MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 12 JULY 2005 AT FAILAND VILLAGE HALL

 

PRESENT :- Cllrs. Sykes (Chairman), Sapsed, Sage, Sheppard, Mrs Moon, Mrs Parsons, Down, Mrs Shaw, Ambrose.

 

IN ATTENDANCE:- D/Cllrs. Cook & Roberts, Sally Varley, PC Adam Clarke (7.54) & Clerk.

48                 PLANNING & ENVIRONMENT

 

f)         MEETING CLOSED – Nigel Bridge, Business Development Manager of Shaw Healthcare (Homes) Ltd gave a presentation re. the Proposed Nursing Home on land at Lodge Lane – The Elms. He was then questioned by several members of the public.

MEETING OPENED 8.33PM.

 

Councillors then made their comments on the proposal.  They included :-

 

Urban building is out of place in a rural setting

Shaw state 2 ½ storeys – plan shows 3

No objection to A Nursing Home – but not this large size which is too big against the Local Plan in mass and density.

Not enough staff proposed for 3 shifts of EMI nursing and not enough car parking even for those proposed + visitors.  Cars will inevitably be parked in The Elms residential estate or Lodge Lane.  This off site parking is not acceptable.

 

RECOMMENDATION – That the application be REJECTED for the following reasons          

1.       The mass is too large for the site.

 

2.       Overcrowding

 

3.       There are inadequate parking provisions

 

 

Unanimous voting by all the Councillors present.

POLICE

 

PC Adam Clarke, 2707, gave an update on crimes for May/June.  They were up on last year from 14 to 25.  Many were theft from Motor Vehicles, sheds and garages.

Dwelling crime was down from 4 to 1.  They are sending a letter to The Elms residents warning about thefts.  Particularly mentioning leaving places unlocked or open in the hot weather.

Speeding machines are scheduled for Wraxall.

Thefts have included 2 Chimney Pots, 3 Horse boxes and a caravan.

a)       APPLICATION 05/P/1073/F – Variation of condition 7 of Planning Approval 04/P/0508/F to allow for the use of the approved vehicular access by non agricultural vehicles for up to 14 days in any year for North Somerset Agricultural Society at Field no. OS 0005, Station Road, Flax Bourton.

 

RECOMMENDATION – Approve, with a possible condition that when being used as an exit there should be a marshal in attendance.

 

b)       APPLICATION 05/P/1296/RM - Submission of Reserved Matters of external appearance, siting, design, means of access and landscaping for the erection of 1 no. bungalow and 1 no. dormer bungalow pursuant to Outline  04/P/0106/O for Mr S Crocker at 39 Weston Road, Failand.

 

RECOMMENDATION – Copy of the report sent to NS. Although two dwellings is overcrowding, the Inspector allowed it.  We therefore recommend ‘no further objections’.

 

c)       APPLICATION 05/P/1407/F & 05/P/1409/LB – Retention of existing vents to external wall for Mrs V J Wedlake at Wraxall House Hotel, Bristol Road, Wraxall.

 

We would have preferred a more sympathetic style of vent and are concerned as to the effectiveness in preventing noise breakout.  We have no information on their capacity or sustainability for the occupancy or acoustic performance.

 

RECOMMENDATION – Provided the installation complies with Building Regulations and Listed Building consent we would not object.  However, we have concern as to the ability to ventilate the rooms with closed windows and doors during a large function.

 

d)       APPLICATION 05/P/1427/F – Erection of a pitched roof to replace existing flat roof, a front porch and a side extension/infill linking existing dwelling and garage for Mr J Palmer at Newlands, Tower House Lane, Wraxall.

 

RECOMMENDATION – Approve.

 

e)       APPLICATION 05/P/1430/F – Retrospective erection of an agricultural dwelling for G P Jones & Sons, Manor Farm, Green Lane, Failand.

 

Report by Councillors sent to NS.  The application is NOT supported as it still remains inappropriate development in the Green Belt, having been built on a ground floor plan exceeding that permitted.  REJECT.

 

f)         APPLICATION 05/P/1436/F – Erection of 80 bed EMI nursing home with 10 person daycare centre and accommodation for 6 key workers for Shaw Healthcare Homes Ltd on Land at Lodge Lane, Wraxall. See above.

