MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 7.30PM
12 DECEMBER 2006 AT THE COMMUNITY ROOM, THE GROVE, WRAXALL.
PRESENT – Cllrs. Ambrose (Chairman), King (Vice Chairman), Mrs Shaw, Sheppard, Down, Sapsed, Delmas, Mrs Moon & Sykes.
IN ATTENDANCE – District Cllr. Cook & Clerk.
PUBLIC – 2 T-Mobile, Ruth Gofton National Trust, PC Adam Clarke 2707 + 1 PCSO.
APOLOGIES – District Cllr. Roberts, Cllr. Parsons & Sally Varley Liaison Officer.

Re: Budget – Cllrs. Mrs Moon & Mrs Shaw are happy with the overall
figure but do not wish £500 to be spent on the Web Site.
The minutes were then signed.
a) THE MEETING WAS CLOSED AT 7.43PM to allow Gordon Symonds (Community Liaison) & Ian Mackintosh (Project Manager) to address the Council on behalf of
T-Mobile.
They stated that they were still at the stage of
‘choosing’ a site from 4 but favoured one at Ashton Hill Farm,
Cllr. Sykes mentioned the T-Mobile Planning Application 06/P/2746/F which we were told had been discussed at the PC meeting in Long Ashton. Mr Symonds & Mr Mackintosh stated that they knew nothing of this application.
MEETING REOPENED AT 8.20PM.
PC Adam Clarke 2707 then introduced the PCSO Mel Downton.
The police have a new crime system and he had taken the crime statistics from that.
During November there had been 4 offences –Theft, Distraction Burglary, Theft of Motor Vehicle & Smoking Cannabis.
He mentioned Local Action Team and said that John Hunter (Chairman) would arrange for a volunteer to come and address the Council if we so wished. D/Cllr Cook strongly advised us to have a LAT.
The Speed camera van had been in the lay-by below the school.
Cllr. Ambrose told PC Clarke that we had arranged for NSC to clear the undergrowth on the central reservation between the main B3130 and the lay-by at the bottom of Tower House Lane which was now much less likely to attract ‘dumping’ and other problems.
b) PARISH PLAN - Cllrs. Sheppard & Delmas were asked to liase on this.
c) CROSS
TREE SITE – The report of the meeting in
Cllr. Sapsed gave the background regarding quotations and tenders.
2003 – Architect approached. Cost estimated at £10,500.
2005 - 4 tenders were obtained from approved ‘conservation’ builders. These were wide ranging. from £32,946 to £10,000.
March 2006 – the two cheapest confirmed that their tenders were unchanged at £10,000 & £15,000.
November 2006 the cheapest, Quayles’ confirmed £10,150, using either of two stones, and that price will be held until April 2007.
The Grant obtained is £11,036. Funding will be 100% which incorporates inflation of 3.5% and contingency of £1,500.
RESOLUTION – To place the contract with Quayles. Unanimous.
The Archaeologist, Mr Broomhead, charges £75 per day. £750 allowance should be enough, unless he finds anything untoward. He is to be told not to proceed beyond £750 without coming back to us. Unanimous.
Cllrs. Ambrose, Sapsed and Mr AJ Tavener are to meet and agree a leaflet/brochure to keep the public informed of what is to take place. Work should start in April 2007.
d) CODE OF CONDUCT – There is a new Code of Conduct and Cllr. Ambrose advised that all should revisit this item to ascertain that they are complying with the new code.
e) CONTACTING
f)g) REGIONAL CRISIS CENTRE – The Planning Officer had been asked the rationale and
details of the proposals. The primary reason for the siting of the new facility is that they own the land. Secondly the location suits them. The vehicles will not be 'blue light' vehicles. They will be the size of skip lorries and will clip a module on the back. Training will be at Avonmouth but other that that they will not go out very often. This is a Central Government thing – they are ‘dotting’ them around the country. The P/A was considered at CAC on 7 Dec. with a recommendation for approval and was referred to Planning & Regulatory Committee which is on 7 January 2007.

being asked ‘if they can have it at the existing Fire Station on
Regarding the Crisis Centre being on the existing Fire Station site:-
Cllr. King doesn’t support . Cllrs. Mrs Moon & Mrs Shaw don’t object.
Cllr. Delmas felt that it should be nearer the Motorway.
Cllr. Sapsed agreed with Cllr. Mrs Moon, that it should be away from Avonmouth.
Cllr. Sheppard felt that the building should be as aesthetic as possible where it is.
Cllr. Down ‘No comment’.
Cllrs. Ambrose and King think it is the wrong place.
Comment:- There are differing views. There is no choice as to where it can go – so make it acceptable.
g) COUNCILLORS & ATTENDANCE – It was mentioned that some Councillors often miss the meetings and are also away at other times. Additionally Cllr. Sapsed stated that he wished to ‘stand down’ as soon as possible.
Cllr. Mrs Moon stated that she will be at 8 of the meetings in 2007.

a)
APPLICATION
06/P/2569/TPO – Oak x 1- 30% crown reduction and crown clean for Gary Wright
15, Green Pastures Road, Wraxall.
RECOMMENDATION – Cllrs. spoke with the neighbour at
No. 17, who is aware of Mr Wright’s intentions regarding an Oak tree. However, the tree identified on the Plan
provided is not the tree Mr Wright discussed and wishes reduced. Also both trees appear to be on Public Open
Land (NS presumably) and not the property of either Nos. 15 or 17. Ownership should be verified before any
actions are undertaken. Councillors do
not object to authorised reduction of the correct tree. No objection.

