MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD

7.30PM 10 OCTOBER 2006 IN COMMUNITY ROOM, WRAXALL.

 

PRESENT – Cllrs. Ambrose, Sage, Mrs Shaw, Down, Sheppard, Sykes, Sapsed, Delmas from 7.53pm.

 

IN ATTENDANCE – D/Cllr. Roberts, PC Adam Clarke & Clerk.

DECLARATIONS OF INTEREST – Cllr. Down 79b Neighbour.

 

Mr Andrew Smith of English Rural Housing Association addressed the Parish Council regarding Affordable Housing and answered questions afterwards. He left brochures and Housing Need forms for Councillors.

It was agreed that a Housing Needs Scheme should be conducted with ERHA.

 

PC Adam Clarke then gave the latest crime report.  Overall crime is down by 1 over the same period last year.  Criminal damage remained at the same level (Nailsea up by 25%).  Dwelling burglary up by 2 but theft from motor vehicles was down by 2.  Today there had been a distraction burglary in Nailsea – he asked that we be on guard and particularly to alert old persons.  In Sandy Lane, Failand a barn had been unbolted and the bonnet of the car which was kept there had been opened but not ‘hot-wired’.  Charred paper had been found under the car.  PC Clarke will give clerk further details when they are available.

79         PLANNING & ENVIRONMENT

 

b)          APPLICATION 06/P/2157/F – Erection of 5 loose boxes, a hay barn and tack room and a 40m  

x 20m menage for Mrs C Waugh at GLB’s, Land near Cricket Ground, off Horse Race Lane, Failand.

 

MEETING CLOSED 8.06 FOR MEMBERS OF THE PUBLIC AND THE APPLICANT TO ADDRESS THE COUNCIL .  MEETING RE-OPENED 8.33PM.

 

The recommendation, already sent to NS to meet their deadline after consideration by a quorum, was read to Cllrs.

 

 RECOMMENDATION – Report:-

 

1. Neighbours and adjacent landowners do not appear to have been notified by NSC.

It is regrettable that Parish Councillors have to do this [again] as neighbours react unfavourably.

 

2. Objections on highways and safety concerns are hardly reasonable. Traffic manages both transit and existing parking for events at the cricket field and the church.   Poor sightlines and sparse passing places make potential danger obvious, and therefore safer.

 

3. There is concern over the increasing number of stables in the area. This is surely a  change of use from agriculture to ‘horsiculture’.  Most stables are said to be private and thus low usage.  The future conversion to commercial stables seems possible and would considerable increase vehicle and trailer traffic.

 

4.  Details of drainage are not given.  Parking arrangements are not clearly specified.

 

5.  However, the access track along the first field will be a made-up road and the addition of several buildings etc in the second field surely will be an intrusion into the openness of the Green Belt in the midst of open fields.  The location is visually sensitive and near to the well-used Right of Way.  Perhaps this could have been alleviated if a site near the road had been considered, fitting into the cluster of other buildings – but that is not the application.  There is increasing risk of the rural nature of the Failand Settled Limestone Plateau being compromised by what can be considered creeping urbanisation. 

 

6.  A full survey of all the existing stables in the area is needed, both private and commercial.  If sustainable development is the view of NSC then full planning considerations should be given to improving several local roads – in short the area will become urbanised.

 

                 RECOMMENDATION – NOT TO SUPPORT THE APPLICATION

 

                 The full Council then debated the application and voted to support the recommendation          

                 as already sent to NS.

             

f)        APPLICATION 06/P/2216/F – Construction of new vehicular access for Mr P Young at Rose Cottage, Bristol Road, Wraxall.

 

MEETING CLOSED 8.54PM.MR FOSTER ADDRESSED THE COUNCIL.

RE-OPENED 8.58PM.

 

RECOMMENDATION -  It was felt that this proposed the same splay as Rock Farm and as the egress was onto the B3130 within a 30mph limit that Approval should be recommended.

 

MEETING CLOSED AT 9PM AND REOPENED IMMEDIATELY after Mr Tavener had advised as to where the previous owners had parked. (Disused Quarry or Village Club car park).

 

VOTING as per the recommendation – 6 For, 1 Abstention, 1 Against.                      

 

78                 ISSUES

 

a)       CROSS TREE SITE – Cllr. Sapsed said that we should have received the ½ grant. (Clerk has not yet received this).  Work will start in the New Year.

 

b)      MATTERS FROM WORKING PARTIES

COMMUNICATION – Cllr. Sheppard suggested a Newsletter - £150 per issue – we will need an editor.

PROFILE – Cllr. Sage said that he was happy to arrange a large advertising sign.

PARISH PLAN – The Plan is still being circulated.  Cllr. Sykes has spoken to Fay McIntyre who can give funding advice.  She is the Parish Plan officer and is in touch with relevant officers, parishes & departments and will come to talk to the PC if we so wish.

 

c)       ROLL OF HONOUR – Recognition of ‘unsung persons’, not likely to be recognised elsewhere.

Cllrs. asked to let the Clerk know of any suggestions and a list can then be compiled.

