MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD WRAXALL CEVA SCHOOL 7.30PM 14 APRIL 2009

 

PRESENT:- Cllrs. Ambrose (Chairman), Mrs Shaw, Delmas, Smith, Sage, Mrs Moon, Sheppard, Thompson, Law and from 7.43 Cllr. Pitt.

 

IN ATTENDANCE:- Clerk.

 

APOLOGIES:- Cllr. King, D/Cllrs. Cook & Roberts, Liaison Officer Sally Varley & Property Manager NT Ruth Gofton.

The meeting was addressed by Chairman of NS Agricultural Society, ‘Freddie’ Ford’ who gave a run down of events taking place at the Ag. Showground in the coming year.

 

173              MINUTES – The Minutes of the meeting held 10 March 2009 were agreed and 

                    signed.

 

174              CRIME FIGURES – No crime figures available ~ PC Clarke did not attend.

 

175              TYNTESFIELD – No report as Ruth Gofton was indisposed

 

176              ISSUES

 

a)       QUARRY on B3130 Wraxall. Current Situation is that Wraxall Wildlife Volunteers

have put up railings to stop further ‘dumping’ claiming ‘adverse possession’.

                  Mr ‘Jim’ Clark addressed the Councillors and a discussion ensued.         MEETING OPENED  8.35PM

After the discussion it was agreed that the PC should write to NSC asking if  permission had been given for further ‘dumping’.

Clerk waiting for a reply to her letter to the CEO asking that Section 215 of Town

& Country Planning Act 1990 be evoked. This relates to ‘maintenance of land’ and requires the Local Authority to have unsightly land maintained by the owner.  This would involve the LA first finding the owner.

                 

b)       NATIONAL TRUST WALLS ~ Poor Condition.

The Trust had previously said that they monitored the state of the walls.  As Cllr. Smith maintains that they are now in a poor state of repair and are dangerous, it was felt that a letter should be sent pointing out the Trust’s liability in the event of an accident.

 

c)       NATIONAL TRUST POLICY ON AFFORDABLE HOUSING IN COUNTRYSIDE

Proposal that PC should ask NT National Office to give their policy on this matter.

Agreed.                                                

 

d)       PARISH PLAN UPDATE (DOUG MACMILLAN ~ CHAIRMAN, Steering Group)

Doug had produced a much reduced version of the Parish Plan which he said he would e-mail to Clerk for onward transmission to the Cllrs.

Doug will give a presentation on the Plan to the APM 21 April 2009.

 

 

 

 

 

 

177              PLANNING & ENVIRONMENT

 

a)       PLANNING APPLICATION 09/P/0446/F – Construction of sunken garden retreat with pyramid rooflight feature, wheelchair friendly access path and hard and soft landscaping for Childrens Hospice South West at Charlton Farm, Charlton Drive, Wraxall

RECOMMENDATION - Councillors supported this application BUT expressed concerns re. retaining wall at the back of the 'hobbit' room and the lorries using the road.

 

b)       Clerk reported on decisions made by NS Council on items previously considered by this Council.

 

178              HIGHWAYS & TRANSPORTATION

 

a)       ROAD CLOSURES – Not in our Parishes but details were given to Cllrs. for info.

 

179              PROW

 

a)       REPORT ON MEETING RE NOAHS ARK ZOO FARM PROPOSED FOOT PATH CHANGES

The proposals are to extinguish LA20/30, LA20/31 & LA20/32 and re-route from gateway on Clevedon Road towards the east, then going north almost on the line of LA20/30 but continuing north when LA20/30 turns west.  This proposed footpath then skirts to the west of Bullock’s Bottom continuing until it meets LA20/56.  A further footpath is proposed inside the fence starting where LA15/20 crosses Caswell Hill, continuing south to opposite LA20/29 on Whitehouse Lane.

 

b)       UPDATE ON PROWS LA20/19,LA20/21 & LA20/22a.

Still waiting for a reply re. LA20/21 & LA20/22a.

LA20/19 shows on our maps as on Stoney Steep in Wraxall, however PROW section say this is LA20/19a and that LA20/19 is down Failand Lane in Lower Failand. Having established that our query is in Wraxall Adrian Woolacott will check when next in the area.

 

c)       FOOTPATH FROM GROVE TO SCHOOL .  This had been researched some time ago by our F/Path committee, however the main plan has been mislaid.

Landowners are being traced.

 

d)      FOOTPATH FROM ELMS TO SCHOOL

This was also researched some time ago but not taken further.  An approach has been made to a school governor re. getting this in place.

 

180              MEETINGS

 

a)       SEVERN BARRAGE PROPOSALS INFORMATION EVENT 31 MARCH 2009.

This event considered how a barrage would affect Parishes ~ construction traffic etc. Three possibilities – have to wait to see what is chosen, say Rock by Boat.

Thoughts are going away from a large barrage, more towards tidal gates/weirs.

It won’t affect W&F but Cllr. Thompson will keep in view.

 

b)       MEETING IN LA RE GREEN BELTS ~ Called by HOLA (Hands off Long Ashton)

Went over proposal at Ashton Vale for 10,500 houses.

Dundry spoke about this – it will affect them. Dundry are holding meetings each Thursday.  If the RSS is evoked the GOSW will be able to do what they want in Green Belts.  Ashton Vale is mostly Green Belt.

Cllr. Ambrose said that 10,500 was the minimum figure – it could be up to 13,500.

Cllr. Mrs Shaw said that Mr Reep of NSC had said at our public meeting that NO new roads were planned.

 

c)       PUBLIC MEETING IN FVH RE Weston Rd. GREEN BELT.  

Well supported.  Cllr. Sheppard felt that an Action Group should have been formed at the meeting.  Liaise with John Chapman as he handed out slips asking people to fill in and return giving skills they have which could help in this.

 

d)       BIA RE PROPOSED PLANNING APPLICATION 6 APRIL 2009 

BIA want to increase night traffic.  More flights, quieter aircraft.

NSC’s infrastructure should be better.  More traffic lights will not make any improvement

If Heathrow does not get a third runway BIA will expand.

 

e)       NORTH SOMERSET CORE STRATEGY 24 APRIL WINTERGARDENS WSM
