MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL
MEETING HELD 13 JANUARY 2009
PRESENT: Cllrs. Ambrose (Chairman), King (Vice Chairman), Mrs Shaw, Sheppard, Mrs Moon, Delmas, Sage Thompson & Pitt
IN ATTENDANCE: District Cllr. Roberts, PC Adam Clarke & Clerk.
APOLOGIES: Cllrs. Law & Smith; District Cllr. Cook & Liaison Officer Sally Varley.

139 CRIME FIGURES – There were 4 crimes in December compared with 10 last year.
(1 stolen cheque book, 1 stolen expensive bonsai, 1 Damage to vehicle, 1 Burglary).

140 TYNTESFIELD -
Ruth Gofton – Property Manager – reported on a really successful Christmas with 1300 children attending the events. During the year there have been 100100 visitors.
The house scaffolding is arriving. This will have to ‘span’ the house as the roof is not strong enough to support it. Saw Mill will be finished in February, Chaplain’s House & Lodge by beginning of February.
Heritage Lottery are pleased with the project. Home Farm is having the roof mended. They are recruiting for a Warden who should be in post in April. Re-opening 4 April.
141 g) PARISH PLAN – Doug Macmillan gave an update. 200,000 data entries went in.
He is trying to reduce the paperwork to pie charts for the Steering Committee meeting, hopefully next week. The £1,900 which was allocated to them from PC has got them through so far. The grant application to Quartet Grass Roots has been refused as they say we have had money from them previously (Original grant). Others require a specific item to sponsor rather than giving cash.
He intends to put small brochures through doors with ‘glossy’ form for us and on the web. He doesn’t think we should have a licence for a Web site re. Data.
a) CORPORATE GOVERNANCE – Chairman had e-mail sent to all asking for Cllrs. to give their comments on the content. Cllr. Delmas gave his in at the meeting.

D/Cllr, Roberts said that 1/3 of the new houses would have to be ‘affordable’.

children from the new houses and those children from Long Ashton who cannot get
into
c) VOTING AGE RESPONSE –
Cllrs. voted 8 to 1 against reducing the voting age to 16.
d) TRANSPORT
PROPOSALS – After a long discussion Cllrs. voted on the proposals – Ashton Vale
to
Hartcliffe to LA By-pass – 8 against, 1 for.
Wrington Parish Council Highways Working Group have produced 14 pages on the subject – a thorough job. It was felt that we should form a committee.
e) GREEN STUDY RESPONSE – Cllrs. asked for the response to be ‘Our open spaces are Green Belt and that is how they wish them to stay’.
f) COMMUNITIES IN CONTROL RESPONSE. This was felt to be a ‘waste of time’.
g) PARISH PLAN – see above.
h) NEW MODEL PUBLICATION SCHEME – Information now on the Web site.
EXTRA ITEMS

BOUNDARY – Nailsea Town Council have ‘given up’
on taking The Elms into their boundary because of the overwhelming feeling of
the residents, as shown by the petition.
However, they had put in a request, prior to the final day for the
consultation, for the boundary to be amended so that all of Southfield Trading
Estate and land down to the

RECOMMENDATION - Cllrs. were unable to contact the two nearest neighbours for Northampton House but felt that the only possible issue was the inclusion of two high-level lamp posts which could pose a light pollution problem to some residents.
c) APPLICATION
08/P/2517/F – Erection of an extension to the
RECOMMENDATION ~PC recommends supporting the application ~ with conditions ~ as it has minimal impact on green belt and has been reduced in size from previous p/a 08/1162. Special circumstances ~ to make access and use user friendly for disabled family.
Conditions ~ Garage to be demolished first then storage space to be created (to mitigate impact on neighbours)
Limit the size and weight of construction vehicles up the lane.
PC recognises
the reasons for rejection of the earlier P/A by NSC but feel that the new P/A
would be of benefit to all neighbours and residents of the lane in particular
the ready access for Emergency Vehicles & Refuse lorries.
d) APPLICATION 08/P/2548/F ~ Replacement windows to flats 3 & 4 on south west elevation with window/door unit and juliette guard rail for Mr King & Mrs Langford, Flats 3 & 4, First Floor, Northampton House, The Grove, Wraxall.
RECOMMENDATION ~ Approve.
e) APPLICATION
08/P/2603/TPO – Oak x 1 & Silver Birch x 1 – reduce by 25%, Silver Birch x
1 – fell for Maurice Cohan,
RECOMMENDATION – Cllr. King supported the reductions but, as the Tree Officer was visiting the site for a second time, would leave the decision on the ‘felling’ to her. All in favour.
f) APPLICATION 08/P/2609/F – Erection of single storey side extension to west elevation, single storey extension to east elevation, a single storey sitting room extension to the rear elevation and construction of a retaining wall to south elevation following demolition of existing extensions for Mr J & Mrs A Smith, Rose Cottage, Bristol Road, Wraxall
RECOMMENDATION – Approve. 7 For, 2 Against.
g) TPO 948 – 7 Weston Road, Failand confirmed without modification on 19 December 2008. Noted.

i) NOTICE BOARD ON ELMS has again been vandalised. Spare board, held by James Tonkin, is to be erected by pond – off the main road through the Elms. SEAT still to be erected on pavement of slip road at bottom of Wraxall Hill.
