8 APRIL 2008 AT 7.30pm WRAXALL CEVA SCHOOL

 

 

PRESENT – Cllrs. Ambrose (Chairman), King (Vice Chairman), Mrs Shaw, Delmas, Sage, Smith, Sheppard, Law, Thompson, Mrs Moon, Pitt.

35         MINUTES - The Minutes of the meeting held 11 March 2008 were approved &     

             signed.

 

36                 CRIME FIGURES – None received.

 

37                 TYNTESFIELD – Ruth Gofton reported that it had been a good Easter with visitor numbers up by 40%, with children on trails.(Geocache)

Funding is in place for the Saw Mill – start at end April. Open next year.

Chaplain’s House conversion to holiday cottages – should open June.

They have asked for more ‘Brown Signs’.  They cannot have Brown & AA signs.

 

38                 ISSUES

 

PARISH PLAN – The questionnaire almost ready – still trying to get it reduced in size.

Analysis boxes could generate a lot of comments.

 

BOUNDARY CHANGES – Nothing further has been heard.

 

39                 PLANNING & ENVIRONMENT

 

EXTRA ITEM

APPLICATION 08/P/0693/F – Construction of a private fishing lake, repairs to pump house and closure of footpath at Fields at Tyntesfield Springs, Bristol Road, Wraxall for Mr & Mrs Hugh Pratt.

 

Cllrs. were concerned re. Danger to Children, Flooding problems, Illegal fishing. . Understand there are concerns from residents of Watercress Barn, neighbours and Gable Cottages.

MEETING CLOSED 7.56

Residents of the aforementioned properties voices there concerns – Watercourse is directly in line with Watercress Barn - High risk of flooding - there has been earlier flooding which, with climate change, can only get worse. River is 200mm above lake – if river floods it will flood into the lake which will flood the properties.  They are on flood plain – 200m below sea level. Springs ‘bulge’ after rains. Others were concerned re. parking, people and wildlife.  Access will be by RUPP and road.  Residents of Gable Cottages had signed re. PROW but expected it only to cover occasional agricultural vehicles.

Cllr. Delmas (One of the Cllrs. who had inspected the site) supported the repair to the Pump House (so long as a Listed Building Application was forthcoming) and also the Lake if NSC could be assured that there would be no flooding.  NSC should be asked to do a FULL report.  He did not support the closing of the Foot Path.  Cllr. Sage felt that there would be a danger and queried why 2 fishermen (as the application had stated) required a 4 acre lake.  He calculated that 1200 lorry loads of spoil would have to be removed.  Cllr. Sheppard queried Environmental Issues, Safety, Foot Path Closure and technical aspects.

Voting - Unanimously for refusal

RECOMMENDATION – REFUSE.

 

        a) & b) had already been recommended to NSC because of time restraints

 

a)      APPLICATION 08/P/0573/F – Erection of a single storey rear extension and single    storey side extension.  Additional 1 no. dormer to front elevation and 1 no. dormer to rear elevation for Mr & Mrs B Greene 20 Flax Bourton Road, Failand.

RECOMMENDATION - APPROVE

 

b)      APPLICATION 08/P/0629/F – information only – Flax Bourton Application.  Use of land

for up to 40  days in each calendar year for Agricultural Show, Game Fair & Associated Activities with access from Clevedon Road (now known as Bristol Road) & Station Road for NS Agricultural Society on Field No.  0005 Station Road, Wraxall.

RECOMMENDATION – Access is acceptable. 40 day use should be re-assessed annually.

 

c)       APPLICATION 08/P/0633/F – multiple parish – Single Storey & roof extensions & internal alterations, new front boundary wall, parking area and decking for Mr & Mrs Bath, Hillside House, Tickenham Hill, Tickenham.

RECOMMENDATION - SUPPORT

 

d)       APPLICATION 08/P/0648/F – Proposed loft conversion to include a dormer window to the front elevation and 2 no. rooflights to the rear elevation for Mr & Mrs Sheppard, 8 Elm Lodge Road, Wraxall.

RECOMMENDATION - SUPPORT

 

e)       APPLICATION 08/P/0660/F – Erection of single storey front and side extensions following demolition of detached garages and shed for Mr D Jones, 14 Jubilee Drive, Failand.

RECOMMENDATION – NO OBJECTIONS

 

f)         APPLICATION 08/P/0666/TPO – Oak x 1 – Clean out crown and lift to a height of 2.5 – 3m from ground level for Mr L Goldstone on behalf of D/Cllr. Roberts, 18 Belmont Drive, Failand.

