MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 7.30PM

13 APRIL 2004 AT COMMUNITY ROOM, THE GROVE, WRAXALL.

Prior to the meeting, interviews were held in respect of the vacant position on the Council and Mrs Sue Parsons was co-opted.

 

PRESENT – Cllrs. Sage (Chairman), King (Vice Chairman), Sapsed, Mrs Moon, Sykes, Down, Sheppard, Delmas, Smith & Mrs Parsons.

 

IN ATTENDANCE – District Cllr. Roberts & Clerk.

 

APOLOGIES – Cllr. Mrs Shaw, District Cllr. Cook, Ruth Gofton National Trust, PC Mark Cornish.

21               MINUTES – The minutes of the meeting held 9 March 2004 were agreed and signed.

 

22               PLANNING & ENVIRONMENT

In order to meet North Somerset’s deadlines, replies to items a to f had already been sent.

 

a)     APPLICATION – 04/P/0506/F Erection of a two storey side extension with separate access and external staircase to first floor for Mr & Mrs G Sparkes at 15 Woodland Way, Failand.

 

RECOMMENDATION – We do not feel able to support this application.

 

b)     APPLICATION – 04/P/0558/LB – Installation of new staircase.

c)      APPLICATION – 04/P/0571/LB – Form new opening and door in internal wall.

d)     APPLICATION – 04/P/0572/LB – Installation of external door to the north elevation.

All for Mr R Lewis & Ms N Evans, Laundry Cottage, Belmont Estate, Wraxall.

 

RECOMMENDATION – Approve all three applications.

 

e)     APPLICATION 04/P/0563/TPO – Poplar x1 crown reduction 30%, reduce 1no. branch 60%. Poplar x1 crown reduction 30%, reduce 2no. branches by 60%. For James J B Parkhouse at 16 Clark Close, Wraxall.

 

RECOMMENDATION – Support.

 

f)        APPLICATION 04/P/0601/LUE – Use/operation as petrol filling station and shop with ATM for Mr & Mrs R Palmer at Wraxall Service Station.

 

RECOMMENDATION – No objections

 

     g)  APPLICATION 04/P/0605/O – Erection of detached house and garage (outline) for    Mr & Mrs Buckley, 16 Belmont Drive, Failand

           RECOMMENDATION – Refuse.

h)      APPLICATION 04/P/0674/F – Conversion of dwelling together with conversion and extension of redundant farm sheds/barns to form a children’s hospice, with associated new drive, parking and landscaping.  Removal of existing barn and silo. (Amendments to previously approved scheme) for Trustees of Children’s Hospice South West at Charlton Farm, Charlton Drive, Wraxall.

 

RECOMMENDATION – Support.

 

i)        APPLICATION 04/P/0729/LB – Refurbish Buttery, internal alterations and external refurbishment to the farmhouse and stone barns, extension to the stone barns and demolish a barn and silo for Trustees of Children’s Hospice South West at Charlton Farm, Charlton Drive, Wraxall.

 

Recommendation – Support.

 

j)        APPLICATION 04/P/0690/TPO – Sycamore x1 – fell for Mr A Starr at 3 Short Way, Failand

 

This tree affects the neighbour in Bowden Way more than Mr Starr.  It is a nice shape and could be reduced.  However, Mr Starr has other trees in the garden and, if felled, it would not affect the impact on the countryside.

 

RECOMMENDATION – Support

k)      APPLICATION 04/P/0713/LB & APPLICATION 04/P/0714/F – Refurbishment and renovation of existing lodge involving internal and external alterations and extensions for Mr I Malpas & Ms A Wilson at Keepers Lodge, Tyntesfield Estate, Wraxall.

 

RECOMMENDATION – Support.

l)        APPLICATION 04/P/0731/O – Outline application for the erection of a dwelling for Mr M Ward at Part of the garden of Hillside View, West Hill, Wraxall.

 

RECOMMENDATION – Refuse.  Conservation site in the Green Belt.

 

Cllr. Smith returned to the meeting.

