MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 14 JUNE 2005 AT THE COMMUNITY ROOM, WRAXALL

 

PRESENT:- Cllrs. Sykes (Chairman), Sapsed, Mrs Shaw, Down, Sage, Delmas & Mrs Moon.

 

IN ATTENDANCE:- Sally Varley – Liaison Officer.  D/Cllr Roberts later.

 

PUBLIC :- Ruth Gofton – National Trust, Douglas MacMillan & Tony Tavener.

DECLARATIONS OF INTEREST:- Nil.

 

Councillors interviewed Mr Chris Ambrose for the vacant position of Councillor and he was duly co-opted and joined the meeting.

 

39                 MINUTES – The minutes of the meeting held 10 May 2005 were agreed and signed.

 

40                 PLANNING & ENVIRONMENT

 

a)       APPLICATION – 05/P/0948/F – Restoration and conversion of garages/stores and kennels including the erection of 2 no. two storey extensions and new chimney stacks to provide 2 houses as staff accommodation for Mr & Mrs R Baker at Wraxall Court, Wraxall Hill, Wraxall (Clerk reported)

 

This application relates to restoration and conservation of buildings standing well within a large plot of land and not adversely affecting any neighbours.  Councillors, for this reason, did not contact any neighbours.

It is felt that the restoration will greatly improve the appearance of the existing building but the construction of a new 4 bed dwelling in the Green Belt is considered excessive development on this Listed Building site.

 

RECOMMENDATION – No objection to the restoration but North Somerset must consider the scale of the development in the Green Belt.

 

b)       APPLICATION – 05/P/1080/F – Demolition of workshop and erection of single storey extension to form 2 additional classrooms with cloakroom and WC’s at The Downs School, Charlton Drive, Wraxall (Clerk reported)

 

RECOMMENDATION – Approve.

 

c)       APPLICATION – 05/P/1210/F – Erection of a two storey side extension and a single storey rear extension for Mr & Mrs J Mitten at 1 Wraxall Piece, Green Lane, Failand.

 

This application is no better than previous applications which have been refused.  It unbalances the row of three.  The two reasons given when the previous application was refused were included in the letter to Planning Dept.

 

RECOMMENDATION:- REFUSAL.

 

d)       PRE DECISION AMENDMENTS TO 05/P/0321/F – Erection of two storey building to provide 3 no. retail units on ground floor and 4 no. self-contained flats on first floor.  Formation of retail customer parking and separate residential parking – Land at Lodge Lane, Wraxall.

 

FIRST AMENDMENT –

Deletion of the proposed hot food unit, resulting in three retail units at ground floor;

Amendments to the design, layout, height and materials of the building;

Proposed levels; and

Hard and soft landscaping.

 

SECOND AMENDMENT –

Changes to section details.

 

RECOMMENDATION – Cllr. Sheppard’s report was sent to NS.  REFUSAL of both the Nursing Home & the Retail Development.  We would welcome a Nursing Home on the whole site without retail units.  We would host a Public Meeting if necessary.

 

e)       GRAHAM TURNER’S REPLY TO OUR LETTER OF 15 APRIL 2005 RE ELMS

This had been sent to all Councillors prior to the meeting.

f)         APPLICATION 05/P/1057/F – Retrospective application for the retention of railings and a gate erected on the entrance to Cadbury Camp Lane, Clapton in Gordano for Mr J Miles on Land at eastern end of Cadbury Camp Lane. (Clerk reported)

Although this application is technically in Clapton it is on our border.

We did have a similar application in 2003 and the reply to that commented on the width of the bridleway.  Copy of that letter was sent again and comments on the current application were also sent – Metal gates to replace wood (not rural), gates left permanently open and no cattle grid.

 

g)       APPLICATION 05/P/1226/F – Take down existing conservatory and build new rear conservatory and utility room for Mr D Daw, White Barn, Longwood House, Beggar Bush Lane, Failand.  INFORMATION ONLY.  No problem.

 

h)       PARISH CHARTER  - Chairman’s report, after reading the documents, had been sent to all Cllrs.  Cllr. Down had read the documents 3 times and agreed with the Chairman that the Charter was difficult to read, in NS language! & banal.   Others to read.

i)         DOG BINS FOR FAILAND.  Cllr. Mrs Shaw is contacting dog owners in an effort to ascertain what is needed in Failand.

 

j)         Clerk reported on North Somerset Council’s decisions on Planning Applications previously considered by this Parish Council.

 

41                 HIGHWAYS & TRANSPORTATION

 

a)       TEMPORARY PROHIBITION OF USE BY VEHICLES 0RDER

Birdwell Road, Long Ashton. 13 June for 4 weeks.

 

b)       VEHICLE ACTIVATED SIGNS – Newsletter..

