PARISH COUNCIL MEETING HELD AT
14 MARCH 2006 AT FAILAND VILLAGE HALL

16 MINUTES – The minutes of the meeting held 14 February 2006 were amended at
foot of page 1 – Recommendation - This is a
similar application to 05/0255 which
was refused and 05/0948 which was withdrawn. The minutes were then signed.

Paul Smart & Pepe Sanjurjo addressed the Council re. the newly formed Streets & Open Spaces Group and presented 2 copies of the Service Standards. They were given a copy of
a report by this PC called ‘Check List - Roads Cllr. Ambrose thanked them for ‘the good start’.
Graham Preston then addressed the Council explaining the
danger of turning right out of the

Recommendations on Items a-d have
been given to
a) APPLICATION
– 06/P/0266/LB – Restoration and
conversion of coach house to provide family accommodation at ground floor level
and a staff flat above (new external stairs to provide access to the first
floor flat). Conversion of outbuildings
and erection of single storey rear extension to form 2 staff dwelling houses
for Mr & Mrs R Baker,
RECOMMENDATION – The recommendation is the same as for 06/P/0104/F. The additional information leads us to believe that a quality building is being planned and recommend that it be approved.
b) APPLICATIONS – 06/P/0277/LB & 06/P/0278/F – Alteration and extension to comprise a new education centre to include the dismantling of two small extensions and the construction of a new circulation space & WC’s for National Trust, Sawmill, Engine House & Battery Room at Tyntesfield.
RECOMMENDATION – Imaginative conversion/renovation retaining many original features. Approve.
c) APPLICATION – 06/P/0281/F – Erection of a single and a two storey extension to front and a single storey extension to rear for Mr & Mrs Porter, Ridge House, Horse Race Lane, Failand.
RECOMMENDATION – This is a sizeable extension across the front but, because of the size of the existing house, it is not too large in percentage terms. The rear porch is only tiny.
There are
no neighbours but the house is visible from

storey rear extension for Mr P Holder,
RECOMMENDATION – Support.

RECOMMENDATION – Approval BUT the adjacent Footpath must be maintained

APPLICATION 06/P/0423/F – Erection of a two
storey extension to converted barn to provide additional living accommodation
for Mr D Battin & Ms R Jones, Quarry Farm Barn, The Grove,
RECOMMENDATION – Approve..
g) POST DECISION AMENDMENT (FOR INFORMATION ONLY) TO 04/P/2325/F Erection of side and rear extensions, conversion of existing garage to living accommodation and erection of detached double garage for Mr & Mrs A Bannister, Birdwell Cottage, Tower House Lane, Wraxall.
AMENDMENT – Change of roof to garage from hipped design to gable design. The ridge height will remain the same. Noted.
h) APPLICATION 06/P/0357/F (FOR INFORMATION ONLY) – NAILSEA
Application – Use of premises for the sale and fitting of tyres, exhausts, brakes and other fast motorist repairs inc. MOT’s for Kwik Fit Properties Ltd, Autospeed Motorist Centre, Unit 5, The Vines Industrial Estate, High Street, Nailsea. Noted.
i) APPEAL RE 05/P/1436/F (Nursing Home on Elms) – Date offered for the Local Inquiry into Planning Appeal is Tuesday 8 August 2006. Replied that someone will be available to attend. Noted
EXTRA ITEM - PRE DECISION AMENDMENT TO 05/P/2990/LB & 05/P/3009/F
Amendment – Retention of timber partition in proposed office. Revised bat
accommodation proposals including external opening in side elevation of brew
house, removal of proposed bat dormers and creation of bat tunnel within roof
void. Additional details regarding bat survey, mitigation plan.
RECOMMENDATION – Approval.
j) The Clerk will report on decisions made by North Somerset Council on Planning Applications previously considered by this Council.

Mr Tony Tavener spoke about the Cross Tree Site advising the Cllrs. that
Planning Permission had been received by Mrs Maggs, the Architect. Her bill is
now to be settled - £436.80. This amount and the £75 paid to the Field
Archaeologist are to be claimed from NS against the remainder of the Grant
allocated to this project..
Mr Tavener and Cllr. Sapsed will now be able to apply for Grants to do the work.

18 HIGHWAYS & TRANSPORTATION
a) SLIP ROAD – WRAXALL HILL .E-mail received indicating that Mark Sellick has left NS and Adam Perrins is now the Engineer looking after this project. He will arrange for the Traffic Regulation Order to be advertised as soon as possible. It was thought that this stage had passed long ago and we were waiting for the Slip Road closure to be implemented. D/Cllr. Cook will investigate.
b) REQUEST FOR ATTENTION – REPLIES read to Cllrs.
At this point other items were mentioned. Clerk to
advise Streets & Open Spaces Dept.
PROW – EXTRA ITEM. Letter from Tony Hibbitt gave an update on various footpaths. These items will be brought to the next PROW meeting.
19 TYNTESFIELD
a) QUARTERLY REPORT BY RUTH GOFTON – PROPERTY MANAGER TYNTESFIELD AND BRISTOL. - The National Trust are hoping to build on the R’sOW access. Heritage Lottery Bid tomorrow – outcome will not be known until July. The gardens will be open as from Saturday but the house will not open until 9 April due to filming. John McVerry has left the Trust after 20 years to become a Trainer/Facilitator. Chris Head of the Project team left in the autumn. Helen is leaving Tyntesfield but staying with the Trust. Coming in is Rebecca Aubrey-Fletcher as Visitor Services & Enterprises Manager.
NT are in the process of photographing the water pump, situated in the Pump House at Watercress Farm Barn, prior to removing it to Tyntesfield. It was used to pump water to Tyntesfield but is not now in use.

Central Area 9 March 2006. Cllrs. Sykes gave a resume of the meeting.
Backwell want to keep their Baths. Nailsea want a large complex.

21 CORRESPONDENCE

b) BRISTOL’S BIGGEST BIKE RIDE – Sunday 25 June 2006
Cllr. Mrs Shaw asked Cllr. Sage if he was going to organise a fundraising event during the ‘ride’. He said it was a lot of work for not much profit as cyclists do not carry money however, he would consider it.
c) PRESS RELEASES – AVAILABLE.
One was ‘Motorists Urged to Slow Down’ – 10 sites identified including B3128 in
Wraxall & Failand.
d) REVIEW OF SUPPORTED BUS SERVICES IN NORTH SOMERSET

Extra runs will be made on Sundays & Bank Holidays during the summer to cater
for Tyntesfield visitors

e) PHONE BOOK & POST CODES
Residents of BS8 are only given a Bristol directory, the area having now been
included in Bristol. They can now obtain a WsM directory free of postage. Cllr.
Mrs Moon had written at length regarding the fact that BS8 (Failand) was in the
country unlike BS8 (Clifton) which is in the City. They need a signature from
each person affected by the change.

Cllr. Ivor Scoones – Chairman of Long Ashton PC - said that Long Ashton had
been obliged to change their post codes.

f) NORTH SOMERSET LIFE – DISTRIBUTION
Some areas are still not receiving this publication.. NS are paying a contractor to deliver these. She will contact the contractor again.

Cllr. Ivor Scoones – Chairman of Long Ashton PC – said that Churngold had
been tipping in Green Lane and had been fined at Bristol Crown Court however,
the rubbish had still not been moved. Cllr. Mrs Moon said that they were not
obliged to move the rubbish unless the Court Order stated that they had to. Pepe
said that he would do his utmost to get the rubbish moved.
