MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD AT WRAXALL CEVA SCHOOL 7.30PM 14 OCTOBER 2008.

 

PRESENT – Cllrs. King (Chairman), Sheppard, Smith, Sage, Thompson

IN ATTENDANCE - District Cllrs. Roberts & Cook, PC Adam Clarke, Community Sergeant & Clerk.

104       MINUTES – The Minutes of the meeting held 9 September 2008 were agreed and signed.

105              CRIME FIGURES – Five crimes in September compared with 7 in

Sept. 2007.

                                    Theft of Oil from St. Bartholomew’s Church, Failand.

                                    Criminal Damage in The Grove.

                                    Breach of Molestation.

                                    Two burglaries on the Elms.

 

Cllr. Sage, endorsed by Cllr. Sheppard. Referred to a fatality at Providence Lane.  The first stretch appears clear and because of a dip in the road drivers do not see the major road.  D/Cllr. Cook said that this was being looked at by NSC.

Cllr. Smith spoke about the ‘call outs’ to Fryth House in the Grove.  I would seem that the residents who are the reason for the ‘call outs’ own their flat which was previously council owned. D/Cllr. Cook said that, in respect of anti social behaviour, it may be possible to keep them to the condition of sale.

 

106              ISSUES

 

a)       PARISH BOUNDARIES - PETITION

Brian Symonds had sent a message to say that residents, particularly            

those on the Elms, are very grateful that the PC made such an effort

re. the petition.  He particularly expressed his thanks to D/Cllr. Bob

Cook who received the petitions and presented them to a full Council meeting

of NSC.

 

b)       PARISH PLAN

No up date had been received from the PP Chairman whose response

to the invoices received was needed.  It was decided to hold payment

on the large bill until the PP Chairman could give us an estimate of

future costs and to whom he had applied to for a grant.. ALCA to be asked

if it is legal to spend PC monies on PP.

 

c)       QUARRY

      No reply has yet been received to our letter to Enforcement Dept.

 

107              PLANNING & ENVIRONMENT

 

o)       OBJECTION TO TPO 928 by Mr Bussey, 23A Clevedon Road, Failand. (Tree is on the boundary of No. 25 along side 23A)

 

The Oak tree which is the subject of the TPO is at No 25 Clevedon Road but at the side of the boundary with No. 23A and he says it is affecting his fence, .

Cllrs. looked at the Oak in 2007 and felt it should be kept.

Cllrs. had opposed an extension on the east of No 25 on the grounds that it was probably 100% increase. However, NSC approved the extension following a PDA moving the extension to the west. We were not consulted re the PDA.

It now appears that Mr. Bussey of 23A Clevedon Road, is concerned re. LPG. Electricity & Telephone lines which he feels the tree may damage.

            MEETING CLOSED 8.16PM.

                  Mr Bussey put forward his case.

            MEETING REOPENED 8.20PM.

                  It seems to Cllr. Sheppard that we should ask TPO section to look again.

                  D/Cllr. Roberts felt that the fence should be moved in order to keep the tree and    

                   protect the environment.  D/Cllr Cook said that pipes and wires should be moved  

                   and the tree left alone.

                  A Planning Application to remove the tree was received at the office this morning.

                  This was viewed by Cllr. King who suggested that a site visit should be made.                 

                   Cllrs. were in agreement and a mutually convenient time will be arranged.

 

P/A’s a – e have already been dealt with, and NSC advised, to comply with their time scale.

APPLICATION 08/P/1875/F – Demolition of Sunnyvale and erection of 5 semi/terrace properties (2 Storey), garages and associated works. INFORMATION ONLY – NAILSEA P/A.

Although this is for information only Cllrs. wished to respond.  They found the drawings very confusing and unclear.  Their immediate reaction to the proposals was that there seems to be a gross over development of the site ~ inappropriate to its surroundings.

RECOMMENDATION – Not to support.

A TPO No. 949 has been made on the Beech located near to the south eastern corner of the front garden. (A second beech which stands immediately to the north of the above has been excluded from the order.)

   

a)       APPLICATION – 08/P/1884/F – Change of use from agricultural land to extension of zoo farm land including use of part of land as an overflow car park at peak times of the year together with consideration of 5 year business plan for A & C Bush re. Land at Moat House Farm, Clevedon Road, Wraxall.

RECOMMENDATION - Councillors have considered this application and the 5 year plan. From the plan they note that there is to be an application to divert footpaths LA 20/31 & LA 20/32. As both of the footpaths cross land in the application they feel that they cannot make any recommendation until the footpath diversions are agreed.

AWAIT THE AGREEMENT TO THE DIVERSION OF THE FOOTPATHS BEFORE CONSIDERING THE APPLICATION.

 

b)       APPLICATION 08/P/1885/LB - Rebuilding of ruined pump house and reinstatement of waterwheel for Mr & Mrs H Pratt re. Tyntesfield Springs, Bristol Road, Wraxall BS48 1NE.

This building cannot be seen by anyone. There were no objections by the near neighbours. It seems an interesting and worthwhile project.

RECOMMENDATION - APPROVE.

