MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD

7.30PM 13 MARCH 2007 IN FAILAND VILLAGE HALL

 

PRESENT – Cllrs. Ambrose (Chairman), King (Vice Chairman), Sage, Mrs Shaw, Sykes, Delmas, Sheppard & Mrs Moon.

 

IN ATTENDANCE – D/Cllrs. Roberts & Cook (from 7.58pm), Paul Smart Highways Dept.

21                 MINUTES The Minutes of the meeting held 13 February 2007.were agreed and signed

 

PAUL SMART Senior Area Officer, Central Area was then asked questions.

1.       Was the photo opportunity at the lay by, bottom of THL to go ahead? YES.

2.       Can there be a final clearing & more frequent collections from the litter bin. YES.

3.       Lorries are still driving on the grass. Can anything be done to stop this like placing rocks there. NO, THIS IS NOT ALLOWED FOR SAFETY REASONS

4.       Cllr. King reported that the signs at Cuckoo Lane/Cadbury Camp Lane had been demolished. Residents are also concerned re. speeding to Portishead. SIGNS WILL BE REPLACED AND DAMAGE CLEARED.

5.       Cllr. Ambrose reported that refrigeration units/lorries were being parked in the lay by at the bottom of THL and the drivers sleeping there.  The noise of the units, which have to be left on, was disturbing nearby residents. WRITE TO ENVIRONMENTAL SECTION.

6.       Despite being reported twice, the road sign at the B3128/Horse Race Lane junction has still not been replaced. PAUL WILL LOOK INTO THAT.

SURGERIES are held by Paul, in Nailsea TC offices on Tuesday mornings.  He will let us know when.

 

22                 ISSUES

 

a)       LAND IN TOWER HOUSE WOODS – Nothing heard from owner re  acreage.

 

b)       AFFORDABLE HOUSING – Surveys were sent out last week

Cllr. Mrs Moon asked that it be recorded that she was not comfortable with the survey going out in the name of the Parish Council. She felt that it was not the way to go about it.

  

c)        PARISH PLAN – A letter explaining that we were about to undertake work towards a Parish Plan was included with the survey at 22b.  So far 8 residents have said that they would be interested in joining the steering committee.  Cllr. Sapsed also said he would be interested and Cllr. Sage said he would take some professional photographs around the parish..

 

d)       ROLL OF HONOUR – No further action.

 

e)        ELECTION – NOMINATIONS – Sets of forms which had been received from NSC, and which included a  nomination form, were passed around for Cllrs. to take if they were standing at the forthcoming election. There is an explanatory e-mail available if required.

 

f)         RUBBISH OR RESOURSE – Cllr. Ambrose has not had a reply to either of his letters sent 23/2 & 12/3 to David Turner.

 

23                 PLANNING & ENVIRONMENT

 

The following were dealt with at the February meeting but are recorded here to give a full record of Applications.

 

a)       APPLICATION 07/P/0230/TPO - Silver Birch x 1- 30% crown reduction remove      

left hand stems for Miss Warrington, Morphany, Hill Drive, Failand.

RECOMMENDATION - Approve.

b)       APPLICATION 07/P/0234/F - Erection of a side conservatory for Mr & Mrs Van
Hoave, Birdcombe Cottage, Stoney Steep, Ham Lane, Wraxall.

RECOMMENDATION - No objection on actual P/A BUT there are concerns about the
proximity of the foundations to a neighbours boundary, as there is a drop of
some 10' to the neighbours ground level. We are writing to the Building
Control Inspector regarding this.

c)        APPLICATION 07/P/0255/TPO - Tree works at 5 Bowden Way, Failand

RECOMMENDATION - No concerns as the trees are only being reduced

 

d)       APPLICATION 07/P/0256/P - Tree work at 7 Bowden Way, Failand.

RECOMMENDATION - No concerns as the trees are only being reduced.

 

e)        APPLICATION 07/P/0268/F - Renewal of planning permission 05/P/0154/F to
allow for a change of use to open house and estate to the public. Retention
of temporary car park and visitor facilities including marquee, catering
kiosk, portaloos, shop and reception buildings at Home Farm for The National
Trust, Tyntesfield. All until March 2010.

