MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING

HELD 7.30PM 11 AUGUST 2009 AT WRAXALL CEVA SCHOOL

221              MINUTES ~ The minutes of the meeting held 14 July 2009 were agreed and signed.

 

222              CRIME FIGURES ~ Given by PCSO Thompson

 

Between 17 July and 4 August there were 5 crimes.

 

Noah’s Ark ~ Theft of purse from unattended rucksack.  (Not in Car Park)

Failand PO ~ Attempt to enter by jemmying front door.

Wraxall Service Station ~ Theft of Ham & Coffee ~ arrested.

Elm Lodge Road ~ Argument re parking issue ~ person punched in face.

Sandy Lane, Failand ~ Drug Search ~ Ecstasy found.

 

Cllrs. mentioned the ‘island’ outside Budgen’s petrol station.  PCSO said that she would speak to PC Adam Clarke 2707 regarding this. Drivers are still turning right as they exit onto the B3130, across the traffic, instead of left, around the roundabout and back down the B3130. This has been mentioned to NSC (Paul Smart) who says that NSC have no money to extend the ‘island’ and that Budgen’s should not be approached to do so as they had made many concessions to meet NSC’s requirements at the time of the P/A.

D/Cllr. Cook pointed out that one of the conditions of the P/A was that drivers should not turn right.  Small signs had been put up at the exit but were obviously not working.

 

223       TYNTESFIELD – E-mail had been received from Ruth Gofton stating that, on her Doctor’s advice, she has left the National Trust.  Councillors expressed their sadness at the news and wished her well.

 

223              ISSUES

 

a)       WESTON ROAD PROPOSAL ~ Report by Michael Poole

MEETING CLOSED 8.04PM.

Mr Poole gave a report regarding the working of the Group stating that they had taken free legal advice from Burgess Salmon and consulted a professional planning consultant.

He had a request from the Group for financial support (£2500).  Cllrs. Voted 6 against this request (1 abstention by Cllr. Sage who had declared an interest)

 

It was agreed to call an Extraordinary meeting when the P/A is rec’d .

Mr Poole handed in a two page presentation for distribution to Cllrs.

b)       REPORTS FROM IMPLEMENTATION COMMITTEES

PROW ~ Heard from Richard Phillips that Hugh Pratt is keen to buy digital maps from O/S to put onto his computer and then to add the PROW’s

Peterjohn Smyth is rigorously pushing his Working Group.

 

WRAXALL VILLAGE – Peterjohn Smyth is rigorously pushing ahead.  There have been two meetings so far.

c)       COMMUNITY EMERGENCY PLANS

WRAXALL ~ Cllrs. Delmas & Law have been speaking to numerous persons. NSC say it is very local and should be confined to that.  Power Cut ~ Mobile phones ~ Congregation point ~ Where PC should meet ~ Emergency Centres (manning them).

Scotch Horn, Grove (Battle Axes).  Considering plumbers, contractors and those with 4 wheel drive vehicles.  It is very much a work in progress.

 

d)       BATTLE AXES UPDATE on Proposed Development and Car Parking

Cllr. Ambrose was invited to meet with Chris Blair but told him that he did not wish to speak to him per pre-determination reasons.

Clerk has tried to contact ERHA but James Taylor (Dep. CE) said he was calling on his way back from another appointment, could not comment until after then but would let her know what the situation is.

We have received reports that the car park is very full, after being very empty for a long time. Could it be Airport Parking?  Clerk spoke to Enforcement who already knew of the situation.

It may be that the Airport Parking is franchised,

 

e)       FORUM ~ Nailsea TC, Backwell PC, Tickenham PC & W&F PC met 16 July.

Nailsea set out what they would like to do.  They would like to be sustainable but could not be without ‘eating up’ surrounding land for factories etc. It was formed as un-sustainable. Those who came in the beginning are now old and there is a need for more senior citizens bungalows.

There was discussion re many items ~ RSS, BIA, Parish Plan, Proposed Building in Green Belt and Infrastructure.

It was a very useful meeting and arrangements have been made to meet again on October 6th 2009.

 

f)         DRAFT LETTER ~ PC’s TO CONSIDER SENDING TO  D/Cllr’s. ~ Yes.

(D/Cllrs had received the letter with their Agenda.)

 

g)       DRAFT LETTER ~ PC’s TO CONSIDER SENDING TO Nigel Ashton & Elfan Ap Rees.  This had been sent around to the other Councils in the Forum who would put it to their Councils for approval.

This had been sent round to all W&F Cllrs who were asked if they were in favour of sending it.  Voting 7 for.

 

224              PLANNING & ENVIRONMENT

 

a-g have already been advised to NSC.

 

a)       APPLICATION 09/P/1027/F – Erection of a two storey and single storey side extension. Extension to rear timber decking for Mr & Mrs Pilley, Cetina, Tower House Lane, Wraxall.

 

Councillors have spoken to the neighbours who have no objections. They knew about the foundations having to go under their land and have no problems with that.

RECOMMENDATION - Approve.

 

 

b)       APPLICATION 09/P/1082/LB - Installation of fire break partition and extractor fan with external grill (Retro. revisions to 08/P/1893/LB) for National Trust, Coach House, Tyntesfield

 

RECOMMODATION - Councillors SUPPORT this additional work to the previously approved application, as it is required to meet current Health & Safety requirements. (The error in the earlier application number 1839 is noted). SUPPORT.

 

c)       APPLICATION 09/P/1094/F - Refurbishment works to existing property including alterations to roof. Erection of single storey side extension and first floor infill extension. Erection of front extension to create new lobby entrance for Mrs Enderby, Ridge House, Horse Race Lane, Wraxall.