 

g)       APPLICATION 05/P/1449/F - Erection of a single storey side extension for Mr S Flurry at Charlton Lodge, Charlton Drive. Wraxall.

 

RECOMMENDED – Approval is recommended but we must point out that this is a Listed Building – being in the curtilage of The Downs School – and that a ‘store’ has been demolished.

 

h)       APPLICATION 05/P/1437/O – Erection of a dwelling with access from Lodge Lane (Outline)  INFORMATION ONLY – NAILSEA APPLICATION

 

EXTRA

APPLICATION –05/P/1540/ADV – Display of 4 free standing signs and 2 gate mounted signs (all non-illuminated). For National Trust at Tyntesfield.

RECOMMENDATION – Approve.

i)         GRASS MAINTENANCE

 

It was reported that the contractors had failed to cut any of the sites mentioned on the schedule for three weeks.  Prior to that only a few of the sites were mown.  This has resulted in the grass at various sites being so long as to be unacceptable from a safety angle.  Voting was 9-0 to end the contract and to get some emergency work done on four sites -–Millennium Green, Top of Tower House Lane and top & bottom of Wraxall Hill.  Thereafter to ask the Company who put in the next lowest tender if they could undertake the work. Letter to be sent to Serviceteam telling them that we are having to get the emergency work done and that we can no longer continue in this manner.  The contract to be terminated.

 

j)         CLEAN NEIGHBOURHOODS & ENVIRONMENTAL ACT 2005

 

Cllr. Sage reported that the collectors for the re-cycling had left a 100 yard paper trail and a broken bottle after the Wednesday/Thursday collection in Lower

Failand.  Letter to be sent to Waste Management stating that the collectors were acting illegally in that the load was not covered and that a bottle was insecure.

 

k)       CHARTER

After several readings of the Charter by different Councillors it was felt that the Parish Council did not wish to sign up.  Letter to that effect to be sent

 

l)         CROSS TREE SITE & SLIP ROAD.

The Architect has only just received the archaeological survey and so the draft of the Listed Building application, which should have been presented at this meeting, will not now be with us until August or September.

Highways say that they do not have funds to do the work needed to close the Slip Road.  However they will draw some lines on the road indicating their intentions.

 

m)     Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Council.

 

49                   HIGHWAYS

 

a)       INCREASING SPEED OF VEHICLES THROUGH WRAXALL VILLAGE ON B 3130.

It was felt that if drivers adhered to the speed limit there would not be accidents like the two which have occurred recently outside ‘The Battle Axes’.

 

b)       HIGHWAYS MOVE. Much of Highways Dept. have left King’s Court, Nailsea and are now at Weston Court. Winterstoke Road, Weston-super-Mare.  However some of Highways remain in Nailsea. (Frank Cox)

a)   NORTH SOMERSET RIGHTS OF WAY IMPROVEMENT PLAN

     

      Report ‘Draft 2’ to be sent to NS.

 

b)   RIGHTS OF WAY MEETING 6.7.05  Copy of the notes from the ROW meeting

      circulated to all present.

     

c)       PROPOSED DIVERSION OF F/P LA 20/38 Rectory Cottage.

After a discussion it was decided that the Clerk should reply to the residents of Rectory Cottage ‘ At this time the Councillors do not support the case’.

Some Cllrs. will walk the footpath.

a)       REPLIES ON BEHALF OF D.G. & DIRECTOR OF WESSEX, in reply to our letters re. Property Managers position have been received.

b)       BRISTOL INTERNATIONAL AIRPORT MASTER PLAN PROGRESS

Cllrs. Sage & Ambrose had attended.  Report to be sent out with August meeting

Agendas.

a)       CAR SHARING SCHEME – New posters to N/Bs

 

b)       LOCAL AGGREGATE LEVY SUSTAINABILITY FUND GRANTS.

Circular to be read to ascertain if anything may be claimed for the villages.

 

c)       WOODLAND TRUST APPEAL re. 900 acres of the largest ancient wood in Wales.  Not approved.

 

d)       TRAFALGAR – Various ideas but nothing finalised as yet.

 

e)       MILLENNIUM GREEN ANNUAL INSPECTION

Various items have been indicated as failing to meet requirements. Consideration must be given to the report.
