MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 7.30pm 8 AUGUST AT THE COMMUNITY ROOM, THE GROVE, WRAXALL

 

 

PRESENT – Cllrs. Ambrose (Chairman), King (Vice Chairman), Sapsed, Sheppard, Sage & Sykes, Delmas.

 

APOLOGIES – Cllrs. Mrs Parsons (working in London), Mrs Moon (in Greece) & Mrs Shaw

(bereavement), Down (working late) & Sally Varley (other meeting).

 

IN ATTENDANCE – D/Cllr. Roberts & Clerk.

 

PUBLIC – Ruth Gofton – Property Manager Tyntesfield & Bristol for National Trust, Mr A J Tavener + four.

 

DECLARATIONS FOR INTEREST – Cllr. King 59g & 59h – personal interest, no votes.

Cllr. Ambrose 59h – wife works for the architect of the proposal – no vote.

 

56                 MINUTES – The minutes of the meeting held 11 July were read and signed.

 

57                 HOLIDAYS – Cllrs. were asked to give the dates of their holidays to the Clerk.

 

58                 ISSUES -

 

CROSS TREE SITE – Cllr. Sapsed is having meetings re. Lottery Application.

 

            CLEAN NEIGHBOURHOODS – Nothing further.

 

MATTERS FROM WORKING PARTIES

            COMMUNICATIONS – Cllr. Sheppard handed round initial reports which he and Cllr. Down had compiled. He suggested we should use Notice Boards, the Web, Flyers & Failand Broadsheet as methods of communication.  Circulation of the magazine ‘Life’ should be extended to all.  The Web site should carry details of progress eg. Cross Tree Site. Web to be developed and costed.

            PROFILE – Cllr. Sage suggested a Vinyl Poster with Logo and Matters of Interest.

He could obtain the poster and recommended trying it out in Failand Post Office & Wraxall Service Station.  Costing required.

            PARISH PLAN – Cllr. Sykes reported that a lot of material had been obtained from Community Action and original plans from other Councils.  They need reading by Councillors for discussion at the next meeting.

 

            BONFIRES – Cllr. Ambrose handed a letter to Cllrs. for approval together with an official leaflet. Cllrs. approved and 30 copies are to be printed as a start.

            HOW THE MIGHTY HAVE FALLEN – Chairman asked for approval of a letter of thanks to David Shattock for deliveries of Agenda and Planning Applications etc.  Agreed.

            MILLENNIUM GREEN – Clerk reported that the second picnic table had been vandalised and had had to be removed.  Safety aspects will be discussed at Sept. meeting.

 

59                 PLANNING & ENVIRONMENT

 

c)       APPLICATION – 06/P/1678/F – Erection of 9 detached 4 bed dwellings following  

      demolition of nos. 25 & 27 Weston Road. Failand for Meadgate Western Ltd.

 

MEETING CLOSED 8.07.  A long discussion between Cllrs. and two members of the public ensued.

MEETING OPENED 8.33.

 

After a further discussion Cllrs. agreed the following recommendation:-

REFUSE – Not consistent with Local Plan.  There should be fewer dwellings with

Increased access and parking. Cllr. Sykes’ report also sent to Planning Officer.

 

g)        APPLICATION – 06/P/1735/F – Change of use from agricultural to commercial

riding school with construction of menage 20 x 45 metres, erection of 2 no. 3 stable/tack room blocks (part retrospective), erection of an office/welfare annexe, parking, roadway, hard and soft landscaping for Miss T Jagger at Gallop View Stables, Horse Race Lane, Failand.

 

Meeting closed 8.50.  Tracy Jagger –applicant – addressed the meeting.

Meeting opened 9.08.

            Cllrs. felt that the applicant was being very truthful stating that the proposal was for

            commercial use.  There was concern that there was insufficient room for horse boxes

but there should only be that belonging to Miss Jagger who would use her own

horses for clients to ride.  There would be cars but there was to be 6 parking spaces.

It is hardly large enough for commercial use but there were two letters enclosed with the plans stating that Miss Jagger had permission to ride across Warren Farm land and was renting land from Louise Nikou.  Re: Welfare room – Heart Foundation will pay half if the village knows that Miss Jagger has a defibrillator on site.

RECOMMENDATION – Approve.

 

Recommendations for a), b) & d) have been sent to NS, after consideration by a quorum, in order to meet their deadlines. Cllrs. required to confirm/amend decisions.

 

a)       APPLICATION – 06/P/1388/F – Conversion of existing 4 bedroom dwelling into 2 no. two bedroom houses for Mrs J R Pickering, 53 Weston Road, Failand.

RECOMMENDATION – From the poor information provided Cllrs. could see no problem in the conversion.  However, there seems to be no parking provision for the cottage at the middle of the three and the cottage is situated at the side of a busy road almost at the Beggar Bush Lane traffic lights where road side parking would be dangerous – Approve.

 

b)       APPLICATION – 06/P/1655/LB  Erection of covered entrance, repair windows, new heating system, form new garden and access to garden and general alterations for Mrs P Patel & Mr K San at Battleaxes Cottage, The Grove, Wraxall.

RECOMMENDATION – Approve.

 

d)       APPLICATION 06/P/1680/PD – Erection of an agricultural storage barn and private farm road for Mr & Mrs A J & C F Bush at Moat House Farm, Clevedon Road, Wraxall.