 

c)       APPLICATIONS 08/P/1892/LB  Inner Stable, Stable Block, Tyntesfield &

d)       APPLICATION08/P/1893/LB  The Coach House, Tyntesfield.

These are the Listed Building applications corresponding to the Full applications.

Please see the recommendation at 08/P/1651/F & 08/P/1654/F respectively.

 

e)       APPLICATION 08/P/1984/LB – Erection of a single storey side extension for Mr R Jones, The Granary, Green Lane, Failand.

RECOMMENDATION – Support.

 

f)         APPLICATION 08/P/2032/F – Erection of a single storey front extension and a first floor side extension for Mr & Mrs M Harris, Holly Cottage, Bristol Road, Wraxall.

RECOMMENDATION – Support.

 

g)       APPLICATION 08/P/2047/LB – The reinstatement of roof lights removed from parts of the Covered Yards including reforming roof light framing.  Replacement of single glazed panels with double glazed panes in existing roof lights.  The inclusion of thermal insulation within the roof structure as part of repair/recovering operations for National Trust, Visitor Centre, Home Farm Buildings, Tyntesfield.

RECOMMENDATION – Query as to why double glazing when the Saw Mill had to be single glazing.  However, Cllrs. voted to Support.

 

h)       APPLICATION 08/P/2054/PDT – Erection of 10 metre high telegraph pole with three shrouded antennae together with cabinet for Vodafone UK Ltd. on highway verge at Lodge Lane, Wraxall.

PRIOR DETERMINATION – TELECOM.

It was felt that this was too close to habitation and there were concerns re. Visual

Impact. (Neighbours had not been consulted) All Cllrs. attending voted to REJECT.

 

i)         APPLICATION 08/P/2061/TPO – Oak x 1 – Crown reduce by 20% crown lift to 4m for Mr Sherry, 9 Green Pastures Road, Wraxall.

RECOMMENDATION – As this was reduction not felling – SUPPORT.

 

j)         APPLICATION 08/P/2064/TPO – Oak x 2 – Crown reduce by approx. 25% to previous points and crown lift to 4m for Mrs Fellender, 11 Green Pastures Road, Wraxall

RECOMMENDATION – SUPPORT.

 

k)       APPLICATION 08/P/2067/TPO – Cedar x 1 – 10% selective end weight reduction and 10% crown thin for Mr R Sissons, 2 Short Way, Failand.

This had been incorrectly registered and should refer to 2 Sycamore & 1 Maple.

RECOMMENDATION – As only reductions – SUPPORT.

 

l)         APPEAL – re. 08/P/0294/F – Mr P Jones, 45 Clevedon Road, Failand – Write.

m)     APPEAL – re. 08/P/0633/F – Mr & Mrs J Bath, Hillside House, Tickenham Hill, Tickenham (Multiple Parish). No need to write as we supported this originally and our recommendation will be automatically forwarded to the Inspectorate.

 

n)       TPO No 948 – Oak in front garden of 7 Weston Road, Failand. – Noted.

 

p)   SOCIAL HOUSING PROBLEMS IN THE GROVE – Covered in Crime Figures

q)   Clerk reported on decisions made by NSC on P/A’s previously considered by this PC.

 

108              HIGHWAYS & TRANSPORTATION

 

a)       LETTER TO PRINCIPAL ENGINEER AT NSC RE. SPEED OUTSIDE WRAXALL SCHOOL & HIS REPLY.  Clerk saw many ‘20mph when lights flash’ signs outside schools in Scotland.  Photograph of one sent to Alex Fear who replied that they were considering a similar sign – he sent a photograph – for use outside Wraxall School.

 

109              PROW

a)       FOOTPATH REFORMS (discussion deferred)

 

b)       FOOTPATH CONCERNS  Cllr. Smith brought to Cllr’s attention the Footpath on Clevedon Road, almost opposite the Junction of Portbury Lane ~ LA 20/33 ~ which diagonally crosses a field and exits down the drive of Tyntesfield.  The field has been ploughed, including over the PROW.  Clerk to contact the tenants ~ Alvis Brothers ~ Daniel Harding ~ regarding this contravention of PROW rules

 

110              CORRESPONDENCE

a)       FAILAND BUS SHELTER. NSC had written to ask if we had any thoughts on their replacing the Bus Shelter on the Clevedon Road at Failand ~ opposite No. 33.  Reply to be sent stating that it would have to be NSC paying for the replacement but also saying that a window in the old one would allow those waiting for a bus to see it coming in time to request it to stop.  If the proposed shelter is only ‘up and over’, as the one near Beggar Bush Traffic lights, then those waiting would be at the mercy of the elements ~ we would prefer a more ‘closed in’ type.

i)         Telephone call received from Dave Hussey, Stoney Steep regarding the flooding  

                   which frequently occurs on Tower House Lane, Wraxall following heavy rain.          

                   Noted  This problem has been reported to NSC frequently.

d)       ALCA AGM 4 OCTOBER FBVH.- This had to be abandoned again due to lack of numbers.  It is to be re-organised.  Please try to attend on the new date.
