MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD AT 7.30PM

14 FEBRUARY 2006 AT THE COMMUNITY ROOM, THE GROVE, WRAXALL.

 

PRESENT – Cllrs. Sykes (Chairman), King (Vice Chairman), Mrs Shaw, Sheppard, Sapsed, Delmas, Ambrose & Mrs Moon.

 

IN ATTENDANCE – District Cllr. Roberts, Liaison Officer Sally Varley & Clerk.

10                 PLANNING & ENVIRONMENT

 

g)       APPLICATION – 06/P/0190/F – Convert and extend a storage building into a single storey cottage for Mr & Mrs Wait, 3 Ferney Row, Green Lane, Failand .

 

Meeting closed to allow Dr. Amos to address the Council.  Dr. Amos handed in a copy of his address.   Meeting re-opened.

 

Support subject to the condition that the proposed cottage remains an annex to No.3 Ferney Row.

Planning Officer asked if he could get the Council to state, and mark on the plans, if a Right of Way is proximate to a planning application site as in this case.

 

11         HIGHWAYS & TRANSPORTATION

 

e)       LODGE LANE – Meeting closed to allow Mr S O Young to address the Council.

Meeting re-opened.

                   It was agreed to ask Highway’s for a survey of vehicles using Lodge Lane, as

                    requested by Mr Young.

 

10            PLANNING & ENVIRONMENT

 

A, b & c had already been advised to NS, after consideration by a quorum, to meet their deadlines.

a)       APPLICATION – 06/P/0097/LB – Renewal of plain tiles to roofs with new and salvaged tiles for The National Trust at Tyntesfield Estate.

 

RECOMMENDATION – No problem.

 

b)       APPLICATION – 06/P/0104/F – Restoration and conversions of coach house to provide part family accommodation at ground floor level and a staff flat above (new external stairs to provide access to the first floor flat).  Conversion of outbuildings and erection of single storey rear extension to form 2 staff dwelling houses for Mr & Mrs R Baker, Wraxall Court, Wraxall.

 

RECOMMENDATION – This is a similar application to 05/0255 & 05/0948, which were withdrawn.  The Parish Council have no objections except for the ‘building’ part of the application as The Court is a Listed Building and in the Green Belt.  However this may be offset by reduction in road traffic turning into The Court if staff live on site.  The only neighbour supports the restoration work.

No objection so long as consideration is given in respect of Listed Building.

 

c)       APPLICATION – 06/P/0088/TPO – Oak x 1 – 30% crown reduction for A Brock on behalf of Mr Thorne, 15 Bowden Way, Failand. 

 

RECOMMENDATION – If the 305(as on the weekly sheet) means 30% then this appears reasonable.

 

d)       APPLICATION – 06/P/0140/LB – Replacement windows and doors, erection of infill to yard to create hall and new opening to property, creation of double doors to lounge, landscaping and creation of small wall to south west boundary for Mrs P Patel & Mr Kumar San at Battle Axe Cottage, Bristol Road, Wraxall.

 

RECOMMENDATION – It is recommended that the wall be reduced in height (to no more than 1.8m – the application states SMALL wall but 2.3m is not small) and it was felt that a wall constructed of concrete blocks is not in keeping with a Listed Building – it should be in the same material as the existing walls – Pennant Stone.  Also the soil and rainwater pipes terminate in the proposed enclosed area.  If these concerns can be resolved we would approve the application.

 

e)       APPLICATION – 06/P/0143/LB – Dismantle courses of masonry and steps, consolidate subsided areas, rebuild with approved lime mortar incorporating a tree root bund and commemorative plaque.  Replace tarmacadam and grass surround with second-hand or new, random coursed, Pennant paving for Parish Council – Remains of Wraxall Village Cross, (ST.49099 7187) Wraxall Hill, Wraxall.

 

This, being a Wraxall & Failand Parish Council application, was put on the Agenda to give the public an opportunity to comment should they so wish.  No public attended to speak on this item.

 

f)         APPLICATION – 06/P/0144/F – Construction of hard-standing adjacent to existing garage for Mr Richardson 41 Vowles Close, Wraxall.

 

RECOMMENDATION – This application is retrospective – the applicant having not applied for Planning Permission prior to carrying out the work.  We are told that the work was carried out to alleviate some of the parking problems in the cul-de-sac.

We understand that a covenant exists as follows:-

                  Clause 7.2 ‘…not obtrusive to the views of neighbours.’

                  Clause 9    ‘…not to create or construct…additional driveway.’

On these grounds Cllrs. felt that the application should be refused, however, we would rather a solution was provided that accommodated all parties.  As parking is an enduring problem in the cul-de-sac, we would suggest that North Somerset facilitate a meeting to include Planning, Highways and Landscaping Officers of the Council possibly with Wraxall & Failand Parish Council acting as mediators.  However, as this part of the Elms is not yet adopted by NS it may be that the meeting should be between the builder’s solicitors and the residents.

