MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

11 JULY 2006 AT FAILAND VILLAGE HALL.

 

 

PRESENT:- Cllrs. 50         MINUTES – The minutes of the meeting held 3 July were agreed and signed.

 

POLICE:- PC Adam Clarke gave the following figures – Reported crime was down from 35 to 20 for April, May & June. Assaults, criminal damage & Thefts from vehicles, all down.

There is a new call centre at HQ for non-emergency calls – 0845 4567000 – emergency calls are still on 999.

Travellers – NS to site Monday, medical treatment arranged.  If fit & healthy NS can go back to site with written ‘Trespassing’ form. Court Order is for 48 hrs. They should move, under that order, on Friday PM.

There has been some damage to gate, young trees, green waste dumped, hedge used as a toilet, play area fouled but no evidence of who has caused the damage.

NS sign on the gate ‘trespassing’ ripped off and on the ground.  15 – 20 vans.

 

51         ISSUES

 

a)       CROSS TREE SITE – Cllr. Sapsed has sent in the application form for a grant.  Clerk to get written confirmation that Highways will contribute to the work (on highway only).

 

b)       COMMUNICATION – Cllrs. Sheppard & Down agreed to research this and report back to the next meeting.

 

c)       RAISING THE PARISH PROFILE – Cllrs. Sage & Mrs Shaw agreed to research this and report back to the next meeting.

 

d)       PARISH PLAN – Cllrs. Sykes & Delmas (in absentia) agreed to research this and report back to the next meeting.

 

e)       CLEAN NEIGHBOURHOODS – The Clean Neighbourhoods & Environment Act 2005 was implemented in April 2006.  It offers an opportunity to make our parish better.  Survey to be returned by 28/7.  Copy to each Cllr. for comment – to Clerk.

D/Cllr. Roberts suggested that we reply ‘Interested but not enough time since receiving the letter (as meetings are only held monthly)’. The possibility of employing an individual, part time, was discussed.  No decision made.

 

f)         MONITORING SPEED – Cllrs. explained to Chairman that this had been organised before but, due to reports in the press, those who had volunteered had declined to take part.  It was muted that the individual mentioned in e) could also undertake this with a volunteer Councillor.  The cost of employing a person would be included in the Precept.

 

g)       BONFIRES – These are not illegal unless they are causing a nuisance.  Chairman will make copies of the leaflet to be handed to residents.  Farmers can have bonfires only if burning usual items concerned with farming – but not tyres etc.

 

 

h)       STANDING ORDERS/QUORUM – All Parish Council members attending the meeting gave notice that the following Motion shall be tabled at the meeting on 8 August 2006:- ‘Three Councillors (a quorum) are authorised to make a recommendation on Planning Applications which fall due prior to a Parish Council meeting. If, at the next PC meeting, the remaining Councillors do not agree with the recommendation a further letter of recommendation is to be sent to the Planning Officer’.

 

52                 PLANNING & ENVIRONMENT

 

Recommendations for a) to g) have been sent to NS, after consideration by a quorum, in order to meet their deadlines.

 

a)       APPLICATION 06/P/1303/F – Extend front and side gable roofs and form new dormer window for Dr. D Paddock, Batsford, Failand Lane, Lower Failand

 

RECOMMENDATION – Support – However the Councillors noticed that the chimneys are lower than the proposed roof ridge height and felt that they must point that out.

 

b)       APPLICATION 06/P/1356/F – Erection of a side/rear conservatory for Mr & Mrs Adams, 35 Green Pastures Road, Wraxall

 

RECOMMENDATION –Approve.

 

c)       APPLICATION 06/P/1360/LB – Erection of a two storey frame-less glass infill conservatory to existing cottages for Mr R Lewis, Laundry Cottages, Belmont Estate, Wraxall

&

d)       APPLICATION 06/P/1362/F – Erection of a detached double garage with ancillary accommodation over and erection of two storey frame-less glass infill conservatory to existing cottages for Mr R Lewis, Laundry Cottages, Belmont Estate, Wraxall.

 

RECOMMENDATION – NOT TO SUPPORT – Please see the attached reports.

 

e)       APPLICATION 06/P/1388/F – Conversion of existing 4 bedroom dwelling into 2 no. two bedroom houses for Mrs J R Pickering, 53 Weston Road, Failand.

