERGENCY PLANS FOR WRAXALL & FOR FAILAND.

                   It was decided that the emergency plan for Wraxall would be drawn up by

                    Richard Delmas & Martin Law and for Failand by Jon Thompson & Mrs Shaw.

 

201              PLANNING & ENVIRONMENT

 

a),b) & c) had already been recommended to NSC.

 

a)       APPLICATION 09/P/0755/F – Conversion of loft including the construction of a front dormer for Mrs C Hickleton 56 Flax Bourton Road, Failand.

 

RECOMMENDATION – Approve.

 

b)       APPLICATION 09/P/0757/LB – Restoration of Lady Garden and Orchard Garden gates and overthrows to include repair and restoration replacement of Orchard Garden gate by new to match original.  Restoration and repair to adjacent walls, piers, stone copings and stone ball finials for The National Trust, Tyntesfield.

 

RECOMMENDATION – Approve.

 

c)       APPLICATION 09/P/0801/F – Raise hip-end roof to form gables, conversion of roof space to living accommodation including 3 no. front dormers and erection of rear roof extension for Mr & Mrs A Powell, 14 Sixty Acres Close, Failand.

 

Due to the street scene in Sixty Acres Close, where there are no front dormers, we see no reason to change the decisions we made on earlier P/A's relating to this property and front dormers (07/2115 & 08/1746). There has been a P/A 09/0116, which was approved but this was for single storey rear & side extensions, alterations to roof inc. bedrooms & rear dormer with only roof lights to the front. The photographs sent in with the application are not relevant to the road in question as they are of other roads in Failand.

RECOMMENDATION -REFUSE.

 

d)       APPLICATION 09/P/0853/F – Change of use from country house estate to country house and estate open to the public with retention of a temporary carpark, visitor facilities to include catering kiosk, portaloos, shop and reception buildings at Home Farm and replacement of marquee with a temporary portacabin all to end of 2011.

This was deferred to July agenda as it had not yet been considered.

Report due in by 16 June.

 

e)       SITE VISITS re. Land rear Four Oaks Primary School, Silver St Nailsea (54 bed Care Home) Advised to Cllrs. for information only.

 

f)         Clerk reported on decisions made by NS Council on items previously considered by this Council.

 

202              HIGHWAYS & TRANSPORTATION  ~ Nil.

203              PROW

 

a)       PUBLIC PATH DIVERSION ORDER No. 2  2009.

LA 20/50 Orchard Farm, Bristol Road, Wraxall.

Deadline for objections is Monday 29 June 2009.

Considerable opposition to the diversion at A-C ~ through a field.  It was felt not 

to be in the public interest.

Cllrs. Sheppard, Delmas & Pitt will look at the diversion and let the clerk know

their findings.

 

            b)    Bridleways through Tyntesfield.

                   Cllr. King brought a letter from Woodspring Bridleways Association asking for the

                    funds which had been held aside for PROW work to be used for gates etc. on

                    bridleways  through the estate.  Clerk to send a letter explaining that, as the

                    monies hadn’t been used during two financial years, it had been taken back into

                    general funds in 2007/8. It is our intent to help in this matter but asked that we

                    are kept informed re negotiations with the National Trust.

 

204              MEETINGS

 

a)       CPRE NORTH SOMERSET – AGM Saturday 16 May 2009

This was attended by approx. 30.  There were a couple of good presentations. Cllr. Ambrose was asked to join the committee.             

 

b)       GYPSY & TRAVELLER SITE ALLOCATION

Meetings 11 May, 12 May, 14 May, 19 May & 26 May 2009.

Any comments to be submitted by 22 June 2009.

Cllr. Ambrose gave a report on this meeting.

 

c)       HOUSING DEVELOPMENT ~ North Somerset 4 June 2009

            Cllr. Ambrose reported on the meeting which was attended by Dundry PC, Long

            Continued………

     Ashton PC & Barrow Gurney PC together with NSC’s Michael Reep & Joy

             Milsom.  PC’s made it clear that they do not agree with the Housing Development

      although they do support the Affordable Housing.

      There are thought to be 13 potential P/Applications which could mean more than  

      9000 properties.  Fox Land have changed from outlining to the developer to

      becoming the developer..  If the RSS does not come out in time it may mean that

     any applications which go to appeal could be approved.

 

d)       SEVERN ESTUARY – FLOODING AND THE FUTURE – Have your say.

Cllr. Ambrose attended the meeting at Walton Park Hotel, Clevedon

 8 June 2009 and gave a report.

There are 10 Local Authorities involved. 

 

e)       TARMAC – Meeting for Councillors re. Durnford Quarry – 6pm 11 June 2009

Sturdy shoes if you wish to tour the Quarry. Six cllrs expressed an interest in

attending.

 

f)         TOWN & PARISH COUNCIL DEVELOPMENT CONTROL WORKSHOP

            11 June New Council Chamber, Town Hall, Weston super Mare.

            Cllrs. Ambrose & Sage are booked for this event,

             

g)    PCAA  AGM 7.30pm 16 June 2009 followed by ordinary meeting at 8pm.

             

205              CORRESPONDENCE

 

a)       FUTURE OF BRISTOL’s GREEN BELT.  Survey being carried out on behalf of CPRE by Sustain & will close on 31 July 2009. Cllrs. were urged by Chairman to go ‘on-line’ and complete the survey.

 

b)       STRAWBERRY CYCLING HUNT – FREE family event for all abilities.

c)       THE FUTURE OF THE FOREST OF AVON.  Two web sites given for Cllrs. to view.  Forest of Avon Trust are asking for help as they develop the new Forest of Avon Trust to provide a sustainable future for the forest.