As it stands the application should be REFUSED because there is an alteration to the planned/accepted estate design.  The hard standing is under the large Oak on the boundary thereby restricting water to the tree.

                       

h.       APPLICATION 06/P/0193/F – Erection of a two storey rear extension for Mr K Colgan Dairy Cottage, Horse Race Lane, Lower Failand.

 

RECOMMENDATION – The proposal goes across drainage not shown on plans.

The Councillors recommend Support but, to be fair to Mr Hogg, Little Lodge, Horse Race Lane, the only neighbour affected by the plan, we encourage North Somerset to make a site visit to address his concerns.

We understand that Mr Hogg has forwarded a letter of objection to yourself.

i.         APPLICATION – 06/P/0217/O – Outline application for erection of 2 detached single storey dwellings with details of siting, design and means of access off Manor Way for Perspective Developments Ltd. on Land to rear of 13 Clevedon Road, Failand

 

RECOMMENDATION – REJECT – Over development.  The Councillors felt that

this should not be greater than 75% of the present proposal.

They recognise the weakness of an Outline application and would prefer a Full

PA.

The infrastructure is insufficient to support the increase.  The drains, which serve 14 properties, are to be re-routed and will incorporate a right hand bend.

Three copy letters of objection and one ‘first thoughts’ comments have been

 received.

 

j.         APPEAL re 05/P/2175/F – Erection of two detached dwellings with garages and access off Manor Way for Perspective Developments Ltd on Land to rear of 13 Clevedon Road, Failand. – Written representations –  Three copy letters written to The Inspectorate are on file together with our own letter.

 

Cllr. Sykes returned to the meeting and resumed the Chair.

 

k.       CENTRAL AREA COMMITTEE 2.2.2006. The decisions on various P/A’s were read to Cllrs.

 

l.         Clerk reported on decisions made by North Somerset Council on planning applications previously considered by this Council.

 

11     HIGHWAYS & TRANSPORTATION

 

a)       RESURFACING OF WEST HILL – This was carried out and new signs have been erected, warning motorists to reduce speed, together with double white lines painted in the centre of the road.

 

b)       ALTERATIONS TO JUNC. B3128 WITH WHITEHOUSE LANE – A large section of the grass verge has been removed on the West side of this junction and an island has been constructed between the carriageways.  Resurfacing will take place at the same time as the Top of Wraxall Hill (11c).  

 

c)       TOP OF WRAXALL HILL – The island has been re-curbed and a new curb has been installed opposite the top of Wraxall Hill where motorists have been wearing away the verge to get past vehicles waiting to turn down the hill. Resurfacing will take place at the same time as Whitehouse Lane (11b).

 

d)       REQUEST FOR ATTENTION – Replies relayed to Cllrs.

a)       REPORT OF MEETING HELD 16 JANUARY 2006.  Minutes of the meeting to be sent to all Councillors together with a copy of Dr. Amos’ submission.

a)       RE. 33 CLEVEDON ROAD FAILAND  23.1.2006 Cllr. Sykes and D/Cllr. Roberts had a meeting with the Architect and Planner.

 

 

 

b)       DIRECTORATE BUSINESS PLAN 2005-8  Briefing Session 24.1.2006

Cllr. Ambrose gave a full report of the well attended meeting.

 

c)       APPEAL INQUIRY RE 05/P/0321/F – ELMS RETAIL

Cllr. Ambrose gave a full report of the appeal hearing and handed a copy of his submission to the Clerk.

 

d)       ALCA NORTH SOMERSET GROUP – 15 February 2006 7.30 Wrington.  Cllr. King will attend.

14     CORRESPONDENCE

 

a)       NUMEROUS PRESS RELEASES – Available.

Comment was made about the number of these appearing on the e-mail and also that they are taking up about a third of a page with e-mail addresses of those persons being circulated with the press releases.

 

b)       SUPPORT FOR BITTON PC – The concerns of Bitton PC were discussed and  Cllrs. voted unanimously that ‘Important decisions should not be taken by non-elected members’. Clerk to write to Bitton PC, NS & D/Cllr. Roberts.

                  

15     FINANCE

 

a)       BUDGET CONSULTATION – Cllr. Sykes put forward 4 suggestions to be submitted re the Budget Consultation. Cllrs. voted in favour of putting these comments forward.

 

b)       REIMBURSEMENT FOR ON LINE FILING OF PAYE & NIC

Not mentioned at the meeting but £250 received as an incentive to ‘file PAYE & NIC on-line’

It is not compulsory for small councils to file on-line until 2011.
