MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 20 JANUARY 2010 IN CROSS TREE CENTRE WRAXALL

 

Prior to the meeting 2 candidates were interviewed for a vacant position of Councillor. Whilst  discussion was in progress, after the interviews`    1 , Cllr. Pitt said that he felt that he should resign as he could not put in the time that he considered the position deserved.  The Clerk and Cllr. King both advised the meeting that the consequent vacancy would have to be advertised after receipt of Cllr. Pitt’s written resignation. However, the Chairman told the two candidates that the PC would like to take them both. This is not possible until the NSC notice has been on the N/B’s for 14 days and therefore neither candidate was appointed at the meeting.  Due to the time scale there will have to be a formal vote at the March PC meeting or a further interview should anyone else put their name forward.

 

PRESENT: Cllr. Ambrose (Chairman), Jon Thompson (Vice Chairman), Delmas, King, Sheppard, Sage, Mrs Moon, Mrs Shaw and Cllr. Pitt from the second interview onwards.

275              MINUTES – The minutes of that part of the meeting held 8 December and the

       adjourned part held 16 December were agreed and signed.

 

276              CRIME FIGURES – PC Clarke was not able to be with us but had sent the crime figures:- from 8-24 December 2009 there were three crimes ~ Minor incident of threatening behaviour – Domestic related. Assault on Police Officer when arresting a youth for another matter.  Assault on a youth following Domestic argument.

No crimes between 25 Dec. 2009 and 15 January 2010.

 

277              ISSUES

f)         WESTON ROAD

PROPOSAL FROM WESTON ROAD WORKING GROUP FOR FUNDING BY PARISH COUNCIL

MEETING CLOSED 8.44

      John Chapman, Chairman of the Working Group re Weston Road Working Group

      thanked Councillors for voting (by e-mail) in respect of the above mentioned  

      proposal.  He had today been to see the Planning Lawyer Christopher Charlton.

      The applicants had not done a Bat survey and this could work in the group’s  

      favour. The Working Group are registered as Rule 6 and this has some 

      restrictions.

      The Public Enquiry is running overtime and the Appeal now has a longer time  

      allocated.

      John Chapman was thanked for all his efforts and hard work.

a)       NATIONAL GRID –  The response to the proposal re. Pylons (79 pages) has 

been submitted and the next few pages will be submitted in the next few days.

The larger response was sent to NG, IPC, OFGEM, Liam FOX MP, James MEACHER MP & other PC’s on the proposed pylon route.

e)       ROAD SAFETY

MEETING CLOSED 8.49PM

      David Robinson, Chair of Road Safety Implementation Committee said that the

      November meeting had been reported to the December P.C. meeting.  The next

      Meeting will be at Downs School re West Hill & B3128, at 7.30pm 23 February.

      He mentioned that a speed gun was available

 

 

MEETING OPENED 8.50PM

      At this point Cllr. Ambrose asked Clerk to contact Alan Ingersent to ask if there

      could be hard standing under the grass for the Police Cars at the bottom of

      Wraxall Hill, as he was concerned that if the grass was removed that area would

      be used by motorists.

c)   PROW – This is ongoing.     

d)       WRAXALL VILLAGE – Meeting is being arranged.

g)       NOTICE BOARD ON THE ELMS & FAILAND CHURCH

The quote of £158.20 to move one board and repair a second board was approved.

 

h)       SPEED GUN – See e).

 

i)         RAISING STANDARDS OF ETHICAL CONDUCT – Response required by Friday 29 January 2010 – No response to be sent.

 

b)       COMMUNITY EMERGENCY PLANS – These are ongoing.                 

 

278              PLANNING & ENVIRONMENT a) to h) already reported to NSC

 

a)       APPLICATION 09/P/2039/F - Erection of 2 no. stables, associated tack room and garden store for private use for Mr A Batten, Belmont Cottage, Flax Bourton Road, Failand.

RECOMMENDATION - Support.

 

b)       APPLICATION – 09/P/2056/F - Erection of single storey side extension for Dr V Marshall, Charlton Lodge. Charlton Drive, Wraxall.

RECOMMENDATION - This proposal appears to be an addition of 100% over the original building (there have been two previous extensions and there are two very substantial outbuildings) and is in the Green Belt. REFUSE.

Please advise if this property is within the curtilage of a Listed Building.

 

c)       APPLICATION 09/P/2059/F- Erection of first floor link extension between two barn structures to form enlarged bedroom and corridor for Mr M Bigwood, Higher Farm Granary, Portbury Lane, Portbury.

RECOMMENDATION - Approve.

 

d)       APPLICATION 09/P/2078/F - Erection of a single storey rear extension for Mr N Janson, 21 Clevedon Road, Failand.

RECOMMENDATION - Support BUT neighbours are concerned over the size of 'first storey' extension, and concerned that any windows put into the roof extension (non shown) may overlook their property.

 

e)       APPLICATION 09/P/2104/F - Erection of 9 no. residential dwellings together with the realignment of the Lodge Lane roundabout and construction of footpath to southern boundary for Keynsham Property Development Ltd on land at Lodge Lane, Wraxall.

RECOMMENDATION - Councillors felt that the layout and size of the proposal would result in very cramped conditions in a similar way to the latter part of Vowles Close, on the same estate. REJECT.