 

I am advised by the Councillors dealing with this application, that there is insufficient information provided to consider the application.  There is a very un-detailed ‘existing’ site plan but no ‘proposed’ plan and no details of sizing on the one ‘existing’ plan.  The application states that there is to be a new vehicular access and two extra parking spaces to be provided – but where?

 

Without the proposed plans we can only recommend refusal.

 

f)         APPLICATION 06/P/1400/F – Erection of a single storey rear extension for Mr & Mrs Lindrea, Rock Bottom, Bristol Road, Wraxall

 

RECOMMENDATION – Approve.

 

g)       APPLICATION 06/P/1435/F – Erection of rear conservatory extension to provide play area for Charlton Nursery Ltd, 49 Charlton Drive, Wraxall.

 

RECOMMENDATION – Approve.

 

 

 

 

h)       APPLICATION 06/P/1466/F – Change of use from agricultural to equestrian with erection of 10 livery stables, tack room, store and enclosed yard.  Erection of extension to south elevation of barn to provide parking.  Construction of a trailer store, a fenced menage (30 x 20m), hard surfacing and landscaping for Mr & Mrs Sweetman, Old Warren Farm, Portbury Lane, Wraxall.

 

RECOMMENDATION – Support if for private use and the drainage is correctly installed.

 

Having declared an interest in the following item Cllr. Sheppard left the meeting.

 

i)         APPLICATION 06/P/1513/F – Extend existing riding arena by 8 metres and re-position access for Mr & Mrs P M Fox, Marshfield House, Horse Race Lane, Lower Failand

 

RECOMMENDATION – Support, but access may not be adequate and flood lighting should be banned.

 

Cllr. Sheppard returned to the meeting.

 

j)         APPLICATION 06/P/1537/LB – Replace internal partition to bedroom 2, change glass to door and window on North elevation, alter guttering to South elevation for The National Trust, Home Farm House, Tyntesfield

 

RECOMMENDATION – No problems.   

 

k)       APPLICATION 06/P/1539/TP – Beech x 3 – fell, Lawson cypress x 1 – fell, Macrocarpa x 1 – fell, Turkey Oak x 2 – fell, Sycamore x 2 – fell, Larch x 1 – fell,

Yew x 1 – fell, Beech x 2 – Crown reduction 30% for Mr J Batt on behalf of Mrs Rushin, The Copse, Tower House Lane, Wraxall

 

RECOMMENDATION – Support – Mark the trees to be felled.  Replanting within this coming planting season.

(It would appear that the person undertaking the work is not the person who has submitted the survey hence our requesting the marking of the trees to be felled).

 

EXTRA ITEMS

 

APPEAL – 33 Clevedon Road, Failand.  Comments by 31.7.06. No date yet for Appeal.

APPEAL – Nursing Home Inquiry 19.9.06 (however the more recent application is going to CAC 13.7.06)  

 

l)         Clerk reported on decisions made by North Somerset Council on applications previously considered by this Parish Council.

 

53     HIGHWAYS & TRANSPORTATION

 

Cllr. Sykes raised the fact that the area at the junction of Whitehouse Lane and B3128, the piece of land outside the ‘breeze block wall’ is very untidy.  He asked that this matter be taken up with NS.

 

54     MEETINGS

 

a)       CENTRAL AREA LEISURE FACILITY 22.6.06 was cancelled.  Next meeting is 7pm Scotch Horn Centre, Nailsea 27 July 2006.

 

b)       CPRE 24.6.06. Cllr. Ambrose gave a short report of the meeting which was attended by Liam Fox who was supportive of CPRE.

 

c)       RE: OUTLINE PLANNING WITH RICHARD KENT & LOUISE GROVER

29.6.06. There is no change in their stance but they took on board what was said.

 

d)       CHANGE 1 THING 8.7.06. This should be encouraged as it affects the environment and so all of us.

 

e)       Forum for Economic Development & Regeneration is at 2pm 27 July 2006 at Business West, The Link Centre, Oldmixon Crescent, Weston-super-Mare.

55     CORRESPONDENCE

 

a)       Thank you letter from Tyntesfield for Grant Cheque.  Grant will be used towards a bat detector.

 

b)       GRIT BINS – NS are asking that we give our views regarding the current/proposed locations of yellow BINS. (Grit BAGS will no longer be used).

Cllr. Ambrose will report on the area of Wraxall.

Cllr. Sage will report on the area of Failand.
