PRESENT: Cllrs. Ambrose (Chairman), Thompson (Vice Chairman), Mrs Shaw, Sheppard, Pratt, Mrs Moon, Law, Delmas.

310 ISSUES
a) ENQUIRY RE JONES/FLP ~ UPDATE ~ EXTENSION
A short report of the enquiry was given including the 2 day extension.
The working group asked for a further £3,100 to be approved due tp the extension. Voting for the increase – 7 For.
Also voting for a letter of thanks to be sent to John Chapman, Chairman of the Working Group re. Failand Green Belt, for all the hard work he put in.
b) NATIONAL GRID ~ UPDATE
This will be dealt with by whoever wins the election on 6 May.
Re. the preferred ‘Seabed’ option ~ This could use chunkier cables so more power – less loss. The ‘Life Costs’ are better than ‘in the air on pylons’ options.
c) COMMUNITY EMERGENCY PLANS
Wraxall Plan has been received. Failand have one small item outstanding.
d) BUS SHELTER AT FAILAND
Work starting next week on footpath and lay-by opposite. Nothing to be done to the shelter.
e) STABLES IN FAILAND ~ Cllr. Sheppard’s report was read out.
f) BIA PLANNING APPLICATION 09/P/1020/OT2
E-mail received from Hilary Burn re. Heathrow Court Ruling.
Letter to Richard Kent asking him to update us on the policy implications for the new ruling. Reply ~ ‘We have a copy of the Heathrow Judgement and are considering the implementations, if any, for the proposals for BIA. No further info. on this at present.
g) MILLENNIUM GREEN RE-FURBISHMENT The work will be starting shortly. Received £30810 of Gov’t. money from Play Builder/Play England via NSC.
h) TOWN & PARISH CHARTER ~ Deadline for responses 31 May 2010. No action.
i) ID BADGES – These can be obtained for £3.50 each for 11 which will include a logo, artwork and colour photograph. Voting, All in favour.
j) RATIONALISE WEBSITE – Proper Proposal required. Cllrs. Ambrose, Robinson, Pratt & John Chapman to liaise. Voting, All in favour.
k) 106 MONIES & PROW – 106 monies are for the benefit of the WHOLE community (not necessary to spend monies from ‘our’ P/A’s in our parish).
REPORTS FROM IMPLEMENTATION COMMITTEES
l) ROAD SAFETY – continuing to make progress on the submission (drafted by Yvonne Finn) for reducing speed limit on B3128 and working to complete gaps in information.
m) PROW – This group has been working with user groups who can’t understand that people want to work with them. They have short meetings, are making friendships and getting them all working together. They feel that some PROW’s should be moved to make them more user friendly. The Chairman of this group was asked for an Action plan and flow diagram.
n)
a) PLANNING ~ THE PROCESS. Cllrs. Mrs Moon put forward her ideas for how the planning process should be dealt with. ‘Clerk to deal as before. Cllrs. (who have been given the application to consider) should seek to speak to the applicant and show their ID badge (see 310 i) or, if no reply, leave a card. If anyone of the public wishes to speak, at the next meeting, they must let the Clerk know the day before that meeting. The time for speaking should be the same for the objector and the applicant (say 6 minutes) ~ objector to speak first. Then Councillors discussion and a recommendation voted on. This recommendation will be forwarded to NSC as the PC is a recommending not an approving authority.
EXTRA ITEM – Recommendation has to be sent as required by NSC by 19/4.
APPLICATION 10/P/0455/F – Erection of first and second floor side extensions
and 2 no. single storey rear extensions
for Mr & Mrs Mann,
Wraxall.
Mr & Mrs Whitham, who had already objected to the original P/A, were present
and expressed their concerns regarding this new P/A. Cllr. Ambrose suggested
that they could look at the Planning Portal web site.
RECOMMENDATION -
Originally P/A 09/P/2166/F was submitted but Withdrawn.
The new application is not radically different in size although aesthetically quite
different ~ described by one of the inspecting Cllrs. as ‘appalling’. The new
application has a larger mass with only a slightly lower roof. There is still a
problem with privacy, in respect of the dwelling to the rear of the application site,
and it is ‘over development’. REJECT.
(Since then the applicants have asked for this to be revisited and a further e-mail
was sent on 29 April stating ‘Two Cllrs visited and, on looking out of the back
