MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 12.6.2007 AT THE COMMUNITY ROOM, THE GROVE, WRAXALL
Prior to the meeting Mr Phil Smith was interviewed and co-opted as a Councillor and stayed for the meeting.
PRESENT – Cllrs. Ambrose (Chairman), King (Vice Chairman), Mrs Shaw, Sheppard ,
Sage & Smith.
IN ATTENDANCE – District Cllr. Roberts & Clerk.
APOLOGIES – Cllrs. Delmas, Law, Mrs Moon(who has not yet signed the acceptance of office), District Cllr. Cook, Liaison Officer Sally Varley & PC Adam Clarke 2707.

53 MINUTES – The minutes of the meeting held 8 May 2007 were agreed and signed.
As PC Clarke 2707 was not with us, but had sent in the figures for crimes, these were read out. Cllrs. wanted more details of the crimes, particularly theft and burglary - Shed/Garage/Business. (PC Clarke has been asked to give details at the next meeting).
54 ISSUES –
a) NEED TO CO-OPT PERSONS TO SERVE AS COUNCILLORS – Three
Councillors are still needed to fill the vacancies – Mrs Moon has not yet signed the acceptance of office following the ‘election’.
b) AFFORDABLE HOUSING – Andrew Smith had advised the ‘split’ as 16 in Wraxall & 11 in Failand. They prefer to build in small groups. Mr Smith to be asked when he is coming down to this area and what ‘types’ of houses are needed e.g. 2 or 3 bed.
c) PARISH PLAN – Update given by Doug Macmillan (Chairman of Parish Plan) was read to Cllrs. The secretary has resigned. PP member, Peterjohn Smyth, & Cllr. Ambrose went to Local Plan meeting.
d) CROSS TREE SITE – The work to the monument has been completed apart from a small amount of work which is to be done after Highway’s have done their work on the surrounding area. It has been stated by Highways that the Slip Road is to stay closed as they have not received any objection following advertising. Cllrs. felt that some amendment is needed at the bend to allow traffic to turn more easily.
e) TOWER HOUSE WOODS – Cllrs. voted (4) not to purchase the land. There was one abstention (Cllr. Ambrose). {Cllr. Smith did not vote as he had not been party to discussions at previous meetings}
f) TALKS – Cllr. Ambrose asked Cllrs. opinions regarding talks by, say, Tarmac or someone on ‘Rubbish or Resource’. Cllrs. felt that it would be too costly to advertise and hire a hall – FVH is £50 – and talks are already held there by some Societies. Cllr. King felt the Parish Plan needed ‘pushing’ and wondered if a talk could be included in their meetings. Clerk to ask Doug Macmillan if he would want that.
g) STANDING ORDERS – “3 MINUTE RULE”.
Applicant has 3 minutes to speak about P/A then Cllrs. debate & vote but not necessarily within 3 minutes.
h) COUNCILLORS – AREAS OF INTEREST – List enclosed to Cllrs – Please add to or amend and return to Clerk on 12 June. – Some forms returned.
i) NEW CODE OF CONDUCT – Cllrs. were asked to read the new code before the next meeting with a view to adopting the code either as it is or with any additions.

