MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 7.30PM 11 NOVEMBER 2008 IN FAILAND VILLAGE HALL

115 MINUTES ~ The minutes of the meeting held 14 October 2008 were agreed and signed after typographical errors were corrected.
116 CRIME FIGURES -~ PC Clarke had e-mailed the crime figures which showed 5
crimes compared with 4 for the same time last year.
Clerk to write to PC Clarke asking if he could put up poster sized notices in the ‘lay
by’ at the bottom of
down.
117 TYNTESFIELD ~ Tyntesfield is now closed but they will be open for 3 weekends in
December (Father Christmas, shopping and Carol Concerts). There had been
96,000 visitors during the open season ~ marginally less than last year.
Many fungi have been identified within the Estate – 630 including the Barometer
Earth Star. The Saw Mill is nearly finished and will be open next year. The visitors
centre will be undergoing major refurbishment but will be kept open during the work
so that the public can see what is being done. Work goes on during the ‘closed’ time
getting ready for next year.
118 ISSUES ~
a) BUDGET ~ Amendments were made reducing the proposed expenditure by £1950.
The precept was unanimously voted as £30000.
b) BOUNDARIES ~ An e-mail from District Cllr. Cook was read to Cllrs.
The petition was well received but all areas where boundary changes have been
suggested are part of a consultation which ends at noon on 24 December 2008.
c) PARISH PLAN ~ This was discussed within the Budget item. 118a.
d) QUARRY ~ Letters from Chris Nolan, Planning Dept. NSC and NALC were read to Councillors. Clerk to write to Chris Nolan to ask what ‘on going’ action he is going to take and what we should do if others are ‘dumping’ in the quarry.
e) AFFORDABLE HOUSING ~ Brian Tucker of Junada (the Company wishing to develop the Battle Axes site) has told Cllr. Ambrose that the number of Affordable Houses for the site has to be reduced and the two existing old buildings have to be ‘taken in’ to make other houses.
Currently the site stands at 10 houses and 40 rooms for the hotel side.
The main part of the site will be 3-4 storeys to include a basement car park. It will be lower at one end so as not to be as imposing.
a-e have already been recommended to NSC to meet their timing deadlines.

08/P/2087/F & 08/P/2089/LB – Change of use from annexe to Tyntesfield
Historic House and Grounds to holiday accommodation with parking space for 1,
refurbishment works to include rebuilding boundary wall, outhouse, south window
bay and north porch. Installation of
boiler flue, ventilation outlets to walls and roof, spotlights, drainage, services
including pumping station. and septic tank and internal repairs to include
floors, ceilings, re-plastering, fixtures and 2 fire surrounds for The National
Trust, Summer House Cottage, Tyntesfield.
RECOMMENDATION - Support , however Cllrs. did comment that the
services draining shows a contravention of Building Regs. with regard to the
location of sockets and main consumer unit being within 2m if a water service,
Cllrs. also noted that
tenants are expected to take their own rubbish to the end of the drive ~ a distance
of some 240m. Is this acceptable for
visitors without a car?
c) APPLICATION 08/P/2092/LB – Replace decorative felt tiled
roof with decorative clay tiles, replace cast-iron rainwater goods, finials and
Minton tiled internal walls for National Trust, Rose Garden, Summerhouses, Tyntesfield
Park.
RECOMMENDATION – Support.
d) APPLICATION
08/P/2123/F – Erection of a single storey infill rear extension, two velux
windows and 6 no. flat roof dormers for Mr M Wilson, Wynscote, Bristol Road,
Wraxall.
RECOMMENDATION – Approve.
e) APPLICATION
08/P/2142/TPO – Oak x 1 – Fell for Mr A Chapman,
RECOMMENDATION – Four
Councillors have considered this application and have voted, and
feel
very strongly, that it should be REJECTED.
The Oak is a fine specimen and should NOT be destroyed.
The owner intends to cut
down the Leylandi, i at the front of the property which will make the Oak tree
more visible for the general public to enjoy.
Since the Agenda was prepared a further e-mail from Mr Bussey asks that the meeting be rearranged. Clerk to advise that the meeting was to discuss planning concerns on Mr Chapman’s tree. If he still has concerns he should contact NSC

- 08/P/2314/F – Erection of a two storey extension to converted barn to

additional living accommodation – amendments to fenestration (amendment to
08/P/0423/F) for Mr D Battin, Quarry Farm
Barn,
There have been several previous applications on this property ~ 98/1946, 98/1948/LB &
00/1338.
There was a Condition 9 of the earlier applications which has never been met. When we
put forward our recommendation for 06/0423 we stated 'Approve subject to condition 9 of
earlier applications being resolved'. That application was approved with conditions BUT
nothing re. Condition 9 which had previously been incorporated.
We are not opposing the current application but are querying the previously imposed
Condition 9.
Delay as Southern Electric will have to erect the signs as they are to be
illuminated.
b) JOINT LOCAL TRANSPORT PLAN – Consultation 13 November 1pm ~ 8pm

Daniel Harding rang 10 Nov. to say ‘The field was ploughed and left in that state until the weather allowed planting – this has now been done & the F/Path
re-instated’. Cllr. Smith will check this and advise Clerk.

a) LETTER FROM WRAXALL CHARITIES RE RAYMOND LLEWELLYN
Agreed that Mr Llewellyn continue to serve as a PC nominated Trustee.
b) LETTER RE FAILAND BUS SHELTER stated that NSC would fund the work but would like to hand ownership to W&F when work completed.
Cllrs. felt that if we were to accept ownership they would rather keep the current good, substantial shelter and arrange for a window, or even a slit, to be placed in the west wall. Clerk to write to explain Cllr’s thought and ask if NSC would pay for a window or slit to be inserted in the current shelter instead of paying for a new shelter.
c) PLASTIC BAG REDUCTION –
Reply that the only plastic bag reduction Cllrs. would like to see is the collection of those littering our parishes.
