FAILAND PARISH COUNCIL MEETING HELD

Delmas; Extra Item- Hay Barn on land east of
PC Clarke addressed the Council.
He gave a brief history of himself 10 years in the force in WSM and
Clevedon, 5 in Nailsea. He has lived in
Nailsea for 21 years. He then gave an
update of the crime figures and the opening times for the Nailsea station
Monday to Friday 8-8, Saturday 10-6, Sunday closed. The telephone number is 01934 638366. The non-emergency number is 0845 456 7000.
25 MINUTES The minutes of the meeting held 8 March 2005 were agreed and signed.
a) APPLICATION 05/P/0377/F Temporary change of use from private estate to public attraction with marquee adjacent to stable yard and mobile catering unit within the stable yard. Erection of portaloos near to the kitchen door.
For National Trust at Tyntesfield.
MEETING CLOSED 7.53 when Ruth Gofton was asked why the marquee and mobile catering unit were necessary It is until the temporary car park is build and then catering will be as specified in the temporary car park planning application.

Clerk reported that the recommendation had been sent, following a decision by a quorum, to comply with NS deadline No objection.
b) APPLICATION 05/P/0538/F Erection of replacement dwelling for Dr & Mrs I G Ryder at The Gables, Tower House Lane, Wraxall.
RECOMMENDATION - No objection.
c) PRE DECISION AMENDMENT FOR INFORMATION PURPOSES ONLY
Proposed extension to existing eating area to provide additional seating facilities in connection with Noahs Ark Zoo Farm for Mr & Mrs Bush, Moat House Farm, Failand Road, Wraxall. Amendment comprising change of application description to describe the proposals more accurately.
Amendment noted. However a letter to go to the Planning Officer asking why LB application has not been submitted in this case, as Moat House Farm is a Listed Building, and also stating that a car park can now be seen from the B3128 and we have not received a planning application in respect of this.

APPLICATION 05/P/0659/F Erection of 80 bed EMI nursing home with 10 person day care centre and accommodation for 6 key workers at The Elms Local Centre for Shaw Healthcare (Homes) Ltd
MEETING CLOSED 8.04PM to allow the public to speak.
MEETING OPENED 8.30pm.
After a long discussion Councillors voted to REJECT this application and a letter to this effect will be sent to NS Planners together with 3 pages of comments and a copy of a letter which has been sent to us. Additionally Cllrs. voted to sent a letter to Graham Turner, CE of NS, stating that it would appear that NS have a vested interest in the development and were, therefore, acting in a manner not consistent with open government.
d) PRE DECISION AMENDMENT FOR COMMENT Erection of two storey building to provide 3 no. retail units on ground floor with 2 units in retail (A1) use and 1 unit in floor and drink (A3) use. Provide 4 no. self-contained flats on first floor. Formation of retail customer parking and separate residential parking on land at Lodge Lane, Wraxall.
REPLY had been sent to this pre decision amendment to meet NS deadline This small alteration to the roof line makes little difference to the main reasons for rejection of this application i.e. no perceived need as many shops are vacant in Nailsea; A3 fast food outlet is not wanted locally; materials are inappropriate for the surroundings. Therefore, REFUSE Inappropriate and unwanted development of the land.

Erection of hay barn on land to the east of Charlton Drive, Wraxall for Mr M Hill.

e) APPEAL RE SITE AT MANOR FARM, GREEN LANE, FAILAND Dismissed
ALSO APPEAL 16 BELMONT DRIVE, FAILAND - Dismissed.
f) DOG BIN ON THE ELMS
Letter to go to NS asking if they can provide a bin under the original 106 agreement. However, prior to the letter being sent, we were advised to wait as
it may be possible for NS to provide bins with the PC only having to stand the cost of emptying.
g) CROSS TREE SITE
The P/A was withdrawn. NS want further information but this had been provided in March 2003. Mrs Maggs, Architect, to reply to NS letter.
Meeting to be arranged prior to Planning Application being further discussed at the next PC meeting and subsequently re-submitted to P/D.
h) Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.
a) REQUEST FOR ATTENTION FORMS Replies noted.
Request was made to ask Highways to remove the Grit Bags for the summer months.
a) NAILSEA ROUND Footpath Forum 14.4.2005.
b) BRIDLEWAY ELMS. Cllr. King to arrange a meeting with Highways Dept. and
he will also speak to Barbara Bennett of Bridleways Assn. re Failand signs.

CORRESPONDENCE
a) NORTH SOMERSET TOWN & PARISH CHARTER
This sets out the services which NS will give. It needs the signature of ALL PCs. Cllr. Sykes stated that he had no intention of signing this.

a) MOTHERS & TODDLERS GRANT
M & T are asking for the reinstatement of a grant instead of using the Community Room. They wish to use FVH in the future as there is more room inside and out. The grant had previously been £100. Cllrs. voted to grant £150. Letter to be sent informing M & T group.

It was felt that, as there are many outstanding Highway schemes which
have been ongoing, some for several years, a letter should be sent to Ian Edser
of Highways Dept., with a copy to Peter Burden, setting out all the O/S schemes
and stating that a Motion of No Confidence will be considered at the next
Parish Council meeting if nothing is done.
