Clerk reported that the Beat Managers had changed yet again. They are now
PC 1753 Leigh Mounter for Wraxall and PC3590 Trevor Byford for Failand. Both officers are attached to Nailsea and can be contacted on 01934 638349.
PC Mounter had advised that there had been 4 crimes in Wraxall and 2 in Failand between 1 Sept and 12 October.

PLANNING & ENVIRONMENT
a) APPLICATION 04/P/2270/F Erection of a detached double garage for Mr T Thatcher at 67 Clevedon Road, Failand.
Due to time regulations the reply had been sent after consultation with Cllr. Mrs Shaw, Cllr. Down & Cllr King.
RECOMMENDATION No objection in principle. However, Councillors and residents are concerned regarding the fact that the proposed garage is forward of the building line. Also it could set a precedent for tandem development.
There was a substantial garage at the site 36 x 10 which has been converted into living accommodation. I am told that it now has a window and DOOR. Could this be made a separate dwelling?
Councillors are very concerned regarding the proposal for a detached double garage which again is large and could again be made into living accommodation. The potential for abusing the system exists and the Parish Council feel that this should not be made possible.
b) APPLICATION 04/P/2325/F Erection of side and rear extensions, conversion
of existing garage to living accommodation and erection of detached double
garage for Mr & Mrs A Bannister at Birdwell Cottage, Tower House Lane,
Wraxall. Due to time restrictions the reply had been sent after consultations with
Cllrs. Delmas, Mrs Parsons & King.
RECOMMENDATION No objections.
c) APPLICATION 04/P/2363/F Erection of a rear conservatory for Mr & Mrs McBride at 11 Hill Drive, Failand.
RECOMMENDATION No objections.
d) APPLICATION 04/P/2453/F Erection of single storey side extension for Mr & Mrs D R Jones at 19 Weston Road, Failand.
RECOMMENDATION Approval.
e) APPLICATION 04/P/2505/TPO Silver Birch x 1 fell, Silver Birch x 2 reduction by 20% for Luffman on behalf of Mrs S West, 5 Bowden Way, Failand.
RECOMMENDATION Support.
f) APPLICATION 04/P/2512/TPO Oak x 1 fell for BH Maule & Partners on behalf
of Arnold Booth 33, Riverway, Nailsea (On Parish Boundary with Nailsea)

RECOMMENDATION As the subject of this application is a healthy mature
Oak, councillors were reluctant regarding the felling and felt that alternative
means of restricting any damage to the dwelling should be found. (? Trenching
or root pruning). It would appear that an extension has been added to the
dwelling which must have been whilst the mature tree was in situ.
VOTING was 10 against felling with 1 abstention.
g) APPLICATION 04/P/2513/TPO Ash x 1 & Oak x 1 Crown reduction 20% for
Luffman on behalf of Mrs Gillies, 3 Bowden Way, Failand.
RECOMMENDATION Support.
h) PRE DECISION AMENDMENT FOR INFORMATION ONLY 04/P/1271/LB Construct swimming pool within racquet court area of existing building for Mr R Lewis & Ms N Evans at Belmont House, Wraxall AMENDMENT Additional information and plant room layout.
i) POST DECISION AMENDMENT FOR COMMENT 03/P/1740/F Demolish existing garage and terrace and extend drive. Rebuild terrace and provide new games room, double garage, utility and store beneath. Construction of new hard standing and garden terracing for Mr & Mrs K Finn at Hillcot, Clevedon Road, West Hill, Wraxall. AMENDMENT Changes to the conservatory and games room adjacent to the eastern boundary of the site.
RECOMMENDATION No objections. However, we note that it is close to, maybe even extending over, the boundary.
j) NORTH SOMERSET REPLACEMENT LOCAL PLAN

k) NORTH SOMERSET COUNCIL 2004-07 CORPORATE PLAN
This plan was passed around to Cllrs.
l) BUS SHELTER THE GROVE
The roof of this bus shelter needs replacing. Cllr. King will approach the persons renewing the roof of The Village Club to see if they can carry out the work as they will be working near to the site.
m) LODGE LANE, WRAXALL
Enforcement officer acknowledged the pictures forwarded on from Stephen Young regarding the back entrance onto Lodge Lane. He advises that the gate is permissible but is querying the height of the fence.
n) NAILSEA ENVIRONMENTAL & ARCHAEOLOGICAL TEAM (Cllr. Barclay)
Cllrs. advised of the meeting date 27 October, Church House, Nailsea.
o) FIREWORKS Cllr. Sykes outlined the new law.
p) DISUSED QUARRY, BRISTOL ROAD, WRAXALL
A debate ensued and, because no owner can be found, some Cllrs. voiced the opinion that the Quarry should be owned by the Parish Council or North Somerset Council. If no use can be found for the Quarry (egress is onto the very busy B3130 with almost blind site lines) it should be completely blocked for safety and for restricting persons using this area as an illegal dwelling area. Clerk to ask regarding the costs to secure ownership and any subsequent costs which may arise D/C Cook suggested speaking to Nick Brain of Legal Section regarding this.
q) WRAXALL PAROCHIAL CHARITIES request received for agreement for Mr R Llewellyn to continue for the next four years as one of the PC nominated trustees. Agreed.
r) NS COMMUNITY GROUP FORUM Invitation received to briefing session and discussion regarding Planning for vital communities. October 16th 11.00 12.00 Room 2 Nailsea Methodist Church, Silver St. Nailsea. Posters have been placed on Notice Boards.
s) The Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.

Appeal alternative times proposed.
Need to ascertain if the proper process is to be undertaken or if the appeal hearing accepting
new times could be challenged. PC felt that a further letter should still be lodged objecting to the
changes, noise and alcohol.
a) B3128 LOCAL SAFETY SCHEME Tickenham to Portbury Lane.
Programmed for construction during the current financial year.
b) B3130 GABLE FARM SAFETY SCHEME After consultations with Police, Jonathan Gall, Senior Engineer, considers that the speed limit should be altered from the national speed limit (60) to 40mph from end of 30 through Wraxall to the existing 40 at the bottom of Belmont Hill. Traffic Regulation Order to be advertised within the next few weeks. There was a speed camera mentioned in the letter of 11 August to be installed on the bend but not in the latest letter. Clerk to check.

c) B3130 ACCIDENT STATISTICS - Mr A J Tavener gave a resume of the accidents which have occurred on the B3130 between the Nailsea border and Belmont Cross Roads. There have not been any accidents since work was carried out past Belmont Cross Roads. He thanked the PC & NS Council for the intended work, as above.

EXTRA ITEMS
1. GRIT BINS Highway Services need an up date on Bins & Bags which are in
situ and if any more are required. (BINS are £100 each). When they have a
comprehensive list they will refill the bins and bags.
2. SLIP ROAD, WRAXALL HILL Letter from Highway Services stating that whilst
the stopping up of the slip road is favoured it will have to be the subject of an
Experimental Order which could last for a max. of 18 months and could be made
permanent if there are no objections. However, financial restraints mean that not
all schemes are possible in any one year. Clerk to write stating that School
Children are at risk at this junction and requesting early action.
3. LOCAL TRANSPORT PLAN Cllr. Sykes gave a resume.
4. FREIGHT STRATEGY E-mail from Wrington PC re. LGV recommended
routes. Copies of the e-mail taken by Cllrs. Sykes, King & Sage.
a) NATIONAL TRUST (TYNTESFIELD) FOOTPATHS & BRIDLEWAYS
Cllr. King had been asked by Bridleways Assn. to approach our Buddy to speak to National Trust re Bridleways on Tyntesfield Estate.
