MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 7.30PM 13 OCTOBER 2009 WRAXALL CEVA SCHOOL

 

PRESENT – Cllrs. Ambrose, King, Mrs Shaw, Law, Sheppard & Pitt from 8.15pm.

 

IN ATTENDANCE – PC Adam Clarke & Clerk.

244              MINUTES – The Minutes of both the PC meeting held 8 September 2009 & E PC meeting held 2 October 2009 were agreed and signed.

 

245              CRIME FIGURES – PC Clarke reported three crimes since the last meeting.

      Theft of off road motor bike from West Hill, Wraxall.

      Theft from Motor Vehicle at Castacrete

      Theft of fuel from Budgens – CCTV recorded the number plate

       Which proved to be stolen.

            There was a query from a Cllr. regarding all the vehicles in Battle Axes car park.

MEETING CLOSED 7.41pm TO ALLOW CAROL DEAKIN TO ADDRESS THE COUNCIL

            Carol Deakin explained that she is setting up a Web Site for the Mercury.

            This will carry news items from Nailsea, Wraxall & Failand and Backwell.

            The Web can be updated by anyone if they wish.

Hugh Pratt then addressed the meeting whilst it was closed.

He introduced himself, saying that he had been involved with the Parish Plan for 2 years.  He is now the Chairman of the PROW Implementation Committee which he described as a ‘good group’..

He has personally made a permissive foot-path having had informal discussions with Mike Boobyer of NSC.  He outlined the diversion he wishes to make to LA20/42 and handed out maps.

He stated that this was going to Public Consultation but as yet we have not had 

site of the Diversion Order.  Cllrs. asked for a site visit.  (To be arranged)

246       ISSUES

 

a)       REPORT ON EXTRAORDINARY Parish Council Meeting re 09/P/1486/O –

Land to the East of Weston Road, Failand. (Long Ashton Application although it will impact more on Failand)

The Minutes of this meeting have been agreed, as above, and are available to view.  The recommendation has been sent to NSC and Long Ashton PC in whose parish the application is situated.

 

b)       REPORT ON Long Ashton PC Planning Meeting.

This meeting discussed both Ashton Vale & 09/P/1486/O and recommended Rejection of both..

 

c)       REPORTS FROM IMPLEMENTATION COMMITTEES

d)       PROW – As above.  Mr Pratt had said that he only reports quarterly.

e)       WRAXALL VILLAGE – No report received.

f)         WESTON ROAD covered above at a) & b).

g)       ROAD SAFETY

Chairman, David Robinson had sent a message saying that the next meeting would be 23 or 30 October and would be focusing on recent accidents ~ B3130 at Battle Axes. Cllr. Ambrose said that David Robinson is ‘working in the background’.

He also mentioned that Nailsea TC wished to join us in respect of Road Safety.

 

h)       COMMUNITY EMERGENCY PLANS

Cllr. Law had been to the Crisis Centre of Fire Service in Clevedon Road, Nailsea to discuss emergency plans.  Also to Scotch Horn Centre which is designated as an Emergency Shelter. This is a very large building.  Cllr. Law enquired re. beds and blankets.  They will enquire of NSC regarding these items.

We need to have emergency telephone numbers of Key Holders.

Cllr. Law commented that if Nailsea Town Council offices were out of action they would go to Scotch Horn Centre which is equipped with a server.

He mentioned that if Wraxall village were ‘cut off’ the Church’s – Cross Tree Centre would be suitable as a shelter.  He was advised to check with the Rector if this building was suitable. He mentioned ‘vulnerable persons’ and it was thought that Cllrs. could ascertain who fell into this category using the previously issued allocation of roads which were ostensibly for reporting road problems. Clerk to re-issue the list.  It was felt that this could be used as a blue print.  Self certification signs were mentioned – red one side and green the other – to be used if help was needed.  This was thought a good idea.

Cllr. Mrs Shaw said that Failand Village Hall was an Emergency Shelter.  The trustees have installed a brand new kitchen.  They have tables and chairs but no beds or blankets.