window, no longer think that there is any objection to this application on grounds
of overlooking adjacent properties’.
b) APPLICATION 10/P/0268/F – Demolition of existing bungalow & erection of 2no. 1.5 storey dwellings for Phil Jones RE 45 Clevedon Road, Failand.
All original concerns and
objections have been addressed. No further objections by neighbours both side
and rear, however they would like to see as many trees left in situ as possible
and further planting of appropriate trees to afford screening. Our concern is
of aesthetics as we do not wish to see a repeat of the development at the
corner of Sixty Acres Close/
c)
APPLICATION 10/P/0281/LB - Dismantle Peach House down to brick plinth
course & place into storage re-usable elements for future restoration for
National Trust at Tyntesfield.
Councillors
CA/RD visited site at about 14.15 hrs.
No contact was made with any NT staff. (it was an Open Day @ Tyntesfield) .
We examined the remains of the greenhouse which is to be demolished.
We agree that it is unsafe and needs to be demolished.
We agree that the key engineering components should be carefully removed and
safely stored for eventual reuse.
We expect the timber to be used only as templates as it appears to be in very
poor condition.
We understand that it is the intention of NT to reinstate a bay as and when
finances allow.
We would hope that this will be sooner rather than later and should be a
condition of any approval.
RECOMMENDATION - Support Application.
d)
APPLICATION 09/P/2104 – Amended Plans re. Land on The
RECOMMENDATION -The
Councillors who have considered this application's
amended plans report that, as
there is little or no difference to the original plans,
they are NOT supporting this
for the same reasons as previously.
e)
APPLICATION 10/P/0353/ADV – Replacement of 2no. free standing front
entrance pole mounted signs for Noah’s Ark Zoo Farm, Moat House Farm,
The investigating Cllrs. reported that the
replacement signs have been erected even though Planning Approval has not been
granted. They have a log framework not as previously nor as the application. They
are massive, not like those applied for. They are further forward and turned by
90 degrees,
RECOMMENDATION - Have Enforcement Section look at
the now installed signs as they are not as in accordance with the application.
f)
APPLICATION 10/P/0355/F – Removal or variation of condition 3 to amend
windows on 08/P/1032/F – (Erection of a rear conservatory, front porch and
single storey side extension following demolition of existing garage and
kitchen extension. Extension of roof and
insertion of 4no. dormers to the front elevation and 1no. dormer to the rear)
for Mr WG Pearce, Ridgmont,
RECOMMENDATION - REJECT
g) APPLICATION 10/P/0407/F –
Demolition of existing garage and side conservatory and erection of side/rear
extensions to the dwelling for Mr S Treherne, 12 Jubilee Drive, Failand.
RECOMMENDATION – REJECT, as it stands, due to
the overbearing nature of the end wall.
h)
APPLICATION 10/P/0430/F – Provision of a mechanically propelled
circular horse exerciser with associated fencing for Mr & Mrs T Crumpton,
The Paddock,
RECOMMENDATION – Support but with the following
conditions:-
No noise to be generated.
No lighting to be installed.
Not to be used commercially.

LA 20/42 TYNTESFIELD SPRINGS – DIVERSION – Going to Sub Committee at
the end of July following a site meeting.

REPORT ON N.SOMERSET FOOTPATH FORUM - Attended by Sheppard &
Delmas.
N.S. path
survey is due to be completed in early summer, and then we should
have full
PROW update with all problems listed.
Detail given
by NS on how to track issues and diversion orders etc on the
website. We
pointed out this detail was not easy to follow and they will look at
making it
more user friendly.
Reports given
on outstanding orders and issues. Enforcement officer is
Woollacott
has a huge number (2000+) issues to follow up in NS. but is
making good
headway through them. Next meeting in November.
c)
TYNTESFIELD BRIDLEWAY – Darren Mate says that a route has been proposed
(agreed) but there has been a route change from that agreed between
Tyntesfield, Bridleways Assn. & NS Highways. The Bridleways Assn. have not been consulted
on the latest plan.
d)
a) PCAA 23 MARCH 2010. Cllr Ambrose gave a short
report on the meeting.
