MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD FAILAND VILLAGE HALL AT 7.30PM 8 JULY 2008

 

PRESENT: Cllrs. Ambrose (Chairman), Mrs Shaw, Sheppard, Thompson, Mrs Moon, Delmas, Law & Smith.

 

IN ATTENDANCE:  District Councillors Cook & Roberts & Clerk.

 

PUBLIC: Sue Davis, Ian James re.72e & Ruth Gofton(National Trust).

 

APOLOGIES: Cllrs. King, Sage & Pitt, Liaison Officer Sally Varley and PC Adam Clark 2707.

68                 MINUTES – The minutes of the meeting held 10 June 2008 were agreed & signed.

69                 CRIME FIGURES – ‘Phoned in by PC Adam Clark. 4 Thefts, 1 minor Arson, 1 Damage to Vehicle – Total 6.

Helicopter over Failand was a short pursuit of a stolen vehicle

 

70                 TYNTESFIELD

School children have an area in walled garden to grow veg. which they will cook and eat in the autumn. The Yurt is in situ.  Visitor scheme is going ahead – plans later.  NS Cllrs. visited in June.  Major re-wiring, plumbing – Tyntesfield will have to be closed on Wednesdays whilst this is undertaken.  The first holiday visitors to the estate houses arrive in August.

 

72                 PLANNING & ENVIRONMENT

 

            e)    APPLICATION 08/P/1421/F – Erection of a single storey rear extension and a  

            front porch (Revision to approved planning 07/P/2211/F for Mrs S Davis,

           Hollington Lodge, 10 Sixty Acres Close, Failand.

 

           RECOMMENDATION – Cllr. Mrs Shaw, who had been allocated this P/A with Cllr.

           Sage, felt that it was acceptable.  However, Cllr. Mrs Moon queried the larger

           footprint.

           Applicant explained that, whilst the footprint was slightly larger than 07/2211 the

           roof height remains the same as the original bungalow.

           Mrs Davis mentioned other dwellings along the same road.

71                   ISSUES

 

a)       PARISH PLAN – Questionnaires have been delivered – boxes for replies are in place. Invoice received for printing £1400. Only £485 of the Grant remains.

 

 

 

 

 

 

b)       BOUNDARY COMMITTEE – Re. NSC ‘Reviews of all Parishes within North Somerset’ Comments mid July to end August – Collate – Consult in October with Decision in November. NTC minutes for April have been acquired under the Freedom of Information.  The pros and cons have been listed.  NTC want to take The Elms and down to the Yeo to within their boundary.  Cllr. Law said that the Committee felt that it was time to let NSC know our views.  They have written to ALCA & CPRE but neither have yet replied. There is a question re. Boundaries in the Parish Plan.  Cllr. Law read the draft of a proposed letter to NTC.

 

Nailsea declined to take it on when The Elms was built.  If the boundaries were  

to have been changed it should have been at that time as some residents bought their properties because they were in a village. 

                  A change now could affect the School and Church as well as the residents of The

Elms & those of the rest of Wraxall & Failand – both the latter in terms of raised   

Community Charge.

Cllr. Ambrose felt that we should send a letter to NSC & NTC, produce our own

document to let everyone know of the consequences, write to NSC objecting

to the consultation during the holiday season and speak to the Headmistress of

the School.

VOTING unanimously in favour of proceeding and constructing a letter

      It was also suggested that we should speak to Mike Jones Electoral Services

      Manager @NSC.

 

c)       CORPORATE GOVERNANCE COMMITTEE Cllr. Sheppard reported that there was nothing further at present.  They are quantifying points and when ready Cllr. Sheppard will send to all – in time for the August PC meeting.

EXTRA ITEM

      QUARRY – Letter from Enforcement Dept.NSC was read to Cllrs. It explained

      why they are not taking any action regarding the spoil which remains in the

      Quarry.  Clerk to acknowledge and write to Malcolm Nicholson asking how we

      safeguard against the residents of Rose Cottage claiming the Quarry after the

      spoil has been ‘stored’ there for 12 years.

 

72                 PLANNING & ENVIRONMENT

 

a)       APPLICATION 08/P/1364/F – Erection of a rear conservatory for Mr D Jones, 14 Jubilee Drive, Failand

 

RECOMMENDATION - Approve

 

b)       APPLICATION 08/P/1371/F – Erection of detached double garage, single storey extensions to both sides, front porch and first floor loft conversion with 2 no. dormers to the front elevation and 3 no. juliet balconies to the rear for Burnard Blayne Developments at Dandy View, West Hill, Wraxall.

 

RECOMMENDATION – This proposal is a vast increase – our estimate is 52% on the ground floor, 135% overall.  The scale of the additions would have a significant impact on the existing area.  It is not in-keeping with others on the hill.

