MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 7.30PM 9 DECEMBER 2008 AT WRAXALL SCHOOL

 

PRESENT ~ Cllrs. Ambrose (Chairman), King (Vice Chairman), Law, Sheppard, Mrs Shaw, Thompson, Mrs Moon, Sage, Delmas, Smith & Pitt.

IN ATTENDANCE ~ D/Cllr. Roberts, Liaison Officer Sally Varley & Clerk.

127              MINUTES ~ The minutes of the meeting held 11 November were agreed and signed.

 

130A    PLANNING & ENVIRONMENT

 

APPLICATION 08/P/2488/EIA ~ Cllrs. discussed this subject which is for Environmental Impact Assessment.  It is an application to Long Ashton Parish Council but the land in question is on the border of Failand.

After further discussion Cllrs. felt that we should inquire what Long Ashton’s view is but to write to NSC (Case Officer Neil Underhay) stating that it is imperative to have a EIA.

 

128              CRIME FIGURES

PC Adam Clarke gave an update on figures for Nov. 2008.  There have been 6 as opposed to 5 last year.. The 6 were:- 1 Assault, 1 Criminal Damage and 4 drug offences (all 4 persons were together).

 

129              TYNTESFIELD

Ruth Gofton gave an update ~ the first of 3 pre-Christmas weekend openings had taken place with over 800 children.  Santa was in the stables which was voted ‘better than last year’.  The Saw Mill will be finished in January.  Home Farm has been re-roofed.  Much work is taking place in the Chapel.

 

130              ISSUES

 

a)       BUDGET FIGURES WERE APPROVED AS AMENDED.

 

b)       PARISH BOUNDARIES

Write to NSC stating that we are still adamant that the boundary should be left as it is.

 

c)       SUSTAINABLE COMMUNITY ACT.

Clerk to write stating that we would like to continue being consulted in the future.

 

d)       CODES OF CONDUCT

Cllrs. felt that those Cllrs. with a prejudicial interest in an Agenda item should be allowed to make a statement (but not take part in the debate or vote) provided the public have a right to participate at meetings.

 

Employee’s code should NOT extend to PC’s.

 

e)       NEW MODEL PUBLICATION SCHEME

Formal resolution to Adopt the scheme.  Clerk stated that she did not want public coming to her house (PC office) and it was agreed that only Written Requests would be accepted.

 

f)         PARISH PLAN ~ The analysis has been done but the original questionnaire is needed to understand it.  Doug Macmillan (Chairman of PP) to be asked for a proper update and way forward,

 

130A     PLANNING & ENVIRONMENT

Recommendations for items a & b had already been sent to NSC to comply with their time scale.

a)       APPLICATION 08/P/2276/LB – Internal works to include removal of rotten woodblock flooring and un-block fireplace to the breakfast room and replace floor tiling and fireplace, grate and surround (retrospective) for The National Trust, Chaplains Lodge, Tyntesfield.

 

RECOMMENDATION – Support.

 

b)       APPLICATION 08/P/2314/F - Erection of a two storey extension to converted barn to provide additional living accommodation - amendments to fenestration (amendment to 06//0423/F) for Mr D Battin, Quarry Farm Barn, Bristol Road, Wraxall.

 

RECOMMENDATION - There have been several previous applications on this property ~ 98/1946, 98/1948/LB & 00/1338. There was a Condition 9 of the earlier applications which has never been met. When we put forward our recommendation for 06/0423 we stated 'Approve subject to condition 9 of earlier applications being resolved'. That application was approved with conditions BUT nothing re. Condition 9 which had previously been incorporated.

We are not opposing the current application but are querying the previously imposed Condition 9.

 

c)       APPLICATION 08/P/2356/LUE – Certificate of lawful use for existing use of area of level ground adjacent to main garden for residential use for Mr J Palmer, Park Cottage, Ham Lane, Wraxall.

After a discussion it was agreed that a recommendation would be put forward by Cllr. Ambrose for approval by Cllrs. King & Mrs Moon (being a quorum) and a copy sent to NSC, D/Cllrs. Cook & Roberts, Case Officer Catherine Pearce & Enforcement.

