84                 MINUTES – The minutes of the meeting held 8 November 2005 were read and signed.

 

85                 PLANNING & ENVIRONMENT

 

Applications a – j had been replied to, after being considered by a quorum, prior to the PC meeting to comply with NSC deadlines.

 

a)       APPLICATION 05/P/2559/F – Convert and extend storage building into a single storey cottage for Mr & Mrs Wait, 3 Ferney Row, Green Lane, Failand.

 

RECOMMENDATION – This application is approved in principle but Councillors felt that it should be reduced in size.

 

b)       APPLICATION 05/P/2582/F – Erection of a single storey rear extension for Mr M Appleby, 10 Watercress Close. The Elms, Wraxall.

 

RECOMMENDATION – Approve.

 

c)       APPLICATION 05/P/2598/F –Erection of security lights and CCTV camera on pole and re-roof kitchen for Mrs I Pickup at Clevedon Lodge, Tyntesfield Estate.

 

RECOMMENDATION – No problems – Approve.

 

d)       APPLICATION 05/P/2657/LB – Demolish timber enclosure; erect security lights; vehicle loop and CCTV camera on pole; move bathroom from former porch to third bedroom; re-roof kitchen; change glass to clear glass; install oil fired central heating and oil tank for The National Trust at Clevedon Lodge, Tyntesfield Estate.

 

RECOMMENDATION – No problems – Approve.

 

e)       APPLICATION 05/P/2678/F – Change of use of two agricultural buildings to form 2 holiday accommodation units including erection of replacement roof, alterations to all elevations, fencing, walls, drive and walkways for Mr M Pearce, Charlton Park Barns, Charlton Drive, Wraxall.

 

RECOMMENDATION – Approve subject to Listed Building Consent (This is in the curtilage of Charlton House (Downs School)) and suggest that TPO’s should be enacted as part of any planning consent.

 

f)         APPLICATION 05/P/2686/F – Erection of a single storey rear extension for Mr & Mrs Day, 5 Yeo Valley Way, Wraxall.

 

RECOMMENDATION – No objection

g)       APPLICATION 05/P/2714/F – Erection of a two storey extension to converted barn to provide additional living accommodation for Mr D Battin & Ms R Jones, Quarry Farm Barn, The Grove, Bristol Road, Wraxall.

 

RECOMMENDATION – Approve subject to condition 9 of earlier applications being resolved.

 

h)       APPLICATION 05/P/2730/F – Retention of existing vehicular access for Mr A Boyett-Camp at 42 Flax Bourton Road, Failand.

 

RECOMMENDATION – There is no case whatever for overriding the Inspector’s decision, which must be regarded as final.  REFUSE.

 

i)         APPLICATION 05/P/2740/LB – Removal of modern internal partitions to both properties and replacement window to first floor of Chaplain’s House, repairs to existing windows and internal alterations for National Trust at Chaplain’s House and Lodge. 

 

RECOMMENDATION – Support.

 

j)         APPLICATION 05/P/2787/PDA – Erection of a livestock shed for Mr J Hancock, Lower Failand Farm, Failand.

Prior Determination Agricultural.  Letter received since the PC meeting stating that PDA is not required and the development may now proceed.

 

k)       APPLICATION 05/P/2815/F – Retention of existing farmhouse and formation of worker’s facilities for G P Jones & Sons, Manor Farm, Green Lane, Failand.

 

RECOMMENDATION – REFUSE.  Pass the case back to Enforcement Section.  Unanimous voting (10). Report compiled by the four Cllrs. who looked at the application in detail was included with our recommendation letter.

 

l)         APPLICATION 05/P/2828/F – Erection of a conservatory for Mr & Mrs A Milne, 87 Green Pastures Road, Wraxall.

 

RECOMMENDATION – Approve.

 

m)     APPLICATION 05/P/2837/O – Residential development (Outline) for Elm Wood Court Limited re land adjacent to Elm Farm, Lodge Lane, Wraxall.

 

RECOMMENDATION – Approve.

 

n)       APPEAL – The White House. Whitehouse Lane, Wraxall.

 

o)       LETTER FROM LIAM FOX RE PLANNING

Reply sent setting out many of the planning issues which have been contentious.

 

p)       Clerk reported on decisions made by North Somerset Council on planning applications previously considered by this Parish Council.

 

86         HIGHWAYS & TRANSPORTATION

 

a)       TEMPORARY PROHIBITION OF USE BY VEHICLES – B3128 WEST HILL.

This is to allow the re-surfacing of West Hill.  It will take place over a weekend in January and diversions will be in operation.  The part of the road in question is between Cuckoo Lane & Tower House Lane, Wraxall.

 

b)       REQUEST FOR ATTENTION FORMS – Reply read to Cllrs. Many other items were mentioned to Clerk who will let Highways have the relevant ‘Request for Attention Forms.

 

87         PROW – Date fixed for meeting – 16 January 2006.

 

88         TYNTESFIELD

 

a)       QUARTERLY REPORT was given by Ruth Gofton. Visitors numbered 51,000  in 2005 – 46% up on 2004.  They are aiming for 93,000 in 2006 although the property will be open later than usual due to filming (Gardens 18 March, House 9 April)

HL Fund – they need more work to be done on the plans.

b)       TRAVEL PLANS - consultants want 65% to arrive by public transport.

a)       ALCA DEVELOPMENT CONTROL MEETING 17 NOVEMBER 2005.

Report given by Cllr. Ambrose.

 

b)       ALCA AGM 19 NOVEMBER 2005

Cllr. Delmas gave a report on the AGM.  A new Chairman was elected – Rachel Holder, Chair of Portbury.

 

c)       RE: 33 CLEVEDON ROAD, FAILAND 5 DECEMBER 2005 Cllr Sykes gave a report on what had happened so far with this application.  If they had new plans he would like them to be presented to the PC.  Builder may have gone for 3 or 4 houses but ‘Prescott’s Law’ doesn’t seem to deal with small developments.  Explained the hazard of the bend in Sixty Acre Close.

 

d)       JOINT LOCAL TRANSPORT PLAN 6 DECEMBER 2005

A report was given regarding this meeting.

 

e)       COMMUNITY INVOLVEMENT WORKSHOP 2pm Monday 9 January 2006.

Cllr. Sage will attend.