RECOMMENDATION – Whilst we appreciate that this application is PDA the Councillors dealing with it wish to point out that they feel that Highways should be involved as there is a new access proposed.

They have no problem with the agricultural storage barn - Approve

 

e)       APPLICATION 06/P/1715/F – Erection of a rear conservatory for Mr R Conte 1, Victoria Cottages, Bristol Road, Wraxall.

RECOMMENDATION – Approve.

 

f)         APPLICATION – 06/P/1719/F  Erection of detached garage and alterations to existing extension for Mr & Mrs Pearce, 1 Clevedon Road, Failand.

RECOMMENDATION –Approve.

 

h)       APPLICATION 06/P/1780/F – Erection of a single storey rear extension and a two storey side extension for Mr & Mrs Collins, Church Farm, Church Lane, Lower Failand.

RECOMMENDATION – Approve.

Whilst writing I must point out that one of our Councillors strongly objects that he was never notified of this P/A by yourselves.  He lives close by and owns the land which abuts the P/A site.

 

i)         APPLICATION 06/P/1789/F &

j)         APPLICATION 06/P/1790/LB

Erection of single storey extension to the west elevation to create breakfast/dining room and rear porch for Mr A Batten, Belmont Coombe Cottage, Flax Bourton Road, Failand.

RECOMMENDATION – Approve, subject to clarifying the ownership of the adjoining piece of land which has 11 mature Oak trees on it. (I have today requested TPO's to be put on the Oaks).  Also the replacement windows should replicate the originals as it is a Listed Building.

 

k)       APPEALS – Manor Farm, Failand – This is now out of NS’s hands.

                   Nursing Home, Elms. Wraxall

Although subsequent P/A’s have been approved Moira Cullington has not yet received written confirmation that these two have been withdrawn.

 

l)         Clerk will report on decisions made by NS on Planning Applications previously considered by this Parish Council.

 

60         HIGHWAYS & TRANSPORTATION

 

a)       Land adjacent to The White House, Whitehouse Lane, Wraxall.

E-mail received from Paul Croft stating that he had consulted the Environmental Team and the suggestion is that they allow the local seed bank to re-establish and any imported top soil must be ‘screened’.  This will allow for maintenance to be undertaken as for all rural locations.

 

b)       Slip Road, bottom of Wraxall Hill

MEETING CLOSED 9.50 for Mr AJ Tavener to address the Council

MEETING REOPENED.

NS to be reminded of work promised to white line alterations on Wraxall Hill.   

 

c)       Dangerous Wall, bottom of Wraxall Hill – Reported to NS - action to be taken.

 

d)       Vehicle Activated Sign Initiative  - Letter from Liz Mapstone, Road Safety Officer, stating that 16 VAS have been installed and in addition 4 on behalf of the Safety Camera Partnership.  Portable signs to be updated and then trial the initiative.  They will build on them if successful.

 

61           PROW

 

a)       e-mail from Mark Lewis stating that a foot path is blocked with weeds.  This had already been reported to PROW section following the last PROW meeting.

 

b)       a new bridge has been installed over the Land Yeo on LA20/51.

 

c)       reference was made to the proposed new road as reported in the newspapers.

An e-mail had been received late this afternoon.  Further research needed.

 

62         TYNTESFIELD

 

a)       Ruth Gofton updated Cllrs. on National Trust’s successful lottery bid of £20m – the maximum they could apply for. Most will go to endowment. It will not cover work to the Orangery.  Prince of Wales has visited. Sawmill work to start soon. Only one letter in the paper re. traffic.  £1 off entry fee for using the bus from Bristol.

 

 

 

63            MEETINGS

 

a)       Economic Development & Regeneration Forum for NS

Councillors felt that as time was pressing and as this issue will be ongoing it be deferred to another meeting.

 

b)       Swimming Pool Group 7pm 27.7.2006.  Cllr. Ambrose felt that, after a year, things had not progressed at all.

 

64          CORRESPONDENCE

 

a)       BRISTOL INTERNATIONAL AIRPORT

Cllr. Sage reported that the control area around B. Airport must be above 3000’ and aircraft may only come below that when very near to the Airport.  Aircraft must be further out and at a greater height before joining the airway.

 

b)       WINTER MAINTENANCE – GRIT BIN SITINGS

Cllr. King suggested Bins on the hill by Horse Race Farm, Junction of Failand Lane & Sandy Lane, either side of Oxhouse Lane, 3 on Sandy Lane, 3 on Chapel Hill, 1 by Mulberry Farm and 1

Cllr. Ambrose identified several possible places and handed in a map with the possible sites marked.      

 

c)       ST. GEORGES FLOWER BANK mentioned.

d)   AFFORDABLE HOUSING – Andrew Smith, English Rural Housing Assn. will  

      address the Parish Council at the October meeting.

b)       MILLENNIUM GREEN SAFETY CHECKS – Councillors supported a motion that the fee be increased to £10 per visit.

 

66           CHAIRMAN’S URGENT BUSINESS

 

a)       MOTION – STANDING ORDER – to be added to existing S/O’s

Three Councillors (a quorum) are authorised to make a recommendation on Planning Applications which fall due prior to a Parish Council meeting.  If, at the next PC meeting, the remaining Councillors do not agree with the recommendation a further letter of recommendation is to be sent to the Planning Officer as the date by which the PC have to make a recommendation is prior to the NS’s target date.

                 

                  The Motion was passed unanimously.    Meeting closed 10.31pm.
