MINUTES OF THE WRAXALL & FAILAND PARISH AGM MEETING

HELD FAILAND VILLAGE HALL 12 MAY 2009.

 

PRESENT: Cllrs. Ambrose, Law, Sheppard, Sage, Mrs Shaw, Thompson, Delmas & Pitt.

 

APOLOGIES: Cllrs. King & Mrs Moon, District Cllr. Roberts & Ruth Gofton.

 

IN ATTENDANCE: District Cllr. Cook, Liaison Officer Sally Varley PCSO Charlotte Thompson.

PUBLIC: Nil

 

ELECTION OF CHAIRMAN.  In the absence of any nominations, Cllr. Ambrose said that he was prepared to stand again.  This was seconded by Cllr. Sheppard. Voting 6 for.

Cllr. Ambrose then signed the Declaration of Acceptance of Office.

 

As Cllr. King had asked to stand down as Vice Chairman, due to health problems of several members of his family, Cllr. Ambrose nominated Cllr. Thompson as Vice Chairman. Seconded by Cllr. Delmas.  Voting 7 for. 

A vote of thanks to be sent to Cllr. King for the local knowledge and experience he has brought to the PC in the years he has been Vice Chairman.

 

The Chairman then asked for Apologies (as above) & Declarations of Interest in the items on the Agenda.  NIL.

 

185              MINUTES – The Minutes of both the previous PC meeting 14 April 2009 and the APM 21 April 2009, were agreed and signed.

 

186              CRIME FIGURES – In the absence of PC Adam Clarke, PCSO Charlotte Thompson gave the crime figures.  Between 20 April and 10 May there had been 11 crimes:-

 

Criminal Damage, Theft of Pedal Cycle, Burglary at building site, corner Sixty Acres Close, Failand, Fraud by e-bay, Burglary of Ride-on-Mower from Sports Club, Theft of Trailer, Assault at NS Ag. Society, Burglary at Tower House Lane, 2 cases of Criminal Damage at Watercress Close, Theft of Shetland Pony from Cuckoo Lane.

 

187              TYNTESFIELD

There was no report as Ruth Gofton was not with us. However Cllr. Ambrose said that he had been to the opening of the Saw Mill and that that venue had been good for the APM.

 

188              ISSUES

 

e)       PROPOSAL - TO ESTABLISH A FORMAL MEETING WITH NTC AND ADJOINING PARISHES.

Nailsea is a dormitory town, now asking to make it sustainable

Cllr. Ambrose felt that we should have a meeting with surrounding parishes ~ Nailsea, Backwell & Tickenham.  Voting 8 for.

 

f)         PROPOSAL – THAT “CORPORATE GOVERNANCE” BE POSTED ON THE WEB SITE..  Voting 8 for.

 

g)       PROPOSAL – THAT THE PC ESTABLISHES A “BUSINESS FORUM”?

Voting 6 for.  Cllr. Law will ‘champion’ this.

 

h)       PROPOSAL – THAT THE PC ESTABLISHES A SUSTAINABILITY CHAMPION?

This would involve the Rural Community ~ there is not enough employment ~ it is the least sustainable; Improve Bus Services; Cycle Path; there are still a few areas not getting Green re-cycling.  People want plastic bottle collections.

Cllr. Thompson voted as ‘Champion’ ~ Voting 8.

 

i)         SUSTAINABLE COMMUNITIES ACT

Comments to Clerk by 1 June 2009.

 

j)         UPDATE ON AFFORDABLE HOUSING

Mrs Patel wants more money for the site and so has tried other Affordable Housing Companies. Someone has come along and says he can build for less than ERH ~ that is questionable.  We had said ‘rented’ property but we may have to concede some rented and some purchased.

                  QUARRY

                   Reply from Graham Turner NSC read to Cllrs.  This stated that NSC did not think

                   that the deposited stone harmed the amenities of the area to the extent that

                   enforcement action should be taken and so Section 215 Notice will not be used.

