MINUTES OF THE PARISH COUNCIL MEETING HELD

THE COMMUNITY ROOM, THE GROVE, WRAXALL  7.30PM 11 OCTOBER 2005

 

 

PRESENT – Cllrs. Sykes (Chairman), King (Vice Chairman), Delmas, Sheppard, Down, Sage, Sapsed, Mrs Shaw. & Mrs Moon from 7.42pm.

APOLOGIES – Cllrs. Ambrose, Mrs Parsons & Sally Varley (Liaison Officer).

MINUTES – The minutes of the meeting held 13 September 2005 were read & signed.

 

69     PLANNING & ENVIRONMENT

 

a)       APPLICATION – 05/P/2063/F – Erection of a single storey extension to existing block plant for Castacrete Ltd at Plantation Works, Clevedon Road, Failand.

 

Decision made at previous meeting to recommend Rejection and to have the application ‘called in’ to CAC.

 

b)       APPLICATION 05/P/2108.F – Erection of a pitched roof to replace existing flat roof.  Erection of front porch and a side extension/infill linking existing dwelling and garage for Mr J Palmer, Newlands, Tower House Lane, Wraxall.

 

RECOMMENDATION – Minimal amendment to 05/P/1427/F – Approve.

 

c)       APPLICATION 05/P/2175/F – Erection of two detached dwellings with garages and access off Manor Way for Perspective Developments Ltd – Land to rear of 13 Clevedon Road, Failand.

 

A long discussion ensued between residents and our Councillors.  However Councillors were already of the opinion that the site was ‘too crowded’ with two properties – the prior application with one bungalow would be fine.  They were also concerned regarding the lack of privacy which surrounding residents would be subjected to; the lack of sewerage provision; soak away could be a problem on Failand’s rocky base and the proposal to build over an existing sewer which serves other properties.

 

RECOMMENDATION – NOT to support. Councillors objected in principle but if you are minded to approve they wish it to be ‘called in’.

 

d)       APPLICATION 05/P/2205/F – Erection of building to form giraffe house for Mr A Bush, Moat House Farm, Failand Road, Wraxall.

 

It was felt that this would be less obvious if further down on the farm.  The proposal is too large on the site.

RECOMMENDATION – NOT to support at that height on that site.

 

e)       APPLICATION 05/P/2271/F – Erection of a two storey side extension to include garage.  Increase ridge height of roof and installation of dormer windows and balcony to north (front) elevation and dormer window to the south for Mr P Green, 43 Clevedon Road, Failand.

 

This is almost a duplicate of 04/P/2221/F which was granted despite our recommendation for refusal.  This is the third application for this site.  We can only reiterate what was said regarding the previous applications – Inappropriate and would cause a loss of amenity on both neighbouring sites.  It would be over development and out of character in this location.

RECOMMENDATION – NOT to support.

 

f)         PRE DECISION AMENDMENT FOR COMMENT – 05/P/1073/F – Retention and alteration of existing vehicular access and farm track for use as

1.         unrestricted access for agricultural vehicles and

2.         access for non agricultural vehicles for up to 14 days in any year with a

        maximum of 25 vehicles on each day.

  For North Somerset Agricultural Society on Field no. OS 0005 Station Road Flax 

  Bourton.

 

RECOMMENDATION – No objection.

 

      g)    AMENDMENT FOR INFORMATION – 05/P/1524/F – for Mr Holder, 50 Charlton

  Drive, Wraxall. Amendment comprises a reduction in the bulk of the proposal by  

        decreasing the pitch and width of the proposed extension.

 

EXTRA ITEM

APPLICATION – 05/P/2293/TPO – Copper Beech x 1 – 20% crown reduction and  

crown thin for FA Bartlett Tree Expert Co Ltd. for Dr Kemple, Failand House, Oxhouse Lane, Failand.

 

RECOMMENDATION – Support.  It was felt that the proposed work would prolong

the tree’s life span.

 

      h)    Clerk reported on decisions made by North Somerset Council on Applications

       previously considered by this Council,

 

70     HIGHWAYS & TRANSPORTATION

 

a)    PROVISIONAL JOINT LOCAL TRANSPORT PLAN – PROGRESS REPORT

No difference from the Consultative Document.  Town & Parish Councils are concerned re. the report.  Report on what this PC would like done to be sent to D/Cllr. Cook for a briefing meeting on 27 October.

 

      b)   The Community Beat Officer gave a report on accidents on the B3128 (West Hill) & B3130 (by Battle Axes Pub) in Wraxall.

            Statistics had been obtained from Highways Department of NS Council  which showed  21 recorded accidents (injury accidents) on the B3128 West Hill  and 6 recorded accidents around the area of The Battle Axes Pub on the B3130. There had been other accidents but only those resulting in injuries are recorded.

            Four residents of West Hill attended the meeting (they stated that others were with them in spirit).  Those attending were the ones most affected by the accidents in that the cars usually came to a halt by demolishing their front walls.  It was stated that West Hill has a blind corner, which is just on the Bristol side of the accident spot, and a 40mph speed limit was requested.  There have been attempts to stop the cause of accidents at that spot, usually by signage, but they have failed to make any difference. Clerk read a letter from John Painter at NS Highways Dept. stating that the corner is to be resurfaced – hopefully before Christmas but certainly before 31 March 2006.  This was welcomed by residents.  Clerk to write to Highways requesting a 40mph speed limit from Cuckoo Lane to Stone Edge Batch but if that length was too great certainly from Cuckoo Lane to the top of Tower House Lane.

            Other residents attended from the area around the Battle Axes pub. The accidents there had happened recently – since the bend at Gable Farm had been improved.  However the accidents recently mostly involved cars travelling towards Gable Farm and so that could have no influence on the situation.  Residents stated that there was no signage on the road travelling towards Bristol and little on the road coming into Wraxall.  More signage was requested regarding the bend and repeater speed limit signs after the one approaching the school from the Nailsea direction prior to the end of the 30mph after the Battle Axes approximately 350m south east of the junction with The Grove. It is estimated than 8 out of 10 motorists using that length of road are speeding.  The Comm. Beat Officer said that he would request Police radar checks on that road.

     a)    LETTER FROM TONY HIBBERT who is keen to extend various routes to Tyntesfield.    

            He wants changes made to footpaths

 

72  TYNTESFIELD

 

a)       CONSERVATION MANAGEMENT PLAN MEETING 20.9.2005.

Unofficial footpath on Wraxall Hill.  Access mainly for locals. Channel visitors to other parts of the wood.

 

73  MEETINGS

 

a)       ALCA  NORTH SOMERSET 4.10.2005.  Cllr. Sykes reported that Ian Edser had promised talks with Highways at PC.  Richard Whittington had stated that there would be 2000 of the 5000 Post Offices closed next year.

 

b)       ALCA AGM – is on 15 OCTOBER 2005 – Cllrs. Sykes & King will attend.

 

c)       AVON WILDLIFE TRUST AGM – Sunday 16.10.05 2.30PM

 

d)       COMMUNITY ACTION AGM 20.10.05 Long Ashton – Cllrs. Sykes, King & Ambrose will attend.

74  CORRESPONDENCE

 

a)       TRAFALGAR – Beacon to be lit at 7.15 on Friday 21 October 2005.  Cllr. Sage is arranging for Mulled Wine to be served to those attending.

Bells will be rung at Wraxall Church on Saturday 22 October 2005.

 

b)       LOCAL WORKS MOTION – This will be on November Agenda.
