c)
APPLICATION 05/P/0059/LB Replacement of the tarmacadam and
non-grassed triangle with random coursed Pennant
paving surrounding the Village
Cross. Wraxall & Failand
Parish Council at Cross Tree Site, Wraxall Hill.
As the Parish Council could not discuss this P/A
whilst it is on the Agenda (being submitted on their behalf)it was decided to
withdraw it temporarily.
Cllr. Sapsed left the meeting for another
appointment.
a) APPLICATION 04/P/3308/F
Erection of a rear dormer with balcony for Mr N Janson 21 Clevedon Road,
Failand.
RECOMMENDATION (Already sent) REFUSE.
This is overdevelopment. The
person submitting the application has not taken the surrounding neighbours into
account.
It will overlook and take
away the privacy of the two properties to the left, two to the right and one to
the rear of No. 21.
We understand that the neighbours two to the
left and two to the right are sending in their objections directly to you.

APPLICATION 05/0007/F Erection of a front porch and alterations/extension
to the main roof with two dormer windows to the front elevation and three to
the rear for Mr C Gorman at 83 Clevedon Road, Failand
RECOMMENDATION Refuse. Sheet, in explanation, sent to Planning Officer.

APPLICATION 05/P/0120/F Extension to food barn for Mr & Mrs Bush
Moat House Farm Failand Road Wraxall.
Site visit arranged for Thursday 10 Feb. with Cllr.
King, D/Cllr Cook & Mr Bush.

APPLICATION 05/P/0154/F Temporary change of use to open house and
estate to the public. Associated work to
provide temporary car park and visitor facilities for The National Trust
Tyntesfield.
RECOMMENDATION Approve.

APPLICATION 05/P/0006/F Erection of dormer extension to rear roof
slope (retrospective) for Mrs A Sunderland 61 Greenfield Crescent, Nailsea.

Erection of a front conservatory, entrance porch, a double garage and front and
side dormers to include loft conversion.
Creation of new vehicular entrance, conversion of garage and internal
alterations for Mr & Mrs Buckley Crosslands Lodge Lane Nailsea.
INFORMATION ONLY NAILSEA APPLICATION
Whilst we appreciate that
this application is for information only, being a Nailsea application, our Councillors picked up on the
fact that the proposed vehicle access is too near to the junction and the wrong
side of the calming scheme. It would
appear that inadequate notice has been taken of the traffic calming scheme.

PRE DECISION AMENDMENT FOR COMMENT 04/P/2859/F Erection of a new
detached dwelling with integral garage for PS Developments at Plot 3, 21 Weston
Road Failand.
AMENDMENT Alterations to incorporate horizontal
glazing bars to all proposed windows, and the inclusion of soakaways to the
proposed drainage system.
RECOMMENDATION The recommendation is to support
the alterations as specified. It is
noted, however, that the ridge height of the roof has not been lowered and
there is no mention of the removal of permitted development rights to prevent
accommodation being developed in the loft.
These actions were requested by the Parish Council when considering the
original application. It is mentioned
again to ensure it is not overlooked inadvertently. Note also that the plan shows a garage on the
adjacent property which was converted to living accommodation last year.

PLANNING & THE FOREST OF AVON.
The following comments are to be e-mailed to admin@forestofavon.org.uk :-

Second Map Forest of Avon in the key is misleading. Gordano Parkland should identify Tickenham
Ridge and Failand Settlement areas.

Third Map Key wording could be easier to follow and consistent in
wording i.e. running metre or m.

Cllrs. Sykes & Mrs Moon and the Clerk will attend the meeting at
Long Ashton on 22 February 2005.

WASTE PLANNING IN THE WEST OF ENGLAND TO 2020 Cllr. Mrs Moon will
read the circular and compose comments to be sent in by 28 Feb. 2005.

Clerk reported on decisions made by North Somerset Council on Planning
Applications previously considered by this Council.
a) SPEED LIMIT ORDERS ON B3130 -

REQUEST FOR ATTENTION FORMS Replies read to Cllrs.
Councillors wished for RFA forms to be submitted in
respect of B3128 Downs School to Portbury Lane Junction and the full length of
Flax Bourton Road. Flooding on Clevedon
Road, Failand has already been reported to NS.
12 MEETINGS
This was undertaken on 12 January by Andy Carey who
will submit his report to his superiors.
Thousands of pounds will need to be spent at this site to comply with
all the points of the Act and there are many other NS buildings which will take
priority over this one. It may be that
the most important items will be addressed prior to the full implementation of
the survey.

It was suggested at the PC meeting that a priority
system should be put in place at the Renroc site
Cllr. King is meeting on Monday to find a suitable
Bridleway site thro The Elms.

Councillors were reminded that there will be an ALCA
meeting at 7.30pm Tuesday 15 February in Old School Rooms, Station Road,
Congresbury.

GRASS TENDERS Three tenders had been received and were opened at the
meeting. Clerk to ascertain that one of
the tenders was current, and that the Company could still undertake the work in
this area, having lost the NS contract.
Decision as to which tender is accepted deferred until the March
meeting.
b)
STREET FURNITURE MAINTENANCE Notices asking for tenders to be posted
on the Notice Boards.
