1 MINUTES The minutes of the meeting held 14 December 2004 were agreed and signed.

PLANNING
& ENVIRONMENT
a) APPLICATION 04/P/3010/F Demolition of existing building and erection of two storey house for Mr & Mrs Black at Tinkers Firs, Tower House Lane, Wraxall.
RECOMMENDATION (Already sent) No objection but we would prefer the building orientation to be as the original. We recommend that construction be carefully monitored to ensure plans are adhered to.
b) APPLICATION 04/P/3107/F Erection of a first floor extension over existing double garage and erection of a single storey rear extension for Mr G Oliver, 2 Vowles Close, Wraxall.
RECOMMENDATION - (Already sent) No objection, with reluctance bearing in mind the impact on No.4. taking light from their garden and bathroom window and it will loom over their property but the owners on No. 4 do not propose to make a formal complaint in view of the reason for the proposed extension (to provide improved accommodation for an 8 year old wheelchair bound girl).
c) APPLICATION 04/P/3144/F Erection of a two storey rear extension with external and internal alterations (amendments to previous application 03/P/0078/F) for Mr & Mrs Lineham, Belmont Farm, Belmont Hill, Wraxall.
RECOMMENDATION - (Already sent) Approve.
d) APPLICATION 04/P/3168/F - Erection of side gable extension to property and replacement of free standing greenhouse with conservatory for Mr & Mrs Fletcher, School House. Sandy Lane, Lower Failand.
RECOMMENDATION (One letter already sent in the time restriction)
An imaginative development, however, the large glass structure on the South West elevation is out of keeping with the rest of the building. The extra accommodation on the Right Hand side of the North West elevation increases the bulk of the building. Neighbours at Jubbs Court, immediately below School House, object to the visual appearance and the possible reduction of light to their property.
Further discussion at the meeting and a second letter sent to clarify the recommendation :- REFUSE Inappropriate in the Green Belt and on that particular property.
e) APPLICATION 04/P/3191/TPO Irish Yew prune over drive to height of 4m, Yew x 2, Walnut x 1 crown lift to 4m over drive, Ash x 1 reduce long lateral over drive back to kerb for Mr Wedlake at Wraxall House Hotel, Wraxall.
RECOMMENDATION - (Already sent) Support.
f) APPLICATION 04/P/3216/F Erection of a first floor rear extension and a rear porch for Ms H Hunter, Snowdrop Cottage, Church Lane, Lower Failand.
RECOMMENDATION No objection subject to you having consulted with the residents of the three neighbouring properties. (Our Councillors have not been able to contact the neighbours in the time limit imposed on this application)
g) APPLICATION 04/P/3249/F Erection of a replacement dwelling for Dr & Mrs I G Ryder, The Gables, Tower House Lane, Wraxall.
RECOMMENDATION Support.
h) APPLICATION 04/P/3260/F Erection of single storey side extension for Mr & Mrs J Mitten, 1 Wraxall Piece, Green Lane, Failand.
RECOMMENDATION REFUSE This proposal is totally out of keeping with the row of cottages. We understand that a reduction in size has been requested and we await the amended plans.
i) APPLICATION 04/P/3308/F Erection of a rear dormer with balcony for Mr N
Janson at 21 Clevedon Road, Failand.
This application had not yet been considered by the Councillors reply is
requested by 25 January.
J) Clerk reported on decisions made by North Somerset Council on planning applications previously considered by this Parish Council.
At this point the Police Constable Leigh Mounter was asked to report on Crime figures he handed pre-printed sheets to all Cllrs. present.
a) SLIP ROAD/CROSS TREE SITE - Further letter received from Highways They propose that an Experimental Traffic Regulation Order be made to stop up the Slip Road as the bottom of Wraxall Hill. Clerk to confirm that the Council is in agreement with this and asking that it be implemented asap. in view of the safety aspect.
REQUEST FOR ATTENTION Replies read to Cllrs.
Cllr. Mrs Shaw asked that the Pot Hole near the junction of Sixty Acres Close with B3128 be reported. This was originally reported on 29.11.04.
a) MEETING WITH HIGHWAYS Letter received suggesting a meeting
w/c 24.1. 05. Cllr. King suggested 2pm 24.1.05. Those hoping to attend:-
Cllrs. Sykes, King, Delmas, Mrs Parsons, someone from Police Traffic Mgt., a District Cllr. and Mr S O Young.
Paul Holder arrived and was introduced to Ruth Gofton. He wished to speak about a bridleway through Tyntesfield.

TYNTESFIELD
a) TEMPORARY CAR PARK Ruth Gofton gave an update on the current progress regarding the temporary car park. The plans have been submitted to NS who are asking for more detailed plans of the terrain. Hopefully they should go to CACs February meeting. D/Cllrs. Roberts will chase when full set of plans are with NS
a) ALCA NEWSLETTER - on the display board at the back of the room.
b) ALCA VISIT TO BI AIRPORT - no one wished to attend.

details of which we should be aware.
