MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL
MEETING HELD 8 MARCH 2005
PRESENT :- Cllrs. Sykes (Chairman), King (Vice Chairman), Sage, Delmas, Mrs Shaw, Down, Sheppard, Mrs Moon & Mrs Parsons.

MINUTES :- The Minutes of the meeting held 7 February 2005 were read and signed.
a) APPLICATION 05/P/0120/F – Extension to food barn for Mr & Mrs Bush, Moat House Farm, Failand Road, Wraxall.
RECOMMENDATION – (This had already been reported to NS following consideration by a Quorum) Support.
D/Cllr. Cook informed us that there is some confusion regarding Food Barn and this is to be clarified. The application is extension to a food barn for the public.
b) APPLICATION 05/P/0255/F – Complete restoration and alterations to form annex to the main house to include erection of a first floor single storey rear porch, alterations to south and east elevations and erect 3 no. skylights at The Coach House for Mr & Mrs Baker, Wraxall Court, Wraxall Hill, Wraxall.
RECOMMENDATION – (This had already been reported to NS following consideration by a Quorum). This application relates to restoration and alterations of a building standing well within a large parcel of land and not adversely affecting any neighbours. We have for this reason not contacted the neighbours. It is felt the work will greatly improve the appearance of the building, restoring its earlier character by replacing the ‘modern’ 1940’s materials currently used.
No objection is raised to this Planning Application however, as Wraxall Court is a Listed Building, there may be concerns by North Somerset on the LB application when received.
c) APPLICATION 05/P/0321/F – Erection of two storey building to provide 3 no. retail units on ground floor with 2 units in retail (A1) use and 1 unit in food and drink (A3) use. Provide 4 no. self-contained flats on first floor. Formation of retail customer parking and separate residential parking for Brickfield Associates at Land at Lodge Lane, Wraxall.
There was a discussion by the Councillors regarding the application. They consider that the proposed use of the building is unwanted in this residential area particularly when there are other shops and takeaway food outlets within a short distance. The nature of the building being rather futuristic in design and colour is inappropriate in an area of quality housing.
RECOMMENDATION – REFUSE – Unwanted, inappropriate development.
d) APPEALS –
RE Retrospective application to erect an agricultural dwelling at Manor Farm, Green Lane, Failand for Mr P Jones. Hearing held 15 February 2005.
The ADAS report relates to the first application and could not therefore be used.
Inspector allowed all concerned to speak and then adjourned for a site visit.
She was asked to view the property from Clevedon Road, which she did before visiting the site where the objectors were not allowed.
RE Outline planning for Erection of detached house and garage
For Mr T Buckley, 16 Belmont Drive, Failand.
Inspector visited the site – decision awaited.
e) CROSS TREE SITE
This application has been withdrawn as decided at the last meeting – the address given on the application being misleading – and to allow the Council to discuss it. (The P/A was submitted by the Architect without reference to us regarding the site address) It is understood that the Planning Officer would have asked us to withdraw as there are various items which the LB Officer requires in addition to those included with the application.
f) Clerk reported on decisions made by North Somerset Council on applications previously considered by this Parish Council.
a) BRISTOL ROAD SIGNS
Mark Sellick of Highways Dept. is now dealing with this matter as the paperwork has been completed by NS Weston super Mare.
b) JOINT LOCAL TRANSPORT PLAN – CONSULTATION
Dates of the nearest meetings given to Cllrs.
c) ELMS BRIDLEWAY
Meeting was held between Cllr. King and Barbara Bennett of Woodspring Bridleways Assn. A new route was proposed keeping horses off Lodge Lane to replace the route by Renroc which is dangerous.
Copy of the Letter from the Bridleways Assn. to be forwarded to Cllr. Cook.
a) NAILSEA ROUND – Nothing to report.
a) PROPERTY MANAGER, RUTH GOFTON gave a quarterly ‘update’ report on the progress at Tyntesfield. They are now in The Bothy, there are students helping on site and the Orangery is now covered with scaffolding – some stones will have to be taken down and a cover placed over the building to protect it from the elements. The work required on the Orangery is not a priority. Bookings are now being taken for guided tours but they are hoping that the P/A for the temporary car park will be passed shortly as, when the temporary Car Park is operational they will be able to accommodate more visitors.
a) CHANGES IN THE LAW – Cllr. Sykes gave a resume of changes which are relevant to Parish Councils.
b) CAPITAL GAINS TAX – It was decided that Tax was not part of the Parish Council remit.
c) RESIGNATION of Brian Nathan who has moved house into Bristol.
a) Cllr. Sykes indicated various items which had been placed on the Notice Board at the back of the room. These included Joint Local Transport Plan, Parish Charter, Town Planning, Standards Board, Speed Limits on private roads, Vibrant Leadership, Future Plans for BIA, DE matters & LA21.

a) LODGE LANE SAFETY ASPECTS - This was dealt with under 18c.
b) ALCA 15.2.2005 Group Meeting – 19 attended from 14 parishes. Tim Downey gave a talk on the Groups work resulting from Civil Contingencies Act 2004. PC’s role would be in the ‘recovery stage’ for food distribution and shelter. They are currently looking at NS responsibilities and this will cascade down in time. Other items discussed were Quality Status and Village of the Year competition.
Written reports were given by CPRE and BIA Airport Transport Forum.
c) LICENCING POLICY - Long Ashton 22.2.05 – Resume of the meeting was
given but it was noted that the meeting was really for the benefit of those
responsible forVillage Halls.
a) GRASS MAINTENANCE CONTRACT
A letter had been received from Serviceteam stating that they had a full team in the area and would therefore be able to undertake our contract.
As their work for the past 3 years has been satisfactory and the tender is the lowest Cllrs. voted to accept their tender for the coming year.
b) STREET FURNITURE MAINTENANCE
Tender accepted from Mr ERC Cobb – who has done satisfactory work on the Street Furniture for the last few years.