                  The site will continue to be monitored by officers and, if circumstances change

                   they will re-assess the situation.

 

a)       PROPOSAL – THAT THE PC ACCEPTS THE PARISH PLAN – PRESENTED BY DOUG MACMILLAN.

Voting to accept in principle ~ 8.

 

b)       PROPOSAL – THAT A SPECIAL COUNCIL MEETING IS CONVENED ON THE

PP AND ITS DELIVERY.  Voting 8 for.

            

c)   APPROVE “A VISION FOR THE PARISH OF W&F” FOR CORE STRATEGY.

All Cllrs. to let clerk know of any additions they wish to be added.

 

             d)   AGREE TO “RING FENCE” MONIES FOR PP ACTIONS. 

                   Voting 8 for ring fencing the £5000 allocated in the Budget for PP actions.             

 

189       PLANNING & ENVIRONMENT

 

a)       APPLICATION 09/P/0614/F ~ Conversion of Coach House and outbuilding into 2 no. dwellings for Mr D Ord, Wraxall Court, Wraxall Hill, Wraxall

RECOMMENDATION - Support

 

b)       APPLICATION 09/P/0615/LB ~ Conversion of Coach House and outbuilding into 2 no. dwellings for Mr D Ord, Wraxall Court, Wraxall Hill, Wraxall.

RECOMMENDATION - Support

 

c)       APPLICATION 09/P/0655/F ~ Erection of a conservatory for Mr & Mrs Roberts, 14 Belmont Drive, Failand

RECOMMENDATION – Approve subject to the close proximity of a tree being taken into consideration and proximity to the road if the hedge were to be taken down.

 

d)       APPLICATION 09/P/0657/F ~ Erection of a double detached garage for Mr & Mrs A Kendall 26a Belmont Drive, Failand

RECOMMENDATION - When the site was developed the entrance which has now been made was specifically banned by Richard Kent of NSC. However, the current owners of the property state that they have obtained approval (we query from whom) to make a new entrance and hard standing for 2 cars. The proposed garage is sited close to a Sweet Chestnut tree, but the applicant has had an arboricultural assessment made. The consultant has specified ways to protect the tree.

The neighbour just below this site, Mr Hainsworth, has very strong objections to the building of the garage, mainly loss of amenity and the effect on the street scene. (Letter of objection has been sent to you with a copy to us and we also have a copy of a second objection from a Mrs S Reynolds)

Councillors attended the site and came to the following conclusions:-

1. The garage would be considerably lower than the house.

2. There are no windows on the side of number 26 (Mr Hainsworth) so the garage will not affect light into his house.

3. There will be very little ground disturbance according to the Arboricultural Assessment.

4. The garage on the other side of 26a is small and difficult to access because of a steep slope.

RECOMMENDATION ~ Approve.

 

e)       APPLICATION 09/P/0658/F ~ Change of use from A1 to residential dwelling with erection of a first floor side extension for Miss T Evans, Old Post Office, Bristol Road, Wraxall

RECOMMENDATION – Approve.

 

f)         APPLICATION 09/P/0687/LB ~ Installation of lift into existing lift shaft for disabled persons for ground and first floors following raising and permanently fixing historic lift to second floor for National Trust, Tyntesfield.

RECOMMENDATION – Approve.

 

g)       Clerk reported on decisions made by NS Council on items which have previously been considered by this Council.

192              MEETINGS

 

a)       NORTH SOMERSET CORE STRATEGY 24.4.09.

Cllr. Ambrose gave a report of the meeting at which he told NTC that we would resist all that they want to take from WFPC.  He suggested to NTC that a forum should be formed with WFPC, NTC, Backwell & Tickenham.

He asked if RSS informs Core Strategy or vice versa. Told that RSS informs CS.

       Cllr. King has complained that the grass is being mown before the spring bulbs have   

       finished flowering.  Clerk has spoken to successful tenderer but they have not yet

       mown those areas.  Resident has seen children pulling up daffodils
