MINUTES – The minutes of the meeting
held 12 July 2005 were approved and
signed.
a) APPLICATION – 05/P/1524/F
Erection of a two storey rear extension with rear porch for Mr Holder at 50
Charlton Drive, Wraxall.
RECOMMENDATION – The proposed extension
represents a considerable increase in the size of the property, however the
extension is at the back of the house, not seen from the road, and not
affecting the nearest neighbour. The
property will also look more balanced.
Approve.
b)
APPLICATION – 05/P/1609/F Change of use from car showroom to
residential
dwellings with erection of 6 no. 3 storey
semi-detached dwellings (1x4 bed, 3x5 bed, 2x6 bed) for Mr P Birakos at 33
Clevedon Road, Failand.
RECOMMENDATION – REFUSE – The development is out of
character with the surrounding area – there are no 3 storey dwellings in
Failand – most being single storey – and so 3 storey would be overbearing. Also there are no semi detached. There are no garages on the development and
precious little parking area for the potential number of residents, thereby
leaving on street parking as a distinct possibility. This would be either on the narrow, winding
Sixty Acre Close or the main B3128. One
of the access points to the site for 3 of the properties is on the dangerous
bend in Sixty Acres Close. There is no
landscape Plan.
This is a similar application to 01/1046 in that the
numbers of potential residents is 48.
The 01/1046 application was refused and subsequently went to appeal and
was dismissed.
There are numerous objections from residents, some
of whom have given us copy letters of those already sent to you.
It is our intention to have this application ‘called
in’.
c)
APPLICATION – 05/P/1658/F Change of use from barn and stables to
offices/workshops including
erection of a first floor extension in barn, alterations to all elevations,
rooflights, construction of a walkway, car parking for 15 and erection of 1.2m
high fence and landscaping for Mr R Clarke, Happerton Farm, Happerton Lane,
Easton-in-Gordano. INFORMATION ONLY – EASTON IN GORDANO APPLICATION.
Whilst we realise that this
has been sent to us for ‘Information Only’ we feel that we must point out that
the Farm belongs to The National Trust who have not given their agreement to
the alterations.
d)
APPLICATION – 05/P/1681/F Erection of a rear conservatory for Mr &
Mrs M & L
Wynn at Little Wain Wells,
Cuckoo Lane, Wraxall.
There is a contradiction between the drawings and
the application form in that there will be some demolition of existing walls –
two inside walls and an external wall which will require the instalment of a
beam and supporting columns. Also there
is no information as to what will be done with the rainwater down pipe and
various overflows. However,
RECOMMENDATION – Approve subject to Building Regs.
requirements.
e)
PRE DECISION AMENDMENT TO 05/P/1436/F – Erection of 80 bed EMI nursing
home with 10 person day care
centre and accommodation for 6 key workers for Shaw Healthcare Homes Ltd. at
The Elms Local Centre, Wraxall.
AMENDMENT – Substitution for drawings 106B and 132A.
Day Care garden windows and doors
repositioned to sit directly below the first floor dormer to provide a
symmetrical elevation to the two storey block.
REPLY – Had these changes been on the original
application it would still have been a recommendation for REFUSAL. The amendment does not change the overriding
points for REFUSAL.
f)
PRE DECISION AMENDMENT TO 05/P/1436/F – As above.
AMENDMENT – Site Plan showing footpath link to
Rectory Close.
REPLY – Whilst we realise that this amendment is a
thoughtful inclusion we still maintain our original decision of REFUSAL on the
erection of the 80 bed EMI Nursing Home for the reasons stated on our numerous
replies.
g)
PRE DECISION AMENDMENT TO 05/P/1210/F – Erection of a two storey side
extension and a single storey rear extension for Mr & Mrs Mitten at 1
Wraxall Piece, Green Lane, Failand INFORMATION ONLY
This pre decision amendment has come to us AFTER the
receipt of the determination certificate.
My Councillors wish to have placed on record that
they do NOT agree with the decision to approve the application. It is out of character. The three dwellings were a standard row of 3
agricultural workers cottages and recognised as such. The application will urbanise one cottage and
is most inappropriate.
Although not on this Agenda it was brought to the
Cllrs. notice that a Prior Determination Agricultural application had been
received by NS in respect of an agricultural store for Mr & Mrs Malpass at
Keepers Lodge, Tyntesfield, Failand.
Letter to be sent to NS stating that we would like
to see a ‘proper’ application which sets out the size and usage. Keeper’s Lodge is NOT a farm.
h)
CROSS TREE SITE – Meeting in Community Room, 7.30pm 16 August 2005.
i)
Clerk reported on the decision made by North Somerset Council on application
05/P/1210/F previously considered by this Council. (See above)

a)
GENERAL PURPOSE GANG – Any items to add to the list for work. List to be with Highways Dept. by last week
in August.
b)
SURFACE DRESSING 2005 – Originally to start on 1 August, the expected
start date is now 15 August for Whitehouse Lane, Sandy Lane & Horserace
Lane, Failand.
c)
TEMPORARY PROHIBITION OF USE BY VEHICLES – Fenshurst Gardens Long
Ashton. Operative on 15 August 2005 for
maximum period of 18 months but anticipated to be of 2 weeks duration.
d)
Parking for Large Vehicles.
Letter from Senior Transport Planner asking what
facilities in Wraxall &
Failand there are for parking large vehicles. Reply Nil
e)
PROVISIONAL JOINT LOCAL TRANSPORT PLAN – A report on this plan was
given by Cllr. Sykes – the only one to have
currently read the plan. Passed to
Cllr. Ambrose.
f)
STREET LIGHTING – GROVE –Notice to go in Community Room Notice Board asking
for
any comments to NS.
58 TYNTESFIELD
Ruth thanked the Parish Council for the ‘Grant
cheque’.
The temporary car park should be
open by the next PC meeting.
Until the permanent car park is
in place signs will only be AA signs not the brown
signs indicating '‘historic interest’ site.
Tyntesfield will be closed from end of October to
March.
CONSERVATION MANAGEMENT PLAN MEETING – 23 August
2005 will be
tattended by Cllr. Ambrose.
