MINUTES OF THE MEETING HELD 8 July 08 were agreed and signed.

CRIME FIGURES A reduction from 8 to 6 on July last
year.
2 Assaults Domestic. 1 Assault
non-domestic.
Theft of sheep hurdles from North Somerset Ag. Ground
1 Threat to commit damage. 1
Damage to a window.
Cllr. King said that within the last week there had been a case of a
sheep having its throat ripped out by a largish dog.
Cllr. Mrs Shaw mentioned that low loaders were still coming through
Failand and that Speed Watch had been considered in Failand but no suitable
site had been found.
It was also mentioned that we had received a request for a 40 limit
through Tickenham Hill to Stone Edge Batch.

TYNTESFIELD Ruth Gofton gave a report on activities
at Tyntesfield.
Planning to re roof and rewire (under floorboards)
Next year the Victorian plumbing.
Visitor facilities Model farm on 2 floors. If too expensive it may be
just ground floor. Planning permission Jan 09 Build 2009/10 Opening 2011 .
Two way road may wind between trees but would go to public consultation
first.

a)
PARISH BOUNDARIES Cllr. Law said that a
flyer was to be sent round urging residents to write to NSC. It was felt that it would achieve more if a
petition was sent to all residents for completion and return. D/Cllr. Cook will take the completed petition
to NSC.
b)
CORPORATE GOVERNANCE This item to be
carried forward to September Agenda.

STREET TRADING LICENCE APPLICATION re.
Griddle at bottom of THL.

d)
PARISH PLAN Questionnaires are coming
back. A possible 50% at present. Cllr.
Pitt has been asked to collect those dropped in at The Village Club. Re. sponsorship ~ the marketplace has changed
and businesses are preferring to give help in kind rather than money, Seven more possible sponsors have been
identified.
Money will need to be spent on scanning probably £1500 and £400 for a
University person to do the analysis.
Despite the Clerk stating that money should not be spent until grants
have been obtained it was voted (9 for and 1 against) that £1900 be made
available but this must be covered by grants.

NS REPLACEMENT LOCAL PLAN This was two
volumes and was taken by Cllr. Sage.

APPLICATION 08/P/1466/TPO Oak x 1 30% reduction,
Silver Birch x 1 30% reduction for Mr Owen, 4 Short Way, Failand.
RECOMMENDATION Approve.
b)
APPLICATION 08/P/1470/F Front extension
to existing garage for Mr & Mrs Ullrich.
RECOMMENDATION The only reservation is the imposing presence the new
roof would have over the back door and path of the neighbouring house (No.
8). However Councillors were told that
No. 8 had been vacant for 8 months. If
the roof is acceptable then APPROVE.
c)
APPLICATION 08/P/1489/F Erection of a
single storey side extension for Mr R Jones, The Granary,
RECOMMENDATION Councillors have cleared with the applicant that there
have been no extensions since the original work was done on this property. It is in the Green Belt but is in keeping
with the dwelling and does not affect anyone as it is at the back of the
house. No problems.
d)
APPLICATION 08/P/1522/F Erection of a
detached garage for Mr N Smythe, Stileways, West Hill, Wraxall.
RECOMMENDATION Although this appears to be a retrospective
application Councillors felt that there was no problem.
e)
APPLICATION 08/P/1581/F Variation of
condition 4 of planning permission 06/P/0616/F to change delivery times to
allow tanker delivery times to be unrestricted, small deliveries through
electric doors to be unrestricted and rear delivery doors not to be used
between 18.30hrs and 07.30 hrs seven days a week. For Tout Ltd., Wraxall
Service Station,
RECOMMENDATION After a discussion it was felt that the deliveries,
and the trolleys used, would make a lot of noise. There have been objections from neighbours.
Unanimous voting for REJECTION.

at 23A. Letters sent to NSC but the TPO remains in force.

SITE VISIT 28.7.2008 Rose Cottage,
This was attended by Cllr. Ambrose who stated that it was run very
properly by the Inspector.

Clerk reported on decisions made by NSC on
planning application previously considered by this Parish Council.
85 HIGHWAYS & TRANSPORTATION
a)
SPEED LIMIT REQUEST RE B3128 TICKENHAM
HILL has been received from Mrs Bath who lives on Tickenham Hill, just outside our
Parish 40mph.
Copy letter sent to, and copy of reply received, from Mark Sellick
stating that this would be classified as Minor Works and as such would normally
be considered
within 6 weeks. Request will be
held on file until the next review, at which time a decision will be made about
whether or not to proceed. This decision
is subject to support from Ward members, the Parish Council and the Chief
Constable,
b)
FIXMYSTREET John Chapman advises that
there is a web site on which anyone can report highway problems. Discussion on publicising this on our web
site ensued. Allocation of areas on which individual Cllrs. are to report to be
drawn up and request for action to be forwarded to Clerk.

Parish Liaison & Area Officers Invitation to join. No takers.
INCIDENT by Battle Axes on B3130 5.8.2008. Letter sent to Paul Smart asking if something
could be done as the safety scheme is obviously not working. Reply received from John Painter First he
had heard of the incident and first this year. (They only receive details of
injury accidents). Only thing he can
offer is to do some speed measurements to compare with speeds just after the
works (Safety scheme) were done.

a)
MEETING RE NS AGRICULTURAL SHOWGROUND 11
JULY. Cllr. Ambrose
Reported that the meeting, Chaired by Colin Pope was well attended.
The presentation from the consultant was forceful. There was no real outcome.
Cllr. Ambrose stated to the NS AG. meeting that the parish only
supported the Agricultural side and would not consider a change of name which
did not include Agricultural. When the
wind is from the East any noise from the show ground can be heard in Nailsea.

ALCA NORTH SOMERSET GROUP 17 JULY. Cllr.
Delmas reported that Noel Walters will continue until October when Tony Crouch
will take over, Noel Walters will become
Treasurer.
Sharon Baker (Assistant County Secretary) has now left ALCA.

We asked for paper plans.

SITE MEETING LAUNDRY COTTAGES 21 JULY 2008. Very much like the
previous site visit.
REPORT ON THE MEETING RE.
This was a well supported meeting.
The plans were drawn up and presented for viewing prior to submission to
NSC on 2 Sept.
There are to be two more meetings one with Nina Paternoster and
Ecology and one with Louise Davidson (ERHA) and Dave.