Cllr. King mentioned that we should be ready for emergencies particularly as the villages are in the flight path.

 

i)         BATTLE AXES UPDATE – Rumour is that ERHA feels that, for various reasons, it is not the right site for them. Louise Davidson is back at work and is looking into the possibilities.

Cllr. King asked that Enforcement be notified of the Airport Parking and the Car Wash which are both without planning permission.

 

247              PLANNING & ENVIRONMENT

a-f have already been notified to NSC to meet their time restraints.

 

a)       APPLICATION 09/P/1400/F & 09/P/1401/LB - Reposition new doorway to south elevation of Cross Tree Centre, revision to 07/P/2318/LB for erection of single storey extension to west elevation and extension to east following demolition of existing lean-to for PCC All Saints Church, Wraxall.

 

RECOMMENDATION - SUPPORT.

 

b)       APPLICATION 09/P/1454/F - Erection of a single storey rear extension for Mr G Nash, 27 Clevedon Road, Failand.

 

RECOMMENDATION - Approve.

 

c)       APPLICATION 09/P/1457/LB ~ Provide and install/fix a lightning protection system as required by BS6651 to the Mansion and Chapel for The National Trust at Tyntesfield.

 

RECOMMENDATION - Approve.

 

d)       APPLICATION09/P/1460/ADV - Retrospective display of 3 no. free standing advertisements for Castacrete, Clevedon Road, Failand.

 

RECOMMENDATION - No Objection.

 

e)       APPLICATION 09/P/1462/F & 09/P/1464/LB - Change of use from Tyntesfield Estate Farm to visitor facility in association with Tyntesfield House tourist centre to include restaurant, shop, toilets with conversion and repairs to create main visitor entrance including installation of reception area, glazed lobby, stairs, also widen driveway and gates with one-way system and construction of a visitor car park in field to west (370 spaces and additional overflow parking) and associated hard and soft landscaping for National Trust at Home Farm, Tyntesfield.

 

RECOMMENDATION - No objections.

 

f)         APPLICATION 09/P/1485/F - Erection of a side conservatory for Mr M Hayman, Allendale, Tower House Lane, Wraxall.

 

RECOMMENDATION –Approve.

 

g)       APPLICATION 09/P/1537/F – Insertion of door to east elevation and alterations to windows (Amendments to Planning Approval 08/P/0342/F) for Mr D Jones,

19 Weston Road, Failand

RECOMMENDATION -  We must point out that this is retrospective, nevertheless the recommendation is Support.

 

h)       APPLICATION 09/P/1546/F – Erection of a two storey side extension for Mr J Smith, Rose Cottage, Bristol Road, Wraxall.

RECOMMENDATION – Support.

 

i)         APPLICATION 09/P/1595/F – Installation of an LPG Calor gas storage tank on a concrete base enclosed by fence to north-east of Stable Block for National Trust at Stable Block, Tyntesfield.

RECOMMENDATION – Councillors again visited the site and can see no justification for changing their earlier recommendation that the LPG Tank should be located on the opposite side of the narrow road.  This would place the Tank in existing woodland and allow a clear view of the Stable Block's north elevation as at present. It is also noted that a 'formal avenue of mature trees' does NOT extend from Belmont House to behind the Stable Block as mentioned in 'aspirations' para 1.4.13 of the Planning Design and Access Statement.

l)         Clerk reported on decisions made by NS Council on Planning Applications previously considered by this Parish Council.

 

248              HIGHWAYS & TRANSPORTATION

a)       Temporary Prohibition of use by Vehicles order

Wraxall Hill, Wraxall 27 October 2009 for one day.

Station Road, Backwell 26 October for one week.

 

b)       E-mail from the Engineer at NSC stating that an order has been passed to their contractor for various patches on the B3128.

250              MEETINGS

a)       PCAA – 22 September 2009

This was attended by Cllr. Sage had said that it was an excellent meeting.

PCAA have submitted an 85 page report against BIA to NSC.

 

b)       FORUM with NTC & Backwell 6 October 4pm.