 

d)      MOTION – INFILLING & GARDEN GRABBING – Proposed rule to protect the character of 

                    Wraxall & Failand.

‘New dwellings should be as distant from an existing adjacent neighbour’s boundary as the neighbour’s dwelling is located, except for developments between dwellings in a row along a road.  Otherwise a proposal is entirely trading on the design of the neighbour’s existing property, which could be considered a form of amenity theft.

This is morally wrong and is solely driven by the desire for financial gain’.

This motion was put on hold.  Accepted and deferred.

 

e)   MOTION – FINISHING TIMES OF MEETINGS

                  It was felt that meetings should end by 10pm.  However it was pointed out that if there was any

                   unfinished business then the PC would have to meet again the following night.  Not popular!

 

79                 PLANNING & ENVIRONMENT

 

Recommendations for a) to d) have been sent to NS after consultation by a quorum in order to meet their deadlines.  Cllrs required to confirm/amend decisions.

 

a)        APPLICATION 06/P/2150/LB – Erection of a rear timber framed conservatory for Mr R Conte, 1  

       Victoria Cottages, Bristol Road, Wraxall.

 RECOMMENDATION – This is the Listed Building application relating to the Full application at

 06/P/1715/F.  The comment is the same for both – Approve.

 

c)          APPLICATION 06/P/2158/F – Change of use from 2 agricultural barns to 5 holiday units, a stable and store with associated access road, landscaping and parking for Mr & Mrs B & P Jones at Watercress Farm, Bristol Road, Wraxall.

  d)     & 06/P/2173/LB.

 

 RECOMMENDATION – This appears to be in keeping with other restoration work being carried

 out at this site.  As long as the Footpath is maintained the recommendation is for Approval

 

e)        APPLICATION 06/P/2159/F – Erection of 1.8metre boundary fencing and a side gate to provide

 access to the rear garden for Mr & Mrs N Blackham, 7 Green Pastures Road, Wraxall.

 

 RECOMMENDATION – The area in which this application site sits is open plan or low level

 walls. A 1.8m fence is considered out of character with the area and detracts from the

 neighbourhood.  It would change the nature of the area and set a precedent.  North Somerset

 should also verify ownership of the land as it may belong to them.

 

g)      APPLICATION 06/P/2249/F – Erection of a single storey side extension to nursery area for Charlton Nursery Ltd, 49 Charlton Drive, Wraxall.

 

RECOMMENDATION – No objection.

 

h)       Clerk reported on decisions made by NS on Planning Applications previously considered by this Parish Council.

a)       Reminder that the next PROW meeting will be on 24th October 2006 at The Grove.

a)       ECONOMIC DEVELOPMENT & REGENERATION FORUM x 2.  Cllr. Ambrose reported on the two meetings. Gov. want to know what barriers there are to Social Economy.

 

b)       CENTRAL AREA FORUM – 19 September 2006 Cllr. Sykes reported. There is a report on the

      last 3 pages of the Central Area Committee dated 4.10.2006 re. Agenda Item 6.14

             

c)       TARMAC LIMITED – 27 September 2006.  Cllrs. Ambrose reported that Tarmac had done

      everything they said they would do re flora & fauna.   They will produce a précis report. Our

      concern is lorries, air quality & noise pollution.  There will be auto plate recognition shortly.

 

d)       ALCA NORTH SOMERSET GROUP – 2 October 2006. Cllrs. Sykes reported on this meeting.

 

e)       AGM TENONS  1.45pm 11 October 2006 Weston College WSM – Seminar: Flooding – Climate Change.  No one could attend.

 

f)        COMMUNITY ACTION AGM 2pm 19 October 2006 Jubilee Pavilion Long Ashton – Cllrs. Ambrose & Sykes will attend.

 

g)       TASTE OF NORTH SOMERSET 11 – 2.30pm 23 October 2006 Failand (farm & village hall) – Cllrs. Ambrose, King, Sage and Down will attend.

86                 CHAIRMAN’S URGENT BUSINESS

 

a)       SPECIFIC MINUTE was authorised to confirm that the clerk may use her private bank card to make purchases, on behalf of the Parish Council, over the internet or by telephone. Also to use direct debits on private bank account for such things as Broadband & Talk Talk telephone calls.  Amounts will be reclaimed in the ‘Reimbursement’ section of the Accounts.  Monitoring will be by Finance Item of Agenda.

 

b)    NORTH BRISTOL NHS TRUST SEEKING TO BECOME NHS FOUNDATION TRUST

Cllr. Mrs Parsons had submitted the forms on which her comments were recorded.  The forms are to be forwarded to Foundation Trust Office at Frenchay Hospital.

 

c)    Cllrs. advised that the Appeal re. 05/P/1609/F – 33 Clevedon Road, Failand ( Demolition of and

       Change of Use from car showroom to residential with the erection of 4no. 2 storey semi-    

       detached dwellings & 3no. terrace properties) is going ahead despite a later P/A 06/P/1082/F

       (Erection of 5 dwellings) being approved.  Written representations. Comments in duplicate by