RECOMMENDATION – SUPPORT

 

EXTRAS

APPLICATION  08/P/0699/F – Erection of a first floor extension to include raising ridge height, 7 no. flat roofed dormers, 3 rooflights and a single storey rear extension following demolition of conservatory (ancillary accommodation for disabled relative) for Mr M Wilson, Wynscote, Bristol Road, Wraxall..

RECOMMENDATION – This proposal is a replica of P/A 07/P/2835/F which was refused and is now the subject of an appeal Ref: APP/D0121/A/08/2068760/WF

The recommendation is still for REFUSAL.

 

APPLICATION 08/P/0702/F – information only – Construction of a vehicular access ramp and erection of boundary fence.  Change of use from B8 (open storage) to B2 (general industrial) for ancillary car parking at Vetcogray Controls Ltd. (The entrance to this site is in Wraxall but the Car Park is in Nailsea).

RECOMMENDATION – NO OBJECTION.

 

APPLICATION 08/P/0703/F – Installation of 2 no. Velux rooflights to front elevation of roof for Mrs J Pickering, 55 Weston Road, Failand.

RECOMMENDATION – SUPPORT

 

 

 

 

 

g)       APPEAL – Re. refusal of 07/P/0102/F –  Erection of 5 loose boxes, a hay barn and tack room and a 40m x 20m menage without compliance with condition 10 of planning approval 06/P/2157/F to allow for the parking of 2 no. trailers or 1 no. trailer and 1 no. horse box/lorry for Mr C Waugh – GLB’s, land near Cricket Ground, off Horse Race Lane, Failand.

Letter to be sent to Inspectorate stating that we still held the same views as when the application was considered by the PC

 

h)       APPEAL – Re. refusal of 07/P/2835/F – Alteration to the roof to include raising the roof height, three dormer windows and two rooflights to the front elevation and four dormer windows to the rear elevation.  Erection of a single storey rear extension with rooflight (for ancillary use for disabled relative) for Mr Wilson, Wynscote, Bristol Road, Wraxall.

Letter to Inspectorate to say that we still hold the same view – Well over 50% inc.

 

i)         ALCA NORTH SOMERSET GROUP – Executive Committee nominations required.

Chairman, Vice Chairman, Secretary, 3 Executive Members.

Cllr. Delmas suggested Noel Walter as Chairman, Roy Jones as Vice Chairman and agreed to be put forward as an Executive member nomination.

 

j)        Clerk  reported on decisions made by NSC on Planning Applications previously considered by this Parish Council.

 

40                 HIGHWAYS & TRANSPORTATION

 

a)       TRAFFIC ISLAND AT BUDGENS SERVICE STATION, WRAXALL

Highways have stated that there is no money available for an extension to the current island in the centre of the carriageway and it is unlikely that Budgens would contribute to the extension.

 

b)       ROAD MARKINGS

Cllr. King requested ‘Give way’ signs where Sandy Lane meets Failand Lane.

 

c)       ROAD CONDITION

Belmont Hill & Flax Bourton Road, Failand to be reported to Highways

 

The Hazard outside Failand Post Office has been rectified.

Some Pot Holes have not been repaired down Failand Lane.  Highways have stated that only the large ones have been repaired as the lane is due for re-surfacing.

There was mud on the road following the event at Belmont Estate.  NSC were advised about this on the day.

 

41         PROW

 

      NOAH’s ARK ZOO FARM – Sent the letter to David Turner and had a reply from Joanna    

      White, Information Officer, saying “ that the letter had been passed to Richard Phillips,

      PROW Team Leader who is away until the first week in April and should be able to

      respond by Friday 11th April.  Please accept my apologies for this unavoidable delay”

.

42         CORRESPONDENCE

 

a)       Letter re Open workshops at Brewhouse Theatre & Arts Centre in Somerset. Noted.

 

b)       WRAXALL PAROCHIAL CHARITIES – Re-appointment of PC nominated Trustee.

Cllr. agreed to support Stephen Young as the PC nominated Trustee on the Wraxall Charities for a further 4 years.

 

c)       CPRE – CALOR VILLAGE OF THE YEAR – Cllrs. Voted not to enter this year.

EXTRA ITEMS

Mr A J Tavener has indicated that there is a CD showing the work undertaken at the 

      Cross Tree Site.  Cllrs. would like to accept a copy if it is free.

c)     STREET FURNITURE MAINTENANCE – Mrs Jean Cobb will undertake the   

         maintenance of the Notice Boards and the Seats.  Cllr. Pitt will undertake the

         maintenance of the Bus Shelters.  Tender accepted at last meeting to be halved

         for each.  Accepted by Cllrs.
