MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD ON TUESDAY

14 SEPTEMBER 2004 AT 7.30PM IN FAILAND VILLAGE HALL

 

PRESENT – Cllrs. Sykes (Chairman), King (Vice Chairman), Mrs Shaw, Down, Sheppard, Delmas,

Nathan & Sapsed.

IN ATTENDANCE – D/Cllr. Roberts, Sally Varley – Liaison Officer & Clerk. PUBLIC – 3 + 2 @ 7.55pm.

APOLOGIES – Cllrs. Sage, Mrs Moon & Mrs Parsons – Holidays.  D/Cllr. Bob Cook – PC Hughes.

57   MINUTES – The minutes of the meeting held 10 August 2004 were read and signed..

 

58        PLANNING & ENVIRONMENT

 

a)       APPLICATION 04/`P/2111/LUE – Certificate of Lawfulness for the existing storage of scaffolding and overnight parking of lorry for small scaffolding firm for G P Jones & Sons, Manor Farm, Failand.

 

RECOMMENDATION – To NOT approve.  Cllrs. have been approached re.scaffolding lorry seen in Green Lane.  They seem to think that it is a recent innovation but the Parish Council have no knowledge of when this started.  Residents are being asked to write to NS direct to put their views forward.

 

b)       APPLICATION 04/P/2121/F – Erection of two storey side extension and change of use of the attached barn to ground floor day nursery and first floor residential accommodation for Mr & Mrs K R Blackburn, Quarry Farm, Bristol Road, Wraxall.

 

RECOMMENDATION – No objections BUT there should be a limit on the number of children so as not to attract traffic into this difficult area.

 

c)       APPLICATION 04/P/2145/F – Erection of new mens’ changing room and buggy store with covered walkway to existing clubhouse.  Extension to existing clubhouse to enlarge dining room and internal alterations.  Extension to professional’s shop to create golf bag storage for Bristol & Clifton Golf Club, Beggar Bush Lane, Failand.

 

RECOMMENDATION – No objections.  It will be mostly hidden and there is only a remote chance that anyone would see the development.

 

d)       APPLICATION 04/P/2162/F – Erection of detached dwelling with integral garage for P S Developments at Plot 3, 21 Weston Road, Failand.

 

RECOMMENDATION – REFUSE –Ridge height is too high.

It was felt that with this ridge height there would be a possibility of a room in the roof in the future whereas this dwelling should be kept as a bungalow.

 

e)       APPLICATION 04/P/2168/F – Erection of single storey rear extension and conversion

of part of garage to living accommodation for Mr E Davidson at 80 Green Pastures

Road, Wraxall.

 

RECOMMENDATION – No objections.

 

f)         APPLICATION 04/P/2221/F – Erection of a first floor extension and new roof to

include 4 dormers to the front and one to the rear elevation for Mr P Green at 43,  

Clevedon Road, Failand.

 

RECOMMENDATION – REFUSE – There have been two extensions previously and it is felt that

this is over-development and out of character.

 

             WILDLIFE WARDEN – Dan Collins the Wildlife Warden for Failand attended the meeting.

             MEETING CLOSED 8.42.  Mr Collins said that he takes an active interest in the Parish & the 

              Village. He has attended courses on the responsibilities of a Wildlife Warden and wants to get

              involved in setting up ‘Wildlife Days’.       MEETING OPENED 8.47.

g)       PRE DECISION AMENDMENT TO 04/P/1024/O – Erection of 60 bed nursing home,

day care centre, care flats, staff accommodation, neighbourhood store (Outline)

AMENDMENT – The submission of a plan that shows the land ‘split’ between the

proposed retail and the proposed Nursing Home with Day Care Centre.

 

             RECOMMENDATION – These amendments do not affect our original comments and decisions.

              However, we were concerned about the height of the Nursing Home and felt that it should be lower

              and could be spread over a larger footprint – i.e. into the retail area.  This option is precluded if the

              retail area is to be regarded as a separate site.

           

h)       POST DECISION AMENDMENT TO 04/P/1458/F – Increase in the width of the

approved extension by 0.5 metres to the rear for Mr R Harris, Little Combe, Tower

House Lane, Wraxall.

   

             RECOMMENDATION – This does not affect our original recommendation.  Approve.