 

f)         APPLICATION 09/P/2112/F - Erection of a single storey side and rear extension and a larger conservatory for Mr & Mrs Elahi, 4 Green Pastures Road, Wraxall.

RECOMMENDATION - Councillors felt that this was disproportionately large and would have impact on the neighbours and on the area. REFUSE.

 

 

 

 

g)       APPLICATION 09/P/2113/F  - Demolition of existing property, garages and out buildings. Erection of new dwelling with detached garage and stables for Mrs E Enderby, Ridge House, Horse Race Lane, Failand.

RECOMMENDATION - Proposal re. House - Support; Proposal re. Garage - Support; Proposal re. Stable Block - Reject. It was felt that the stables were too small for horses and that the doors were not suitable.

 

h)       APPLICATION 09/P/2115/F - Erection of a single storey rear extension and conservatory to the west elevation to include a balcony to the first floor for Ms H Pickstock, 19 The Grove, Wraxall.

RECOMMENDATION - There is concern re. privacy to neighbours if there is a balcony on the roof of the single storey extension.

APPROVE with the addition of a privacy wall. (Applicant has said that she will

speak to NSC.)

 

i)         APPLICATION 09/P/2166/F – Erection of first and second floor side extension and two no. single-storey rear extensions for Mr & Mrs D Mann, 12 Yeo Valley Way, Wraxall.

 

            MEETING CLOSED 8.54PM

                    Meeting was addressed by Mr & Mrs Whitham.

       They have sent an objection to NSC.

            MEETING OPENED 9.07PM

                   RECOMMENDATION - After a discussion Councillors voted unanimously to

                    REFUSE the Application siting Visual Impact, Privacy & Scale ~ too large in this

                    particular position ~ (the lengths of the two gardens being approx.35’ & 32’).

 

j)         APPLICATION 09/P/2201/TPO – T2 – Maple. T3 – Prunus, T4 – Laburnum – Prune back to existing pruning points for Sylvanus Services on behalf of Mr Truby, 9 Woodland Way, Failand.

 

RECOMMENDATION – SUPPORT.

 

            EXTRA – This was considered as it was due with NSC before our next meeting.

                  APPLICATION 10/P/0012/F – Variation of condition 1 of 03/P/0872/F3 (for the

                   erection of a temporary classroom) to allow the classroom to remain for a

                   further 3 years for Board of Governors of Wraxall Primary School, Bristol Road,

                   Wraxall.

                 

RECOMMENDATION - SUPPORT

 

k)       Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.

 

279              HIGHWAYS & TRANSPORTATION

 

a)       TEMPORARY ROAD CLOSURE – FAILAND LANE & OXHOUSE LANE.Noted

 

b)   TEMPORARY CLOSURE OF B3130 through Wraxall Village – Advance Notice

      Whole project scheduled to start 18 January 2010. ~ See 281 c Work starting 25

      Jan with road closure 15 – 19 Feb.

 

c)       TEMPORARY CLOSURE OF ASHTON ROAD, LONG ASHTON

15.2.2010 for one night. Noted.

281              MEETINGS

 

a)       BIA  - Cllr. Sheppard attended the 1 hour presentation. BIA’s stance was ‘as they were’ but several amendments came in a couple of days later.  They are still intent on going ahead.  They are, where possible, putting ‘money’ into road junctions. NSC are not against the proposal, just against the scale.                                 

b)       MILLENNIUM GREEN – There is a possibility of £30 - £35K being spent on the Millenium Green by NSC under the Government funded ‘Play Builder – Play England scheme.

Tony Moore, Parks Technical Officer at NSC will consult with parents and children on the Grove to ascertain the items of equipment the children would prefer.

 

c)       RESURFACING B 3130  - This will start on 25 January for 5 weeks covering the area from the ‘dragon’s teeth’ in front of Wraxall School through to beyond Hazel Farm and will be traffic light controlled.  There will be a period from Feb 15 – 19 when the road will have to be closed due to the narrowness at one point.

 

d)       FORUM with NTC & BACKWELL – This went ahead with just the three T & PC’s.

The usual issues were discussed.

 

e)       CAC – NSC re P/A 09/P/1486/0 – 500 HOUSES +, on LAND AT WESTON ROAD, FAILAND. The Central Area Committee was postponed until 18 January, due to snow.  NSC voted to reject the proposal.  Due to the non-determination of the P/A, within the time scale, FLP have gone ahead with an Appeal which is set for 9 March.

282       CORRESPONDENCE

 

a)       TOWN TWINNING  - Clerk asked to find out more about what Twinning involves.

 

b)       WEST OF ENGLAND JOINT CORE STRATEGY – No comments.                              

c)       DOG BIN – This had been reported to us as ‘damaged’ in Sept. 2009 and this was reported on to NSC.  Nothing was done and it was again reported to PC in December by a resident.  This time Clerk contacted the Dog Warden who came back with a price for the repair to the existing wooden post (£65) or a new metal post (£85).  In an effort to not incur a further £65 if the wooden post failed again the Dog Warden was asked to install the metal post.  Cllrs. agreed with this course of action.

 

d)       CORE STRATEGY – Michael Reep to be asked if he can come to the next PC to speak on this subject.

 

e)       NORTH SOMERSET’s COMPUTER WILL NOT BE AVAILABLE BETWEEN