The proposal does not indicate a turning circle and it would be very dangerous to reverse out of the drive onto the B3128 which is a very fast road at that point

                  REFUSE.  We are also sending a letter to Highways regarding the egress.

 

c)       APPLICATION 08/P/1375/T2 – Dead Silver Birch x 1 – Fell, FIVE DAY NOTICE for Mr P Fountain at The Willows, 3 Manor Way, Failand.

 

 

 

 

d)       APPLICATION 08/P/1412/F – Erection of a two storey side extension with balcony to the front and a detached double garage with studio/workshop over for Mr & Mrs Toogood, Foxwood, Tower House Lane, Wraxall.

 

RECOMMENDATION – There was no objection to the side extension BUT the separate detached garage & workshop is too large and dominant a building which will change the character of the road.

REFUSE.

f)         APPLICATION 08/P/1433/F - INFORMATION ONLY – NAILSEA APPLICATION – Knock down garden wall. Single storey extension for Mr & Mrs John Gilday, 3 Old Cottage Row, Nailsea

No comments to NSC Planning.

 

g)       APPEAL DECISION – GLB’s LAND NEAR CRICKET GROUND, OFF HORSE RACE LANE, FAILAND – Appeal Dismissed 23 June 2008.

 

h)       APPLICATION FOR A STREET TRADING LICENCE – The Griddle, Bottom of THL, Wraxall.

 

Cllr. Ambrose read out a list of his objections.  After a discussion it was decided (7 + 1 abstention) that a letter, setting out these objections, should be sent to Licensing Dept. with photographs.

 

i)         SITE VISIT LAUNDRY COTTAGES, BELMONT ESTATE 2.30pm 21 June 2008 (re 08/0443)

 

j)         Clerk reported on decisions made by NSC on planning applications previously considered by this Parish Council.

 

73                 HIGHWAYS & TRANSPORTATION – Verge cutting at Failand Traffic Lights.

NSC have added this area to their list.

 

74                 PROW

Cllr. Mrs Moon reported that a ‘temporary’ diversion had been made on land at Warren Farm, Failand.  The official PROW goes across the field diagonally  - the temporary diversion goes around the edge of the field.

Letter to be sent to Mr Sweetman stating that permission has to be applied for, and approved,  prior to making a diversion.  

It was agreed that the PROW committee should be reconvened to discuss PROW issues

Cllr. Sheppard said that a bridleway is planned on Tyntesfield land but not for some time.

75                 CORRESPONDENCE – EDF letter re Budget

Cllr. Ambrose had replied to this letter re WPD South West Business Plan 2010 – 2015

a)       COUNCILLOR’S WORKSHOP – ROLES & RESPONSIBILITIES 11 June 2008

Those who attended agreed that it was very worthwhile.

 

 

b)       AGM PCAA – 24 June 2008

Powerful and well versed.  Hilary Burn runs it well.  CPRE are acting more on their behalf.  They are worried about the walkway – a full P/A must be made.

 

c)       OAKHAM TREASURES – Opening 8 July 2008 – Enjoyed by those who attended at ‘Oakham’s’ invitation.

 

d)       LOCAL ACCESS FORUM – 10.00am 8 July  SEMINAR: Creating Opportunities for Green Space - South West Bristol Urban Extension.

D/Cllr. Cook stated that there should be crops not houses on the agricultural land which is at the heart of the urban extension.  We should be vigilant as the builders may have stopped work but plans are still being sent in to NSC and could be approved for use as and when the builders resume working..

 

e)       HOME START NORTH SOMERSET AGM – 10.00 – 12 Noon – 9 July 2008 

(Support & friendship for families) – Noted.

 

f)         ARCHAEOLOGY IN THE PARK - 10.30am - 4pm Sunday 13 July Grove Park &

 Winter Gardens. Noted

 

g)       COUNCILLORS WORKSHOP – POWERS, DUTIES & PRECEPT – 16 July

2008 6.45 – 9pm West Harptree. Bookings have been made for Cllrs. Ambrose,

Delmas, Mrs Moon, Sage, Smith & Thompson.

      Cllr. Mrs Moon stated that she may not be able to attend.

 

h)       ALCA NS AREA GROUP AGM Rearranged for 7.30pm 17 July Backwell Village Hall – Agenda remains the same but without the Code of Conduct video – previous meeting not held at it was not quorate (Two members & Clerk may attend) Noted.

 

i)         QUALITY COUNCILS & POWER OF WELLBEING – 2 September 2008

       Almondsbury Sports & Social Club 10 – 12.30pm. Update of new Quality Council

       criteria, the Power of Wellbeing & a CILCA criteria update. Noted.

                  

j)         PLANNING TRAINING DAY – 6 September Bradley Stoke 9.30am – 3pm –

      Speakers from Planning Aid & South Glos. Council; Planning Quiz & Planning

      Surgery. £35.00 inc. buffet lunch.  It was felt that ALCA courses were preferable.