Tickenham have decided not to continue being part of the forum. This meeting was chaired by Nailsea.  Cllr. Ambrose, attended for W&F said that he was amazed that Nailsea knew little about the RSS, Core Strategy, 10,000 Houses or the BIA application

Nailsea Town Centre has been sold.  The new owners are working to improve it.

Nailsea Glass Works site – English Heritage don’t think that much can be done.  Mention was made of a swimming pool.  Cllr. Ambrose spoke on this explaining how expensive it would be and stating that there are many pools around the area.

Cllr. Ambrose asked what was our view of Leisure.  Cllr. King will look into it.

 

c)       NATIONAL GRID – 19 October 2009 Trinity Church Hall, Nailsea 7.30 – 9pm.

National Grid are wanting to put in a 400,000 Volt power line.  They are suggesting two possible overland routes.  The cost will be £600m to be recouped through customer power bills.  CPRE meeting felt that it should be put on the bed of the river. National Grid are worried that it may be ‘dug up’ by ships’ anchors.

Hugh Pratt, who was still at the meeting, said that he will advise the PC if required.

 

d)       CHANGES TO WASTE COLLECTION SERVICES  Briefing = Town Hall WSM

20 October 2009 7.30pm. No one was able to attend.

 

e)       HOUSING OPTIONS CONFERENCE 22 Oct 11am – 7pm Winter Gardens WSM

For people & carers with Learning Disabilities. Noted.

 

f)         Go4Life 3-8pm  Cadbury Health Club, Congresbury 9 November 2009.  Noted.

 

g)       NORTH SOMERSET PARTNERSHIP Annual Event 23 November 10-1pm Winter Gardens, WSM.  Noted.

 

h)       NORTH SOMERSET LOCAL STANDARDS CONFERENCE – IMPROVING STANDARDS – 27 November morning OR 4 December morning. (Up to 3)

Jon Thompson booked. Cllr. Ambrose said he wished to attend and Cllr. King will if available.  Closing date was 7 October but, as there were so many Cllrs. away from this meeting, Clerk to ask if 3 places could be booked at each event. 

251              CORRESPONDENCE

a)       VETCOGRAY – Visit.  Decided to ask for a visit at 2.30pm on 10 November.

 

b)       INVASIVE WEED SPECIES – Reply received to our message setting out the locations of Invasive Weeds on NSC land.  Reply states that a copy of our letter has been sent to Paul Smart our Senior Area Officer.

 

c)       SUMMARY GOOD PRACTICE GUIDE FOR HEDGEROW MANAGEMENT –

Copies to be sent to Cllrs. King & Law.

            EXTRAS

 1)  ASHTON VALE – proposal for 10,000 houses – resulting vehicles would have to   

      cross the river over the Plimsoll Bridge. The Airport has been sold to a Canadian

      organisation for £350m. It is thought that the value will increase by £60m p.a.

      We have never formally replied re. Ashton Vale.  Cllr. Ambrose will draft a reply  

      after Thursday’s meeting with Leader & Deputy Leader of NSC.

 

2)       MORE POWER TO PARISH & TOWN COUNCILS – Cllr. Ambrose does not feel

      comfortable with more powers in the way of buses etc. Cllr. King agreed.

      What we need is more recognition.  Cllrs. asked to think what powers they would

      like and bring to next meeting.

In view of the forthcoming Budget meeting, and the fact that the Working Group have asked the PC for a funds towards their costs, it was felt that a letter should be sent to them explaining that we are not, as a Parish Council, allowed to take a loan to give a grant.  If we were to decide to give a grant to them it would have to be added to the Budget and would therefore be in the calculations for Electors’ Community Charge.  We would need to know why they wanted it, a detailed business plan, proper quotes and exactly how much they wanted, keeping in mind that if the proposal were to be refused by NSC the applicant would probably go to Appeal.

Both villages would have to be leafleted and we would require 2/3rds of the electors to be in favour of the grant and subsequent increase in Community Charge.

Clerk to also ascertain the latest time for the Precept request to be sent to NSC,
