MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING
HELD AT
11 APRIL 2006 AT THE COMMUNITY ROOM THE GROVE WRAXALL.

PC Michelle ? gave the crime figures for the period 1.2. 06 and 31.3.06 – Attempt Non Dwelling Burglary 1, Dwelling Burglary 1, Cannabis Possession 1, Criminal Damage 1,
Theft from Motor Vehicle 2, Vehicle Tampering 1.
Cllrs. mentioned Mud on the road during and since the Belmont event (MEETING CLOSED 7.49 REOPENED AT7.51 to allow Mr Tavener to clarify the entrances and exits before and during the event) and the problems occurring at the Wraxall House Hotel on Fridays and Saturdays. Michelle said that she would report these comments back to her office.

k) Cross Tree Site. The first (small) application for a grant was submitted today
to The Heritage Lottery Fund. Mr Tavener has been to a seminar regarding
the filing in of the subsequent (larger) application form.
It is possible that the Fund will cover the cost of the restoration and that monies ‘put by’ by the PC will not be needed.
Alan Ingersent of Highways Dept. at NS confirms that the Dept. will be responsible for work needed on the surround of the site (Road/pavement).
It is hoped that the work will take place this summer as the lime mortar, which must be used, can only be used in good weather.

a) APPLICATION 06/P/0543/F – Erection of dormer extension to front roofslope for Mr & Mrs E & C Hickleton at 56 Flax Bourton Road, Failand.
RECOMMENDATION – Approve.
b) APPLICATION 06/P/0616/F – Erection of replacement service station with sales building, pump canopy, car washes and underground tanks . Demolition of existing dwelling and change of use (part) from bed and breakfast and flat to service station for Tout Ltd at Wraxall Service Station.
MEETING CLOSED 8.20. RE-OPENED 8.25
RECOMMENDATION – REFUSAL. The report compiled by Cllr. Ambrose to be sent to NS. District Cllr. Roberts was asked to call this application in to C. Area Comm.

APPLICATION 06/P/0617/O – Erection of a detached bungalow (outline)
for
Mr & Mrs Taylor, Elm
Lodge, Lodge Lane, Wraxall.
MEETING CLOSED 8.30 so that Mt
Taylor could address the meeting.
MEETING RE-OPENED 8.39.
RECOMMENDATION – REFUSE. Mr Taylor wished to build
the bungalow to accommodate elderly parents.
There was concern that when the parents no longer needed the bungalow it
could be sold off as a separate property.
District Cllr. said that it
may be approved but ‘annexed’.
Neighbours are concerned re
over development of the site.
d) APPLICATION 06/P/0681/F – Erection of a rear conservatory for Mr & Mrs A
O’Rourke, 15 Vowles Close, Wraxall.
RECOMMENDATION – Support.
e) APPLICATION 06/P/0685/F – Erection of a single storey rear extension for Mr & Mrs Stephens 17 Yeo Valley Way, Wraxall.
RECOMMENDATION – Approve.
f) APPLICATION 06/P/0714/F – Erection of a double garage for Mr T Thatcher
67 Clevedon Road, Failand.
RECOMMENDATION – This application is similar to 04/P/2270/F and I enclose a copy of our comments on that application. The same goes for this current application. [Previous comments – No objection in principle. However, Councillors and residents are concerned regarding the fact that the proposed garage is forward of the building line. Also it could set a precedent for tandem development. There was a substantial garage at the site – 36’ x 10’ - which has been converted into living accommodation. I am told that it now has a window and DOOR. Could this be made a separate dwelling?
Councillors are very concerned regarding the proposal for a detached double garage which again is large and could again be made into living accommodation. The potential for abusing the system exists and the Parish Council feel that this should not be made possible].
g) PRE DECISION AMENDMENT ON 06/P/0266/LB – Wraxall Court, Wraxall.
Amendments:- 1. External alterations to rear of Coach House & Out Building.
2. Deletion of previously proposed chimneys to out building.
Councillors believe that the two new chimneys should terminate 1 metre above the ridge line to ensure safe discharge of flue gases. This change will alter the elevational appearance. However Cllrs. felt that this would still be acceptable.
h) INFORMATION ONLY – 06/P/0542/O – The Lawn, (1 High Street) Lodge Lane.
Cllrs. concerned regarding the building and the trees.
Cllr. King stated that there had been 3 mature beech trees on the site but one had been felled today. He strongly recommends that TPO’s are placed on the remaining trees. The site is opposite Wraxall Service Station which has an application going through the system – 06/P/0616/F on which we have recommended refusal and the District Cllr. has called in. We feel that application 06/P/0542/O should be refused:-
1. In view of the history of traffic on Lodge Lane.
2. The lack of a decision on the Wraxall Service Station.
3. The lack of a decision on the Elms Retail Centre, and
4. The lack of a decision on the Elms Nursing Home.
i) 33 CLEVEDON ROAD FAILAND.
Cllr. Sykes reported that the architects ‘sketch’ is now down to 4 properties.
The planners could be against this in view of Mr Prescott’s edict.
j) NURSING HOME ON ELMS
The date for the appeal has been changed from 8/8 to possibly mid September.
The is no decision yet on the duplicate application re ‘Retail’ site.
k) CROSS TREE SITE
See first item in Planning & Environment.
l) Clerk reported on decisions made by NS on Planning Applications previously
considered by this PC.
a) ROAD CLOSURE ORDER – FAILAND LANE 25 June 2006 has been received.
b) SHOW EVENTS
This had been mentioned to PC Michelle – First item on this Agenda.
a) NORTH SOMERSET FOOTPATH FORUM – 23.3.2006.
It was stated that these meetings were an airing point for Ramblers & F/Path groups.
Three farm f/paths are blocked and crops have been planted over others.
North Somerset are reluctant to use their powers

Some footpaths have been enlarged by Ramblers by trampling on crops.
This last item to be put on the next PROW meeting agenda.
b) NORTH SOMERSET ACCESS POLICY
Cllr. Sykes put forward the following Policy which was voted in unanimously.
‘This Council will raise concerns when considering any Planning Application where a Right of Way crosses or is adjacent to the site. It will bring any specific issues to the attention of the NS Planning Dept’.

a) SWIMMING FACILITIES – 20 April 2006 Scotch Horn Nailsea 7.00pm.
Cllr. Sykes gave a brief report on the first meeting and will be attending this one.
b) ANNUAL PARISH MEETING 2 MAY. ANNUAL GENERAL MEETING 9 MAY.
Cllr. Sykes reminded Cllrs that the Annual Parish meeting takes place on May 2 and the AGM, where a new Chairman is to be appointed, on 9 May.
