76         MINUTES – The minutes of the meeting held 11 October 2005 were signed after an amendment at 74a – Bells will be rung at Wraxall Church on Saturday 22 October 2005 

 

77          PLANNING & ENVIRONMENT

 

a)       APPLICATION 05/P/2293/TPO – Copper Beech x 1 – 20% crown reduction and crown thin for FA Bartlett Tree Expert on behalf of Dr T Kemple, Failand House, Oxhouse Lane, Failand

 

RECOMMENDATION – (Due to time scale the reply to this P/A had already been sent) Approve.

 

b)       APPLICATION 05/P/2412/F – Alteration/extension to roof and erection of a dormer extension to rear roof slope for Mr & Mrs Cryer, 81 Clevedon Road, Failand 

 

RECOMMENDATION – Support.

 

c)       APPLICATION 05/P/2481/F – Conversion from garage to extend office space including alterations to external front elevation for Ms A Smart & Ms Van Der Werff, Meadow Barn, Horse Race Lane, Failand.

 

RECOMMENDATION – Approve but concerned that the resulting ‘office’ may become accommodation at a later date.

 

d)       APPLICATION 05/P/2504/TPO – Hawthorn x 1 – 30% height reduction and reshape- Treework for Mrs Truby, 9, Woodland Way, Failand.

 

RECOMMENDATION – Support.

 

e)       PRE DECISION AMENDMENT FOR COMMENT – Demolition of and change of use from car showroom to residential with the erection of 4 no. two-storey, semi-detached dwellings and 3 no. terrace properties (3x2 bed, 1x3 bed and 3x4 bed) for Mr P Birakos, 33 Clevedon Road, Failand.

Substitution of units E-F with 3 no. terraced properties with 2 no. bedrooms each (units E-G) in place of 2 no. semi’s.

Removal of second floor of accommodation (within roof space) and reduction in number of bedrooms.

Change of size and mix of proposed dwellings to 3x2 bed, 1x3 bed and 3x4 bed.

Reduction in height of proposed buildings by approximately 0.9 metres.

 

RECOMMENDATION – Refuse – Copy of report by Investigating Cllrs. sent to

NS and attached to these minutes.  D/Cllr. Roberts said that it was certain that the site would be developed at some stage.  He will be at the CAC meeting on Thursday and urged the PC to go along and speak for the allowed 3 minutes.  There could be a further 3 minutes for a resident to speak against the application.

 

 

 

EXTRA ITEM

APPLICATION – 05/P/2582/F-Erection of a single storey rear extension for Mr M Appleby, 10 Watercress Close, The Elms, Wraxall (NOT Nailsea as stated on the Application form, Plans and covering form ‘Weekly applications registered by Parish)

 

RECOMMENDATION – Approve.

 

f)         Clerk reported on decisions made by North Somerset Council on planning applications previously considered by this Council.

 

78           HIGHWAYS & TRANSPORTATION

 

a)       ROAD SAFETY – NSC. (B3130, B3128, SLIP ROAD, WHITEHOUSE LANE, WEST HILL SPEED LIMIT)

 

Updates were given regarding the various items.

A letter had been received stating that there could be no speed limit placed on the B3128 at West Hill as it would not be ‘self policing’  Reply to be sent stating the we fail to see the logic and would they please reconsider. ( Rownham Hill has a 30mph limit)

 

79     PROW

 

a)       A special meeting is to be arranged to discuss various PROW matters.  Cllrs.

      Sykes, King, Ambrose, Sheppard, Delmas and Sage will attend and Ruth Gofton

of the National Trust, David Moon and Tony Hibbitt will be invited.

 

 

80     TYNTESFIELD

 

a)       TRAVEL PLAN MEETING 26 OCTOBER 2005.  Cllr. Ambrose gave a report on the meeting which had been Interesting and Informative.

 

Ruth Gofton was congratulated on being appointed to the position in charge of all National Trust properties in the Bristol Area.  She will be based at Tyntesfield.

 

 

81     MEETINGS

 

a)       COMMUNITY ACTION  20 OCTOBER 2005 – This was an ordinary business meeting.  Abbots Leigh PC have produced a very good Character Statement. It was put forward that someone from that PC could come to talk about it at the APM in May.

 

b)       LOCAL LIAISON GROUP – DURNFORD QUARRY 2 NOVEMBER 2005

Cllrs. Sage had attended this first meeting.  He said that it was

very good and that Tarmac had similar groups around the country in areas where

they have quarries.  Meetings will be held every 6 months, more frequently if there is a planning matter to be considered.  There will be two representatives from NS, two from W&F and 2 from Long Ashton.  It was suggested that there should be 2 from Bristol Estates.  Demand for the product has gone down and they will only remove that which is there now.  Paul O’Neill (01275 392471) the Manager said that the meetings will be chaired by a Parish Councillor with Tarmac acting as Secretary.

 

 

 

c)       LOCAL WORKS – SUSTAINABLE COMMUNITIES BILL – 10 NOV. REDLAND

If Councillors wished to reply they were asked to do so individually – not as Parish Councillors.

 

d)       ALCA DEVELOPMENT CONTROL 17 NOVEMBER 2005 – Cllrs. Sykes & Ambrose will attend.

 

e)       ALCA AGM has been RE-SCHEDULED FOR 19 NOVEMBER 2005 – Election of President will take place if the meeting is quorate.

 

82     CORRESPONDENCE

 

a)       Yatton PC require a temporary Admin Asst.

 

b)   Woodland Trust Raffle tickets are available.

83     FINANCE

 

a)       NEIGHBOURHOOD WATCH DISTRICT MANAGER – Request to contribute £50 as usual. Agreed.

 

b)       GRASS MAINTENANCE TENDER – The tender of £1200 for the coming season by Peter Smith – who took over in the middle of the 2005 season when Serviceteam defaulted – was accepted.  He had stated that he could give a 5% discount if a 2 year contract was awarded.  This was taken up.

 

c)       TRAFALGAR BEACON COSTS – Insurance had cost £42 and a cheque would be sent.  Cash was given for other items totalling £89 – beacon, fireworks, mulled wine, plates, cups, napkins, cold drinks, fruit, herbs and food – to be reimbursed to the Clerk in the next agenda.