We had indicated 4 places where we would like these signs installed.  The newsletter indicates that 10 sites have been identified as suffering from a high proportion of accidents.  One of the 4 sites which we indicated was identified but they are only dealing with 5 areas in the first instance and ours is NOT one of them.

   

c)       REQUEST FOR ATTENTION FORMS –Replies.

Cllr. King will get together with Cllrs. Sykes, Sage, Sheppard, Delmas & Mrs Moon to discuss the above and reply to the letter regarding the ROW Improvement Plan.

 

b)   PROPOSED DIVERSION OF F/P LA20/38 – Rectory Cottage, Wraxall.

A decision as to whether or not to recommend the proposed diversion was postponed.

 

 

 

 

 

 

 

 

43                 TYNTESFIELD

 

a)       QUARTERLY REPORT BY RUTH GOFTON, PROPERTY MANAGER.

 

Ruth outlined the Heritage Lottery Fund Bid, Part 2 and said that Planning Applications would be submitted shortly.

 

The Visitor facilities and the temporary car park have been started.

 

As part of the Restructuring of National Trust Property Portfolios Ruth, who is at Tyntesfield on secondment, will have to return to her previous post.  Tyntesfield is to be merged with other properties in NS & Bristol with a permanent Property Manager, a position for which Ruth is not able to apply.  As members agreed that she has done a brilliant job whilst here and is a great ambassador for the Trust, it was decided that a letter should be sent to the Director General asking that she stay at Tyntesfield.

 

44                 MEETINGS

 

a)       ALCA NORTH SOMERSET PLANNING WORKSHOP 19.5.05.

Cllr. Sykes’ report had been enclosed with the Agenda.  It was regrettable that Permitted Development, which was to have been on the Agenda, was not included and there was no time to discuss it.

 

b)       HIGHWAYS RE OUTSTANDING ITEMS – 31.5.05

Cllr. Sykes’ report had been enclosed with the Agenda.

 

c)       EMPLOYMENT SEMINAR – SATURDAY 16.7.05 JUBILEE PAVILION, LONG ASHTON.. Clerk will attend.

 

45                 CORRESPONDENCE

 

a)       TRAFALGAR WEEKEND. A notice had been sent to all Cllr. regarding events which they may which to arrange.  It was felt that a copy of the notice should be sent to various organisations within the 2 villages – FVH, Churches WVA etc.

The brochure is with Cllr. King and a reply has to be sent ASAP to enable them to register any events and to give a time for lighting our beacon.

EXTRA ITEMS OF NOTE

 

Cllr. Sapsed gave an update re. Cross Tree Site.

 

On Line Planning – Cllr. Sykes informed Cllrs. that all Planning Applications are now available for viewing ‘on line’ and comments regarding them can also be made that way.

 

Bristol International Airport – Master Plan Progress meeting 27 June New Council Chamber, WSM.  Cllr. Sage will attend.

 

Police station opening times – Nailsea, Portishead & Clevedon available.

 

It has been decided not to enter the’ Village of the Year’, mainly due to DEFRA being involved and needing answers, to a questionnaire, which do not have relevance to villages.

 

Invitation has been received to a National Trust Patron & Benefactor Classical Concert on 8 July 2005 at Tyntesfield.  Tickets are £80 each.

 

A reminder was given that Cllrs. must keep their Register of Interests up to date by informing the Clerk of any changes.

 

Grass – The Company whose tender was accepted for the Grass Maintenance Contract are not complying with the schedule in respect of the number of cuts and the quality of work. A letter to be sent stating that we are not satisfied with the work and asking for their comments by return.

 

The Mother & Toddler Group, who wish to move their activities from The Community Room, Wraxall to FVH, had sent in a letter in response to ours.  The sender had obviously not been updated by the sender of a previous letter.  The Clerk called her and explained that at present they used the Community Room (usually £10 per session) free in lieu of the grant as previously paid.  If they moved to FVH we were prepared to reinstate the grant plus inflation, say £150, but the cost of FVH would be down to them.  We needed proof that the group was viable before we gave the grant.  She will advertise for more children and return to us when they have a viable number to warrant paying for the Hall.

 

Holidays – Clerk asked Cllrs. to advise her of their holidays so that Planning Applications are not put through doors when the Cllr. is away.

 

ALCA nominations – Cllr. Delmas gave his approval to being nominated as an Executive Member.

 

Road Closure – Failand Lane 19.6.05 re Bike Ride.

 

Cllr. Sykes said that he had read that Whitehouse Lane to Naish Hill was to be closed for re-surfacing.

 

Central Area Committee – The Planning Application re. Elms Retail Site will be discussed at the CAC on 16 June.   The P/A re. the Nursing Home has been withdrawn.

 

June 20 – 26 is Real Nappy Week!!
