MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD

           11 DECEMBER 2007

 

As Wraxall School was not open Ruth Gofton kindly allowed the meeting to take place at Tyntesfield.  Because of the adjournment the meeting started at 8pm.

A message was left on the School door to advise any members of the public, who wished to attend, of the adjournment  

 

PRESENT – Cllrs. Ambrose (Chairman), Smith, Thompson, Delmas, Pitt, Mrs Moon, Law & Sage.

CRIME FIGURES – In the absence of the Police the Clerk gave the figures which had been provided by the Police..  Between the 13 Nov & 11 December there had been 7 crimes – 2 Thefts of Oil from St. Bartholomew’s Church, Burglary, Clevedon Road, Failand, Theft from Motor Vehicle - Belmont Hill, Common Assault – Yeo Valley Way, ABH – Clevedon Road Wraxall & ABH Bristol Road, Wraxall (Domestic)

 

119              ISSUES

 

a)       RISK ASSESSMENT – Cllrs. Delmas & Smith handed out Risk Assessment sheets to all Cllrs.

 

b)       TOWER HOUSE LANE TRAFFIC – Re. the meeting with Ap Rees – He does not see the point of a meeting as he has told us why the signs were taken down.

 

c)       PARISH PLAN   

 

MEETING CLOSED 8.20PM

Chris Hunter told the meeting that the Steering Group met on 8 November.  Persons who had expressed an interest had been invited (15).  Some joined the Thursday 13 Dec. meeting.  In January the steering group should be able to draw up the questionnaire which could then go out end Jan/early Feb.  Web site will be discussed – they want to bring that on line at the same time.

d)       QUARRY ON B3130

It was felt that we should contact the Church Commissioners in an effort to ascertain the ownership of the Quarry.

 

120              PLANNING & ENVIRONMENT

 

a)       APPLICATION 07/P/2724/F – Re-alignment of vehicular access to 3 properties together with partial demolition and rebuild/extension of boundary wall and landscaping for Mr M Aikens, Limekiln House, Portbury Lane, Wraxall

RECOMMENDATION – Accept providing PROW re-alignment is approved.

 

b)       APPLICATION 07/P/2747/F – Construction of additional dormer window to side elevation for Mr D Paddock, Batsford, Failand Lane, Failand.

RECOMMENDATION – Approve.

 

c)       APPLICATION 07/P/2835/F – Alterations to the roof to include raising the roof height, three dormer windows and two rooflights to the front elevation and four dormer windows to the rear elevation.  Erection of a single storey rear extension with rooflight (for ancillary use for disabled relative) for Mr M Wilson, Wynscote, Bristol Road, Wraxall.

RECOMMENDATION – Neighbours on both side had no objections to put forward but they had reservations.  Cllrs. felt it was over development on a very tight site – bungalow into house.   Unanimous for REFUSAL

 

d)       APPLICATION 07/P/2836/F – Change of use from sawmill to educational centre with erection of single storey rear extension, link infill extension, repairs including glazed ridge lantern, chimneys, weather boarding and doors, make quarry safe, construct underground tank, resurface access road, parking and landscaping for The National Trust, Engine House & Saw Mill, Tyntesfield.

e)       APPLICATION 07/P/2841/F – Change of use from sawmill to educational centre with erection of single storey rear extension, link infill extension, repairs including roof, glazed ridge lantern, chimneys, weather boarding and doors, internal alterations including new screen, floors, electrics, alarms and glazed doors.  Make safe quarry, underground tank, resurface access road, parking and landscaping for The National Trust, Engine House & Saw Mill, Tyntesfield.

RECOMMENDATION for d) & e) -  After a discussion there were various questions which Cllrs. felt should be addressed.  If the answers are satisfactory then they recommend APPROVAL.

 

f)        APPLICATION 07/P/2934/T2 – Silver Birch x 1 – Fell 5 DAY NOTICE.

 

g)       APPLICATION 07/P/2947/F – Conversion of detached double car port with games room over into annexed accommodation with erection of a porch to south elevation and infill walls to carport for Mr & Mrs Clarke, Combe Gate, Tower House Lane, Wraxall.

 

RECOMMENDATION – No objection, however, no further development after this and the existing dwelling and the converted car port should remain as one item.

 

h)       APPLICATION 07/P/2973/LB – Provision of security measures to include the erection of a security camera mounted on a pole, security light to North West Elevation and installation of vehicle traffic loop concealed in access road for The National Trust, Wraxall Lodge, Tyntesfield.

 

RECOMMENDATION  - APPROVAL so long as the light is angled so as not to cause a problem to drivers on the B3130.

       D/Cllr. Roberts will ask Dominia Prout to speak to the architect.

 

       APPLICATION 07/P/2759/F – Retention of existing conservatory for Mr M Fry, 53

       Vowles Close, Wraxall.  Rec’d at NSC 19.10.07. not rec’d by us  

       until 6.12.07 – after NSC had made their decision.

 

MANOR FARM APPEAL DECISION

Appeal A Dismissed – Appeal B Allowed (front porch to be retained)

 

i)         Clerk reported on decisions made by North Somerset Council on applications previously considered by this Parish Council.

 

121              HIGHWAYS & TRANSPORTATION

 

It had been reported that a trench had collapsed across the road by the Battle Axes.  This will be investigated.

 

ENFORCEMENT to be contacted regarding the silt & heavy stones which wash onto the B3130 from Rose Cottage following heavy rain.

 

PEPE to be contacted again re. Water on the B3130.

 

122              PROW

Cllrs. Sheppard & Delmas walked Noah’s Ark Farm.  Mr Bush said that he was putting in proposals.  Cllr. Sheppard spoke to Andy Caroll who does not appear to have them.

Questions for PROW section – Does Bush’s 5 year plan include PROW’s and can a PROW be moved without permission as it is a Zoo.

Tony Hibbitt has sent in a list of ‘wishes’ which has been forwarded to PROW section.

123              TYNTESFIELD

 

Ruth Gofton said that the ‘over cropping’ of PROW’s was still being pursued.

 

Mains water will be connected early in the New Year

 

The annual Carol service for Staff, Tenants & PC will be on 20 Dec. Ring to book.
