MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 9 FEBRUARY 2010 IN CROSS TREE CENTRE, WRAXALL.

 

 

PRESENT: Cllrs. Ambrose (Chairman), Thompson (Vice Chairman), Sage, Mrs Shaw, King,  

                   Sheppard, Mrs Moon, Law & Delmas.

 

APOLOGIES: District Cllr. Roberts, PC Adam Clarke.

                               Tony Moore, NSC & Michael Reep NSC.

286       MINUTES – The Minutes of the PC meeting 20 January 2010 were agreed and signed..

 

287              CRIME FIGURES -  PCSO Charlotte Thompson gave the report of 2 crimes between 16

                                             January & 5 February ~ both thefts. One from Budgens, thief caught

                                             and prosecuted, second small trailer taken from Bristol Road.

 

            TONY MOORE addressed the council re the proposed scheme for the refurbishment of

             the Millennium Green.  This will be paid for by the Government under the Play Builder –

Play England scheme.  When completed (by the end of this financial year) the maintenance will be the responsibility of the PC. Councillors queried various items to be

included in the scheme and Mr Moore was then given authority to continue ordering various items of equipment. The scheme is for 8-13 age group ~ Liaison Officer thought there could be Govt. money available for toddlers equipment.

 

MICHAEL REEP addressed Cllrs. re Core Strategy and handed out sheets of notes.

 

288              ISSUES

 

REPORTS FROM IMPLEMENTATION COMMITTEE

WESTON ROAD ~ John Chapman, Chair, gave an update explaining that the Enquiry is now scheduled for 8 days thereby giving a shortfall in the budget.  The Lawyer has reduced his fees from £1500 to £1000 per day together with a revised figure for his expenses. He asked if the PC could ‘ring fence’ a further £1000 for emergencies which would not be spent without PC approval. There was concern if the appeal should go to Judicial Review. It was felt that this was a small risk.

Cllr. Ambrose said that what he had read today looked good.  Mr Chapman said that the advisor, Jan Molyneux, has a good background re Green Belt policy.

Voted FOR ring fencing £1000.

 

LIAISON OFFICER, JOHN CHAPMAN & DAVID ROBINSON LEFT THE MEETING. 8.55PM.

 

NATIONAL GRID – Cllr. Ambrose gave a short update.  The decision regarding the route should be announced shortly.

 

 

 

COMMUNITY EMERGENCY PLANS – WRAXALL – Cllr Law said that he had approached the Red Cross.  He is getting information re Scotch Horn Centre from NSC.

D/Cllr, Cook suggested that we speak to Tim Downey in an effort to hurry things on.  Cllr. Law said that something is now getting done.

FAILAND – Mrs Shaw has spoken to Phil Jones re Failand Village Hall as an emergency centre. Cllr. Mrs Shaw was asked to get this in writing.

Bob Caton has asked that a request to use the Cross Tree Centre in an emergency should be in writing to Revd. Rosey

 

REPORTS FROM IMPLEMENTATION COMMITTEES

PROW – The 14 page report was only received this pm and will be forwarded to Cllrs by e-mail.  Hard copy given to Cllr. Delmas.  Cllr. King stated that there had been a lack of information re Bridleway through Tyntesfield,  Implementation Committee to be asked.

 

WRAXALL VILLAGE – No report

 

ROAD SAFETY – The next meeting is scheduled for 23 Feb at Downs School 7.30pm.

This will deal with West Hill and the B3128.

 

FAILAND BUS SHELTER – Joseph Burnell NSC has written, with plans, and is asking for our comments.  Cllr. Mrs Moon felt that the proposals are not acceptable and will draft a reply.

 

289              PLANNING & ENVIRONMENT

 

Cllr. Mrs Moon had asked for an item regarding ‘professionals’ presenting Planning Applications.  She felt strongly that our system of two Councillors presenting to the full Parish Council should be adhered to with the applicant and an objector allowed a short comment afterwards (max. 3 minutes)  Cllrs. Mrs Moon & Ambrose will draft a Standing Order to be considered at the next meeting.

 

APPLICATION 10/P/0012/F – Variation of condition 1 of planning permission 03/P/0872/F3 ( for the erection of a temporary classroom) to allow the classroom to remain for a further 3 years for Board of Governors of Wraxall Primary School, Bristol Road, Wraxall.

 

RECOMMENDATION – SUPPORT.

 

APPLICATION 10/P/0056/F – Erect side attached garage, add front bay windows & glazed porch for Mrs K Marchant, Valley View, Clevedon Road, Wraxall.

APPLICATION 10/P/0105/TPO – G2 Oak x 3 – Crown reduce by 20% & crown lift to 2.5m, treating all trees as one crown to retain similar contour.  Tree growing over highway lifted to allow adequate highway clearance for Mr Weekes, 16 Manor Way, Failand BUT trees are in the garden of Mrs Edis, No. 11.

Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.

 

 

 

 

290              HIGHWAYS & TRANSPORTATION

Cllr. Sheppard had sent in a letter re. Road Surface & Potholes.  Letter received from Seb Greene NSC stating that contractors are working to repair the roads after the cold and snow and asking that public be encouraged to report road problems.  Cllr. Sheppard’s    e-mail to be forwarded to Pepe together with large pot hole locations.