APPLICATION
06/P/2600/T2 – Maple x 1 Fell, Magnolia x 1 – balance crown FIVE DAY NOTICE. Letter received stating that
Prior Approval will be required as the area is less than 5 hectares.

06/P/2662/RM – Submission of Reserved Matters of Appearance and Landscaping for
erection of 2 No. detached single storey dwellings persuant to Outline Planning
Permission 06/P/0217/F relating to Plot 1 of the development.
RECOMMENDATION –
Councillors pointed out that, whilst they had the plans for
Plot 1, some of the
information details related to Plot 2.
They have no problem with
the RM relating to Plot 1.

AIRPORT MASTER PLAN (Letter from Chair of Parish
Council’s Airport Assn.)
Letter read to
Councillors. Hilary Burn, Chair, PCAA is
urging all Parish Councils to write to North Somerset Council asking them to
extend the deadline for the consultation period. D/Cllr. Cook said that there has already been
more consultation time allowed than usual.
Cllrs. felt that the consultation period should be extended to the third
week in January, in view of the Christmas period, and go before the full elected body of NS
Council. It was mooted that newspaper
space should be taken to ask for views
Cllr. King felt there
should be a strong campaign against the Airport expansion.

98 HIGHWAYS & TRANSPORTATION
Cllr. Sheppard asked if the sign on the B3128
indicating Lower Failand, down Horse Race Lane, could be repaired. Advised that it had already been reported.

a) Rights of Way Improvement Plan. Consultation until 29 Dec. 2006.
This has been read by Cllr. Sykes who has filled in
the consultation form. D/Cllrs. Cook recommended reading the Improvement Plan.
Taken by Cllr. Down who will read it and make comments prior to the form being
sent by 29th December.
100 TYNTESFIELD
a)
Quarterly
report by Ruth Gofton. There had been 102,000 visitors during the season. The shop was open last weekend and will be
open this coming weekend for gifts and Christmas Trees. 15 or 16 wax fungi have been filmed for
‘Nature in Britain’. Tyntesfield will also feature in ‘Dracula’ over
Christmas. They are having talks with
NSC and Bristol Buses re ‘stops’.
Planning permission will shortly be applied for to extend for 3 years.
There is to be a public consultation in February and an exhibition on 26 Feb.
in Nailsea seeking the public’s views.

a)
Letter from
Louise Grover re: Manor Farm appeal decision.
Also reply, to our letter, received from Liam Fox stating that he will
be writing to NS to question the decision.
b)
A Christmas
card has been received from Nailsea Town Council and an e-mail greeting from
Graham Turner.
102 MEETINGS
a)
North Somerset
Partnership Event – Improving our Communities. Cllr. Ambrose reported
interesting and varied speakers. There
was about 150 people attending. 39% were
from NSC with 62% from other bodies supported by the Government. Cllr. Ambrose queried if it was necessary.
b)
Parish
Plan – Chipping Sodbury. Cllr. Ambrose, attended with the clerk, a
well run session which covered all the points of a Parish Plan.
There are to be further sessions on specific areas
relating to the plan.
c)
Housing
Strategy event. The main point coming
from this event was regarding homelessness which can be caused by the LA
evicting defaulting families. Also partnership break-ups which means that 2
houses are needed where one was sufficient before. .
d)
Parish Plan
networking. Cllr. Delmas reported on
this event which took reps. from councils considering Parish Plans round to 3
other councils which have already completed plans. They recommend undertaking a good survey, tailored
to the Parish, which should not be sent out by e-mail. All three parishes felt that the Plan was
good and pulled the community together.
e)
Development
Control Workshop. Cllr. Sykes reported that this workshop had talked about many
topics – 106 agreement changes, tree/hedgerow protection rules, amendments to
plans after granting, development control update, Green Belt policy, Appeals
procedure, sustainable development, H7 policy – we would be able to say ‘No
jobs so no development’.

Meeting with
Richard Kent. Real evidence is needed
before we can ‘point the finger’ at anyone.
D/Cllr Cook needs to know if this comes about.
g)
Joint Transport
Forum. Cllr. Ambrose reported that at
this meeting the Government of the South West felt that they had been good to
meet their targets, however, it seemed that this had been achieved to the
detriment of the travelling public.
Above average speeds had been recorded on the B3130.
MEETINGS TO COME
Since the Agenda was compiled a letter had been
received setting out more meetings regarding the Parish Plan than originally
mentioned at h,i & j. Cllrs.
Sheppard & Delmas asked for a copy of the revised dates

BUDGET –
Formally approved – also see Item 95.
b)
The Clerk
stated that she is happy to receive remuneration relating to 20 hours work per
week even if more hours are worked. She
will not make a claim for the use of her house as an office, heating and
lighting for the office, electricity for the computer, use of her personal
Fax/photocopying machine nor for mileage.
She will only increase her salary by the national increase when this is
advised to the Parish Council by ALCA.
It must be noted that these
costs could be incurred by subsequent Clerks.

104 CHAIRMAN’S URGENT ITEMS
a) Appeal re: Change of Use and conversion of barn to offices at Weston Hill Farm, Weston Road, Failand for Mr R G Jones.
Cllr. Sykes has drafted a reply to the Inspectorate which must be with them by 19 December. He also asked that the letter ask that we be fully informed of any site visits or matters arising and to be advised of the outcome.