 

d)       APPLICATION 08/P/2369/F & 08/P/2373/LB – Erection of a single storey infill extension to holiday cottages to provide reception lobby and log storage area for Mr M Pearce, Charlton Farm Barns, Charlton Park, Wraxall.

RECOMMENDATION ~ Approve but with a condition that the two ‘holiday lets’ should not be allowed to be combined into one large dwelling.

 

e)       APPLICATION 08/P/2374/TPO – Ash x 1 – 20% crown reduction (Luffman) for Mrs Gillies, 3 Bowden Way, Failand.

 

RECOMMENDATION – Support.

 

f)         APPLICATION 08/P/2381/F – Erection of single storey detached green keepers store for course maintenance materials for Bristol & Clifton Golf Club, Beggar Bush Lane, Failand.    

RECOMMENDATION – Support.

 

g)       APPLICATION 08/P/2438/F – Erection of a summer house with patio and verandah (Retrospective) for Mr M Payne-Gill, Rock Farm, Bristol Road, Wraxall.

RECOMMENDATION – Approve.

 

h)       APPLICATION 08/P/2488/EIA – Discussed at the start of the meeting.

 

i)         APPEAL ~ re refusal of 08/P/1796/F – Mr P Jones 45, Clevedon Road, Failand.- Noted.

This is in addition to the Appeal re. 08/P/0294/F.  Both are Written Representations.

 

j)         FAILAND BUS SHELTER ~ Further letter from Paul Connolly, Principal Transport Policy Officer NSC

Noted that this will be added to the NSC list for the next financial year and Paul Connolly feels that a site visit would be helpful.

 

k)       Clerk reported on decisions made by NSC on P/A’s previously considered by this PC.

 

131              HIGHWAYS & TRANSPORTATION

 

a)       JOINT LOCAL TRANSPORT PLAN – MAJOR TRANSPORT SCHEMES ~ Between Long Ashton park & ride & South Bristol Link (A370 Long Ashton bypass –  A38 – Hartcliffe roundabout (Formerly referred to as South Bristol Ring Road Phase 1 and 2.  Display in Long Ashton Village Hall 13 November 2008.

As no one was able to attend clerk to write to NSC asking if there is another meeting Cllrs. could attend.

 

132          PROW

 

a)       CHARLTON DRIVE (LA20/79) – John Ives has got NSC to reinstate the original, before owner puts in for amendment.  It would appear that gates have been placed over the path.

PC had agreed a diversion but not blocking the original definitive path.

 

b)       OPEN SPACES SOCIETY ~  Cllrs. voted to join.

 

c)       OPP. JUNCTION PORTBURY LANE DIAG. ACROSS A FIELD ONTO TYNTESFIELD DRIVE LA20/33. Clerk to write again to Alvis Bros. who work the land.  It would appear that the path was reinstated, in some form, after ploughing but has been seeded across the foopath and not sprayed to stop the growth.

 

d)       FOOTPATHS GENERALLY.  Cllr. Smith explained that the wall to the right of ‘The Rocks’ footpath is falling down.  He stated that there was a rock which he estimated to be ½  ton, could fall onto the FP.  The wall is owned by National Trust.  Ruth Gofton for NT said that it is on their maintenance list and would be priority if it became a H & S issue..

 

133            MEETINGS

 

a)       TOWN & PARISH DEVELOPMENT CONTROL WORKSHOP ~ 27 November 2008 New Council Chamber.  Cllrs. Ambrose reported on the meeting.                          

 

b)       STANDARDS COMMITTEE.  Cllr. Ambrose reported on the meeting.

 

c)       ALCA AGM 29 November 2008 – No one attended,

 

134           CORRESPONDENCE – Thanks had been received from Wraxall Village Club re. the grant monies.

a)       REQUEST FROM NAILSEA DISABILITY INITIATIVE.  Although this was received after the Budget meeting (which was held earlier than usual) it was decided to allocate £75 as last year.