 

        i)    APPEAL – BUCKLEY 16 BELMONT DRIVE FAILAND – Noted (Written representations)

              Clerk to write to Inspectorate.

 

j)    LICENSING SUB COMMITTEE 16.8.2004 re WRAXALL HOUSE HOTEL – Appeal 13.9.04.

      This was discussed again and views remain as before.  Clerk to write when contacted re rules, date

      and time. (1.10.04 10am WsM).

 

k)       CROSS TREE SITE

Maggs – Architects to get Listed Building Consent.  No move on the rest pending amendments to the Slip Road.

 

l)         MILLENNIUM GREEN

It was decided to keep the equipment on the play area for another year with the weekly inspections being undertaken by a local person for £5 per week.  This would result in a reduction of £472 over the NS figure (discontinued) and £1040 over the contractor now used by NS. Clerk to draw up a safety check list.  Kevin Blackburn (Quarry Farm) stated he would ‘keep an eye on the area’.

 

m)     The Clerk reported on decisions make by North Somerset Council on Planning Application previously considered by this Parish Council.

 

58A   HIGHWAYS & TRANSPORTATION

 

a)       B3130 GABLE FARM SAFETY SCHEME – Letter from Jonathan Gall – NS Highways – re proposals including a speed limit reduction.

 

b)       HIGH OCCUPANCY VEHICLE LANE – LONG ASHTON BYPASS – Reply has been sent as they asked for observations by 28 August 2004 –

The proposal is for a short length and would not make a significant difference to the current situation.

It would be an expensive ‘token’.

Anything which restricts the use of roads is counter productive in terms of the volume of traffic

moved.  It would only create more queues.

 

c)       ROAD RE-NAMING – BRISTOL ROAD.

This has been approved – NS will erect the signs.

Whilst on the subject of Signs – We had budgeted for a WRAXALL sign coming out of Nailsea on the B3130.  A resident has asked if there could be a WRAXALL sign leaving Tickenham on the B3128 and leaving Failand on the B3128.  NS Highway’s state £100 for each of the signs.  Cllrs. voted for the budgeted sign plus one on leaving Tickenham.

 

d)       SLIP ROAD – JUNCTION B3130/WRAXALL HILL – Highways feel that it seems sensible to close the slip road temporarily to ‘test the water’.  They will contact Legal Section to see if this is possible under a temporary Traffic Regulation Order.

 

e)       ROAD CLOSURE WESTON ROAD, LONG ASHTON – D/Cllr. Roberts informed the PC that this will not now be closed but will be controlled by traffic lights.

 

f)         REQUEST FOR ATTENTION  FORM  - Reply given to Cllrs.

 

EXTRA ITEM – Two more accidents occurred on West Hill, Wraxall over the weekend.  Persons had to be cut from vehicles.  Letter to be sent to NS asking when the improvement works will commence in view of the continuing problems AND to the Police asking why it took 40 minutes for them to arrive at a serious accident.

 

59        TYNTESFIELD

 

a)       Quarterly report by Ruth Gofton, Property Manager – National Trust gave details of the events which have been taking place during the year and will be taking place in the next few months. 

   In order to make the property more accessible they are applying to NS – possibly in October – to  

   construct a temporary car park (for 2 years)  The Heritage Lottery fund monies are not now

   expected until Jan/Feb 2006.

 

60        CORRESPONDENCE

 

a)    COMMUNITY ACTION AGM – Cllr. Sykes will attend.  No nominations given.

               Mobile Library Review – Dates now 20/9 at WsM and 22/9 at Clevedon.

 

               Grant of Occasional Public Entertainment Licence – comments invited.

                Grant should only be made for licence ‘Indoors with windows closed’.

 

               Patient & Public Involvement Forum – Venues noted.

 

               Press Release – Volunteers for ‘litter pick’ Uphill Beach.

 

               NS Corporate Plan 2004-2007.  Plan to be circulated.

 

               Calor Village of the Year results – Wraxall & Failand gained 80%+ in Large Villages category.

 

               Travel Map available if required.

 

               Disused Quarry – Bristol Road, Wraxall.  As the owner cannot be ascertained Highways have been

               asked to ‘secure’ this area.

 

               SW Regional Affordable Housing – speaker to be invited to next PC meeting.
