MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 7.30PM FAILAND VILLAGE HALL 14 NOVEMBER 2006.

 

PRESENT – Cllrs. Ambrose (Chairman), King (Vice Chairman), Sykes, Sage, Mrs Moon, Down, Sheppard, Delmas.

 

IN ATTENDANCE – Sally Varley (Liaison Officer), District Cllrs. Roberts  Cook & Clerk.

MINUTES – The minutes of the last meeting were read and signed.

           

87         ISSUES

 

a)       PARISH PLAN

Councillors were asked to read and add to the sheet which Cllr. Sykes passed around.

 

b)      COMMUNICATIONS

A sheet regarding this item was passed around at the last meeting.

 

c)       PROFILE

Poster had not encouraged anyone to attend.

 

d)      CROSS TREE SITE

There is a requirement to monitor works and progress.  The Parish Council had to take the lead. It was proposed that Sally Ambrose, who has a degree in Archaeology & Geography, attend @ Exeter on behalf of the Parish Council.  Agreed.

Cllr. King asked that tenders, for the work to the Cross Tree Site, be brought to the December meeting.

 

e)       WIND TURBINES (Mr Bernard Wright)

MEETING CLOSED 8.59pm

Mr Wright addressed the Council regarding his fears about Wind Turbines.

MEETING OPENED 9.13pm.

 

f)        T MOBILE

A letter had been received regarding 4 possible sites for a mobile ‘phone mast.

                  Clerk to ask someone from the Company to address the Parish Council.

 

g)      TOWER HOUSE WOOD

A letter has been received regarding a part of TH Woods which is for sale.  Cllr. Ambrose explained that it may be possible to purchase this in partnership with Tickenham PC & Nailsea TC.  Cllr. Sage was not in favour of the purchase.

Cllr. Mrs Moon felt that we should maintain an interest, Cllr. Sheppard felt that we should look into it.  D/Cllr. Roberts felt that we should remain an ‘interested party’ not necessarily to buy.

                  The PC should keep an ‘open mind’.

 

87b       PLANNING & ENVIRONMENT

 

a)       APPLICATION 06/P/2349/F – Conversion of garage into living accommodation with alterations to front elevation for Mrs Scott at 22 Elm Lodge Road, Wraxall.

      RECOMMENDATION – Approve.

 

b)      APPLICATION 06/P/2509/PDA – Erection of a sheep barn for Miss C N Colley at Hill Field, off Church Lane, Lower Failand – Prior Determination Agricultural.

Letter from NS received stating that Prior Approval is required because the proposal involves the erection of a building on an agricultural unit of less that 5 hectares contrary to Schedule 2, Part 6, Class B of the Town & Country Planning (General Permitted Development) Order 1995. Application to come.

 

c)       APPLICATION 06/P/2516/F – Erection of extension over front porch for Mr & Mrs Gerardi at Failand View, Horse Race Lane, Failand.

RECOMMENDATION – Approve.

 

d)      APPLICATION 06/P/2527/F – Erection of a single storey front & side extension for Mr A Harris 16 Jubilee Drive, Failand.

RECOMMENDATION – The extension seems acceptable but the application should be REFUSED until Highways determine the situation with the turning area.

e)       GALLOP VIEW SITE MEETING.  Cllr. Sykes reported that there were many residents at the site meeting, many with placards.  Dr. Amos mentioned environmental issues.  The Site Meeting had been called by Central Area Committee who approved the application with conditions.

 

f)        APPEAL DECISION – 3 FERNEY ROW, GREEN LANE, FAILAND

The Appeal was DISMISSED.  The Inspector changed the description from former dwelling to storage building.  Consultant suggests holiday lets.

 

g)      LETTER RE MANOR FARM APPEAL – A letter has been sent to the Inspectorate regarding the non-notification, of the site visit, to the Parish Council and the Inspector’s report not being copied to the Parish Council.  The letter stated that the decision is flawed, coming to the wrong decision on the facts and taking the easy way out.  The Parish Council formally requested that the Quality Assurance Unit of the Planning Inspectorate investigate our complaints and the Inspector’s conduct of the case.  The Clerk was requested to send copies of our letter and that of District Cllr. Roberts to Dr Liam Fox. 