 

There seems to be some discrepancy with names of applicant and agent (2). The proposal, whilst on the same footprint, would increase the floor area by something in the order of 370 sq.m, mainly through the in-fill at first floor level, BUT it does increase the bulk/mass appearance of the house. The removal of the extension labelled 'kennel' would probably compensate for the small single-storey proposed side extension. Although the statement says that the plans approved in 2008, which included a double garage, are not going to be activated we note that there are no garages shown on the 'new' plans. This causes concern that there could be a further P/A adding to the overall built area.  We hold several previous P/A's which were rejected, as well as the total rebuild application which was approved, but is not now to be used. However we do not hold any earlier than 2006. Have there been previous extensions which have already added to the volume?

RECOMMENDATION - Support BUT Councillors have concerns regarding the volume the proposal would add and the fact that it is in the Green Belt. It is also on view from Horse Race Lane.

 

      d)e)f)g) APPLICATIONS - 09/P/1050/F ~ 09/P/1142/F ~ 09/P/1143/F AND 

             09/P/1145/LB Re. BELMONT HOUSE, BELMONT HILL, WRAXALL

 

       Councillors visited the site and spoke to the applicant.

The proposed buildings and hard standings are considered to have a low impact on this large area of Green Belt. The additional employment in a rural area is fully supported.

The only reservation felt was ingress/egress from the site, with Councillors preferring the existing point adjacent to National Trust land on B3130, over the Station Lodge or Belmont Lodge points.

RECOMMENDATION - Support providing highways are content with ingress/egress points.

 

h)       APPLICATIONS 09/P/1129/F & 09/P/1130/LB – Erection of a replacement

      glasshouse for Mr D Ord, Wraxall Court, Wraxall Hill, Wraxall.

 

      RECOMMENDATION – Support if identical to previous P/A.

 

EXTRA ITEMS

 

APPLICATION 09/P/1244/LB - Internal alterations to include installation of internal door & panelling to Cross Tree Centre (Revision to 07/P/2318/LB) for PCC All Saints Church, Wraxall; Cross Tree Centre.

 

RECOMMENDATION - SUPPORT.

 

 

 

APPLICATION 09/P/1298/LB - Conservation and repair of large Gothic Seat & Vases with security fixings and replacement carved tracery panels for National Trust at Tyntesfield.

 

RECOMMENDATION - SUPPORT.

 

Clerk reported on decisions made by NS Council on Planning Applications previously considered by this Parish Council.

 

225              HIGHWAYS & TRANSPORTATION

 

Comments had been made that NSC had not cut the sides of Stoney Steep, off Ham Lane, Wraxall.  The resident had reported this to NSC himself.

 

226              PROW

 

a)       PROPOSED PATH DIVERSIONS ORDER LA20/79 ~ OLD WARREN FARM

Councillors discussed this proposed diversion and it was stated that the three Cllrs. who had looked at this were against it.  However two were not at the meeting and so their views could not be taken into consideration for voting.

Voting was 4 for the proposal and 3 against.

 

b)       CIRCULAR WALK – To be forwarded to all Cllrs.

 

c)       PARISH COUNCIL POWERS ~ RE MAINTENANCE

 

A letter, on this subject, from John Ives to be circulated to all Cllrs.,

and a letter to be sent to John Ives asking for ‘Chapter & Verse’ on Open Spaces headed notepaper.

 

227              MEETINGS

 

a)       BIA 15 JULY 2009  This was another meeting where all issues were fielded by Sinclair who agrees and then says what he will do.

 

b)       COMMUNITY ACTION AGM 29 July. Cllr. Thompson attended this AGM.  He told us that they are now called Community Action West of England.  They have been in disarray for 1 ½ years but are now trying to piece themselves together.

They give grants to:- Transport, sustainable issues, advice on Parish matters,

are concerned with Post Offices. 

They have done some good work over the years.

 

c)       TYNTESFIELD PUBLIC INFO EVENING ~ NEW VISITOR FACILITIES

6 –8pm Sawmill 4 August. No one from PC attended.

EXTRA ITEM

 

                  CPRE 10 August 2009.

                  They are leading a drive re. Green Belt ~ nationally. 

They do not wish to ‘throw out’ all of the RSS as some parts of it are good.  But, if they object to any part it will all have to be rejected.

A sequential approach should be taken in respect of land for building:-

         Brown

                                                               Urban

                                                               Numbers

                                                               Green Belt, last.

 

 

 

 

228              CORRESPONDENCE

EXTRAS

Telephone Kiosks ~ We are asked if we would like to ‘adopt’ one of three telephone kiosks, which are either not being used or have a very low usage, for £1 each.  They cannot be moved from the current location.  The initiative is fully supported by English Heritage.  Ones which have already been adopted are being used for a variety of purposes e.g. Miniature art galleries, meeting points, local information booths.

            Only one Cllrs. was interested and will ‘think about it’.

 

Domestic Abuse Champions ~ Cllrs. decided not to pursue this as they felt that there was not a problem in W&F.

 

ERHA Invitation to  ’Crossway – The Grant Design with no Energy Bills: What makes it tick’.  As this is in Ashford, Kent no one will be attending.

 

‘What’s on’.  Events Team at NSC ask if we would like to include information re. events and activities in their e-newsletter   Cllr. Sage asked for the Brass Band concert at St Bartholomew’s Church Failand on 11 Sept., to be included.

 

Confirmation of Boundary Change.  Report setting out the Outcomes from Part One of the Community Governance Review (July 2008 to May 2009) has been received.  In respect of our parish the following is relevant:-

 

‘That a minor realignment of the parish boundary between the parish of Nailsea and the parish of Wraxall & Failand be carried out in order to place the whole of Southfield Road trading estate and Vines Industrial Estate, High Street, Nailsea, within the parish of Nailsea.