RECOMMENDATION - Approve.

 

f)         APPLICATION 07/P/0288/LB - Provision of new mechanical extract fans to
kitchen, bathroom and scullery, replacement of roof-light over scullery,
demolition of existing glasshouse, provision of oil tank and installation of
heating and hot water system for The National Trust at Gardeners Cottage,
Tyntesfield.

RECOMMENDATION -Approve.

 

g)       APPLICATION 07/P/0290/F - Erection of single storey front extension for Mr D
Talboys, 18 Woodland Close, Failand.

RECOMMENDATION - REFUSE - See report sheet.

 

EXTRA ITEM  -

PRE DETERMINATION AMENDMENT received re.06/P/1678/F - 25/27 WESTON ROAD, FAILAND

There is now a different layout, a change to the internal road and now 2 garages per property.  The road has been reduced to 3.5m and it was queried if this was sufficient for fire engines and rubbish collection lorries.  Paul Smart advised that it was wide enough for single access.

The development contravenes Policy H7.

Jobs should be in place if any housing is to be built.

Density should not exceed that of the neighbourhood so 5 houses maximum otherwise it would be ‘a development’.

Mrs Tyrrell stated that they had bought a house in the vicinity because of the density – 9 on this plot 25/27, Weston Road is too much.

MEETING OPENED 8.25 pm

Cllr. Sykes stated that the plans were false and misleading in that a boundary had been left off.

There is a silver birch at the rear of the site on which there is a TPO.  It is said that the TPO takes precedence over a P/A.

Cllr. Sykes will draft a ‘strong’ letter re. the way this has been dealt with.

 

RECOMMENDATION – Unanimous for REFUSAL – CONTRAVENES H7.

 

PC ADAM CLARKE 2707 (WHO WAS ON DUTY) then gave a report on the crime figures for Jan. & Feb.  There were 16 reported crimes (10 in The Grove area)

7 assaults – domestic, 2 thefts – houses, 2 stolen – vehicles, 2 thefts – Taking petrol without paying and from vehicle, 3 burglaries LCD TV’s through Patio Doors.

 

The Local Safety Scheme on B3130 by Battle Axes was mentioned to PC.

PC CLARKE THEN LEFT TO GO BACK TO DUTIES.

 

h)       APPLICATION 07/P/0308/F – Erection of 3 no. detached dwellings after demolition of existing dwelling with associated car parking and access, for Pb & Sj Developments Ltd re. 45 Clevedon Road, Failand.

 

RECOMMENDATION – REFUSE on the grounds of:-

1.       Over development in the Green Belt settlement,

2.       Lack of amenity to proposed dwellings,

3.       Incomplete information,

4.       Work done without permission.

 

i)         APPLICATION 07/P/0398/F – Proposed erection of side and rear extensions.  Alterations to the roof to include raising the roof height and dormers to front and rear elevations to create first floor level accommodation for Mr Parker, 8 Sixty Acres Close, Failand.

 

RECOMMENDATION – No objections.

 

j)         APPLICATION  07/P/0437/TPO – Ash x 1 – 25% crown reduction for Mr R Hellen, 7 Owen Drive, Failand.

 

RECOMMENDATION – Support – we would be governed by the tree officer when she attends the site.

 

k)       APPLICATION 07/P/0488/F  &

l)         APPLICATION 07/P/0489/LB – Provision of security measures to include the erection of a security light to NW elevation of Wraxall Lodge, erection of CCTV pole and camera and installation of vehicle traffic loops for The National Trust, Wraxall Lodge, Tyntesfield

 

RECOMMENDATION – We are assured that the light will be angled so as not to be activated by passing traffic, so APPROVE.

 

m)      ENFORCEMENT – Land near Cricket Ground off Horse Race Lane, Failand (GLB’s).       Noted

n)       ENFORCEMENT – Gallop View Stables, Horse Race Lane, Lower Failand.                        Noted

EXTRA

ENFORCEMENT – Rose Cottage, Bristol Road, Wraxall.  It had been reported that the spoil taken out of Rose Cottage grounds whilst constructing the drive (06/P.2216/F) was being dumped in the disused quarry. Enforcement Section state that a methods statement was received by NSC on 17 January and approved at the beginning of March.  The statement allows for storage in the quarry with some material being returned to the site for use and the rest being removed to a licensed tip.  This will be checked upon completion to ensure compliance.