a) APPLICATION 07/P/1036/F –Two storey extension to provide accommodation for elderly relative & add accommodation for existing & construct conservatory for Mr & Mrs PJ Speight, 5 The Hamlet, Nailsea.
b) APPLICATION
– 07/P/1112/O – Construction of 2 dwellings in the garden of The Lawn. Lodge
Lane, Nailsea for Mr J Roe.
c) APPLICATION 07/P/1145/F – Erection of front boundary wall to a max. height of 1.97m and 2 no. gates to a max. height of 1.89m (part retrospective) for Mr J Durant, The Old Chapel, 85 Clevedon Road, Failand.
RECOMMENDATION – No objections.
d) APPLICATION 07/P/1192/F – Erection of a replacement double garage to east elevation, erection of single storey north and side extensions and canopy for Mrs C Changizi, 69 Clevedon Road, Failand.
RECOMMENDATION – No objections.
e) APPLICATION07/P/1240/F – Erection of a 3 bed detached house with a separately accessed workroom for Mrs C Changizi 69 Clevedon Road Failand
RECOMMENDATION – REFUSE – It is not in keeping with the area. Doesn’t afford amenities to either the proposed house or the existing bungalow. There are no dimensions on the plans.
f) APPLICATION 07/P/1268/F – Erection of a two storey rear extension. Erection of a first floor roof extension to include 3 no. dormers to the rear. Installation of 2 no. roof lights to front (east) elevation. 1 no. roof light to the side (south) elevation and 2 no. roof lights to the side (north) elevation for Mrs SA Davis, Hollington Lodge, 10 Sixty Acres Close, Failand.
RECOMMENDATION – NOT TO SUPPORT. Appears 2m higher at ridge level than those of current bungalow and others in the area.
g) APPLICATION 07/P/1290/F – Conversion of garage, carport and sheds into guest accommodation and garage (ancillary use) for Mr & Mrs Rushin, The Copse, Tower House Lane, Wraxall.
RECOMMENDATION – Not against this in principle but we are writing to the tree officer to see what she feels needs to be done to the trees to accommodate the building. Councillors were concerned regarding what effect any work, required to the foundations, could have on the root systems of the trees. The planning application also states that there is to be ‘felling of trees’ but doesn’t state which. We will also refer to 06/P/1539/TPO – has the work to those trees been carried out.
h) APPLICATION 07/P/1302/F – Erection of a two storey rear extension creating living accommodation in roof space, following demolition of existing conservatory for Mr A Biles & Miss A Hansen 39 Weston Road, Failand.
RECOMMENDATION – Support.
i) APPLICATION 07/P/1307/F – Erection of an agricultural building (retrospective) for Mr & Mrs Pratt Tyntesfield Springs, field off Bristol Road, Wraxall.
RECOMMENDATION – Support.
j) APPLICATION 07/P/1314/F – Erection of a garage for Mr C Lopresti, The White House, Whitehouse Lane, Wraxall.
RECOMMENDATION – Approve.
k) APPLICATION 07/P/1317/F – Erection of a first floor side extension. Erection of a single storey side extension for Mr D Steel 60 Green Pastures Road, Wraxall.
RECOMMENDATION – Approve.
l) TPO No. 914 – 20 Sixty Acres Close, Failand.- Noted.
m) ENFORCEMENT – Ashton Hill Farm, Weston Road. Failand. – Noted.
n) APPEALS – PLANNING INSPECTORATE letter read to Cllrs.
o) REVIEW OF DELEGATED ARRANGEMENTS FOR PLANNING APPLICATIONS – Enclosed. Noted.
p) The Clerk reported on decisions taken by NSC on Planning Applications previously considered by this Parish Council.
Cllr. King queried a PDA on Gable Farm. There are no animals and not enough acreage to farm. Clerk to write to NSC to ask ‘How many acres does he farm and why does he need a barn’.
Cllr. King asked that Clerk write to Planning Officer concerned asking why a P/A on 3 Ferney Row was refused when a previous one had already been approved.

The F/P subject of the diversion order at
Gable Farm has been re-designated a Bridleway.
Noted.
ROW up ‘The Rocks’ - LA20/35 -
is dangerous. There is a tree
overhanging ½ way up and a wall is giving way.
Clerk to write to PROW section.
Mike Amos is asking for PC grant for
wheelchair access re. ROW on ‘his’ farm which is owned by National Trust. Ruth
Gofton of NT felt that this was urbanisation of a rural area and that it is a
dangerous road for wheelchairs.

MILLENNIUM GREEN PLAY AREA – Peter Smith
wrote to say that the area under the swings needed more ‘bark’. After discussion – clerk with Cllr. King – it
was decided to add 10 bags now and a further 5 bags in the autumn.
b)
PC AIRPORT ASSOCIATION – Cllrs. agreed
that the Council should join the association at the cost of £50.
c) PARISH NOTICE BOARD ENQUIRY – NSC wish to install notice boards ‘inside’ buildings within parishes. Clerk to write to agree to this but to explain that we only have a building within Wraxall and this is rather ‘out of the way’. The only place in Failand – Failand Village Hall – is not owned by us but by trustees and notices placed within that building, if it were to be allowed, would only be seen by those using the hall.

STANDARDS BOARD BALLOT FORM – PC decided to
vote only for Cllr. Ambrose.
a) CPRE AGM 24.5.2007. Cllr. Ambrose gave a report on the meeting. Forecasted growth appears underestimated – 780m passenger by 2030, 25m per year thereafter.
Locals will suffer sleep disturbance. Airport has no responsibility re. infrastructure.
Master Plan will not be required – White Paper.
b) TOWN
& PARISH DEVELOPMENT CONTROL WORKSHOP - 7.6.2007. Cllr. Ambrose gave a report on
the meeting explaining that NSC’s new web site is more user friendly with items
going back 2 years at present. All
current P/A’s are on the Web. At any one
time there are 600 live P/A’s, 1600 objections & 400 Councillor’s response
forms. Mention was made of Policy H7 to which GSW object. Village housing must be supported by jobs
etc. Most householders will not have to put in P/A’s
c) ALCA NS GROUP AGM & GENERAL MEETING 14.6.2007. Hangstones Pavilion, Yatton. No one able to attend – send apologies.
d) ACTION FOR RURAL COMMUNITIES ANNUAL CONFERENCE

Farewell evening for ‘retired’ Councillors – Cllr. Sage will purchase presentation pieces.
Lorries are still parking overnight in the lay by at the bottom of Tower House Lane and keeping their refrigeration units running disturbing residents of those houses close by. Clerk to write to Environment Agency.
Advertising Boards are placed at either end of the lay by when the snack bar is there. These have already been notified to Highway’s Dept.