 

h)       APPEAL – 33 CLEVEDON ROAD, FAILAND

The application for 7 town houses is being taken to appeal despite a later application for 5 houses having been approved.  The Parish Council had preferred a 4 house layout but were finally persuaded and agreed with the architects that a 5 house plan with a shared access was acceptable.  This followed meetings where a vital understanding was that the refused 7 house application would be withdrawn from appeal.  If the appeal goes ahead, the Parish Council requests that it should be determined at a Public Informal Hearing, preferably held in the Village Hall, to allow the village residents to express their views.  Cllrs. Ambrose & Sykes will speak re. this item at the Development Control Workshop.

 

i)         Clerk reported on decisions made by NS on Planning Applications previously considered by this Parish Council.

 

88           HIGHWAYS & TRANSPORTATION

 

a)       CUCKOO LANE/WHITEHOUSE LANE JUNCTION – Incorporating Cadbury Camp Lane Junction – Safety Improvement Plan.  It was felt that this plan would not help those turning into Cadbury Camp Lane.`  See how it goes.

 

b)      BUS STOP IMPROVEMENT WORKS

The Plans of the proposed improvement works were passed around.

 

89           PROW

 

a)       RIGHTS OF WAY IMPROVEMENT PLAN – Consultation until 29 December 2006. (Document with Cllr. Sykes)

 

EXTRA ITEMS

A diversion Order has been received regarding LA20/42.  This is to take the footpath route away from Gable Farm to improve security.  In addition the proposed route will benefit from a 3m wide surfaced track.  Once diverted the landowner has agreed to dedicate the route as a bridleway.  Support.

 

NOAH’S ARK ZOO FARM – A barrier has been installed around the land and 7’ high stiles put in at PROWs.  We understand that NS Officers have asked for an overall development plan, for the Zoo, to be put forward before any further development is allowed.

91           CORRESPONDENCE

 

WRAXALL PAROCHIAL CHARITIES – It was agreed unanimously that Mr A Tavener should continue, as a Parish Council nominated Trustee for the Parochial Charities, for a further term.

 

92           MEETINGS

 

a)       COMMUNITY ACTION AGM 19 OCTOBER 2006.  Cllr Sykesgave a short report on the meeting.

 

b)      LEISURE FACILITIES WORKING GROUP 19 OCTOBER 2006.  Cllr Ambrose gave a report on the meeting stating that they were still focusing on swimming which would be foolish if residents want something different.  The elderly are not interested and there is a pool at Redwood Lodge Country Club as well as at Backwell.  It will cost £5 - £6 million pounds for a pool.  Backwell pool needs to be brought up to standard.  There was talk of a new ‘Olympic size pool’ to be built in South Bristol with funding from the Government. If built it would attract many to the new pool and ‘old’ pools would have to be subsidised even more than the £4.50 at present. 

There are no plans to hold further meetings of the Group unless asked to do so by the Parishes or NSC.

 

c)       TASTE OF NORTH SOMERSET 23 OCTOBER 2006 This was attended by 2 Councillors.  Dr Amos gave a dissertation at his farm.  Lunch was provided by the Failand WI in FVH followed by Richard Snelling, Rural Officer for Community Action and Chair of the Taste of North Somerset food partnership, talking about the achievements of ToNS.

 

d)      STRONGER NEIGHBOURHOODS 7 NOVEMBER 2006 – This was well put together and very worthwhile.  The forward plan is to have  541 Support Officers in the area by 2008.

 

e)       FVH OPEN EVENING 10 NOVEMBER 2006.  Cllrs. Ambrose & Sykes manned a table at this open evening which went very well.

 

f)        NORTH SOMERSET COURTHOUSE OPEN DAY 18 NOVEMBER 2006

Noted – Several hoped to attend.

 

g)      NS PARTNERSHIP ANNUAL EVENT – IMPROVING OUR COMMUNITIES

23 NOVEMBER 2006. Cllr. Ambrose will attend.

 

 

h)       COMMUNITY ACTION RE PARISH PLAN – VARIOUS DATES & VENUES

First event ‘The Entire Process’  24 November 2006 – Cllr. Ambrose & Clerk will attend.

 

i)         HOUSING IN NORTH SOMERSET – MEETING THE CHALLENGE 28 NOV 2006 Cllr. Ambrose will attend.

 

j)         DEVELOPMENT CONTROL WORKSHOP – 30 NOVEMBER  W-S-M.  Cllrs. Ambrose & Sykes will attend.

Other 2/3 is funded by NS Council and NS Police District.

Figures from the Budget meeting had been circulated.  The PC meeting voted to set the Precept at £25000.  All Councillors asked to put forward their ideas for reducing the figures from the Budget meeting.