 

o)       SITE VISIT BY INSPECTOR  10.45am 13 March 2007 – Weston Hill Farm, Weston Road, Failand.  Robert Gordon Jones –re. Change of Use, Barn to Offices

Cllr. Sykes gave a report of the site visit.

p)       Clerk  reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.

 

The following were considered as the Cllrs. concerned had managed to consider them prior to the meeting although they are not due until 27 March.

 

APPLICATION 07/P/0553/F – Proposed new roof to include raising the roof ridge to create first floor level accommodation, three dormer windows to the front elevation and one dormer with double doors and two rooflights to the rear elevation.  Proposed front porch for Mr & Mrs Holden, 41 Clevedon Road, Failand.

 

RECOMMENDATION – No objections.

 

APPLICATION 07/P/0555/F – Change of use from agricultural buildings to offices, storage and workshops ancillary to Rectory Cottage to include erection of two storey detached building (barn A), single storey triple garage and conversion of Barn B including erection of a first floor including rooflights and erection of boundary wall and gates (retrospective) for Mr M Sweet at Rectory Cottage. Wraxall Hill.

 

RECOMMENDATION – Approve.

 

APPLICATION 07/P/0541/TPO – Silver Birch x 1 – reduce horizontal spread over No 7 by 20% at 5 Bowden Way, Failand.

 

RECOMMENDATION – No Objections.

 

24                 HIGHWAYS & TRANSPORTATION

 

a)       G.P.GANG – Several items to be forwarded to Pepe re GP Gang work.

 

b)       POT HOLES & PATCHING – Tower House Lane, Wraxall – work completed in 6 ½ working days.

 

25                 PROW – Diversion order No 1 has been withdrawn and replaced with No 2 showing the property concerned as Bristol Road, Wraxall.

 

26                  TYNTESFIELD Ruth Gofton had given a full report at the previous meeting. She reported that

 the holly hedge, on which they had used a previous grant, was thriving.

 

27                 CORRESPONDENCE

 

a)       Western Power Distribution – Copy of ‘Quality of Supply report 2006’  Noted..

       

b)       New contractor and increase in litter & dog bin rates to £1 from 1/4/07 (originally due

                        1/4/06)  Noted

 

c)        NS Replacement Local Plan.  Letter received stating that the RLP will be adopted by NSC after 29 March 2007.

 

d)       Re. Manor Farm – Letters from Liam Fox & David Turner.

EXTRAS

       Quartet Community Foundation have granted £2,780 to create a Parish Plan.

 

       Local Safety Scheme (as mentioned previously) Comments requested on a scheme to

        improve the safety of the B3130 around the Battle Axes area.

 

       VISIT arranged to the Children’s Hospice at Charlton Farm Friday 16 March 2007.

                   

28                 MEETINGS

 

a)       ALCA NORTH SOMERSET GROUP – Wednesday 21 Feb. 2007

Cllr  Delmas reported that there had been 2 main speakers – Bristol International Airport

 Highlighting donations to Charities.  They may get their fuel from the depot in Flax

 Bourton.  They are promoting car sharing to cut down on transport and they are

 planning an underground car park

Second speaker was Linda Shaw ‘Volunteering at NSC’.

There are reports available from CPRE & BIA..

 

b)       TARMAC- DURNFORD QUARRY LOCAL LIAISON GROUP @ Durnford Quarry.

30           CHAIRMAN’S URGENT BUSINESS  

                Letter from gentleman who is offering to deal with the office computer problems

Clerk advised that she was happy with the service she got from the current ‘trouble shooter’ who she would ask if he was happy to continue.

 

Belmont Estate are holding an event on 31 March – 1 April.  Last time they had an event the surrounding roads became very muddy.  Letter to be sent to Highways with cc Roger Lewis, asking if they could monitor and clean roads if necessary.

 

NS Enforcement Dept. to be asked to look at the sign at the top of Portbury Lane, Failand (advertising offices) and at the building which is being constructed in the field at the side of the barn, and to take action if necessary.