 

m)   PRE DECISION AMENDMENT FOR INFORMATION ONLY TO 04/P/0086/LB

Installation of a fire alarm system at The Mansion & Chapel, Tyntesfield.

Amendment – Proposed revised position of the two smoke detectors within the billiard room to comply with English Heritage comments.  The two detectors are proposed to be positioned close to the two timber bosses along the centreline of the ceiling.  Both detectors are proposed to be stained to match the ceiling.  NOTED

 

 

n)                  POST DECISION AMENDMENT FOR INFORMATION ONLY TO 03/P/2405/F.

  Demolition of single storey extension and erection of replacement two storey  

      extension.  Erection of first floor extension and porch to rear.  Pitched roof to

      existing porch on west elevation. 5 no velux windows in roof.  Replace windows

      through out.  Raising of roof of single storey outbuilding.  Installation of velux

      windows and new door in double height outbuilding at Orchard Farm, Bristol Rd.

      Wraxall.  Amendment – Changes to fenestration on two storey extension. Noted

 

o)                 POST DECISION AMENDMENT FOR INFORMATION ONLY TO 03/P/2071/F

Erection of a single storey rear extension. Amendment – Increase in the depth of the proposed extension from 3.04 metres to 3.4 metres to be level with rear elevation of existing conservatory.          Noted.

 

p)                 CONSULTATION ON THE PLANNING APPEAL PROCESS .  Cllr. Sykes had

     studied and replied to this consultation document.

 

q)                 ALCA – NOMINATIONS.  Cllr. Delmas nominated to continue as an Executive

Member.

 

r)                   MILLENNIUM GREEN – Removal of equipment.  Cllr. Smith expressed his

disappointment that the equipment was to be removed from the play area.  He felt that children should be catered for despite, in this case, there only being 4 who made use of the area.  It was pointed out that the area would remain a play area but cost of inspections and maintenance of the equipment was too expensive to be justified.  This item will be revisited if there are comments resulting from the notices which have been placed on the Notice Boards.  

 

s)                  Clerk reported on decisions made by North Somerset Council on planning

           applications previously considered by this Parish Council.

Query on one decision – 04/P/0058/F – Clerk to liaise with Cllr. Sheppard to write to Richard Kent re Warren COTTAGE/FARM.

 

23             HIGHWAYS & TRANSPORTATION

 

      a)       REQUEST FOR ATTENTION FORMS - Replies

      Cllr. Sapsed asked if we could request a speed limit of 40mph on B3128.   

      Explained that we have requested the 40mph on numerous occasions over

      several years.

      a)      USE OF MECHANICALLY PROPELLED VEHICLES ON RIGHTS OF WAY

    

    Letter from Local Access Forum drawing the Council’s attention to a possible

    Problem.

 

 

 

 

 

 

25         MEETINGS

 

a)       PARISH VOICE – 25.3.2004 Cllr.Sage had posed a further question at Parish Voice regarding the time given the PC’s to reply to Planning Applications.  NS state that they are allowing us 21 days when they need allow only 14.  They will be no increase in the time allowed due to Government Deadlines.

 

b)       NORTH SOMERSET COUNCIL PLANNING PERFORMANCE 

Following on from the previous item Cllr. Sykes put a motion to the meeting:-

 

“ Whilst congratulating North Somerset Council’s planning team for winning Government performance cash, it should be recognised that success in chasing Government targets is at the expense of local democracy by denying adequate time

scales for proper discussion for residents and the Parish Council.”

 

This motion was seconded by Cllr. King.  Voting – All in favour.

a)       LOCAL INVESTIGATION & DETERMINATION OF MISCONDUCT ALLEGATIONS

Letter from ODPM & Standards Board for England.  Cllr. Sykes felt that this was for Solicitors and should be dealt with by Malcolm Nicholson at North Somerset.

 

      b)   FAILAND VILLAGE HALL – Public Entertainment Licence – Supported.

 

c)   QUALITY PARISH & TOWN COUNCIL SCHEME -            Questionnaire from NS.

            Taken by Chairman for completion.
