MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 10 MAY 2005 AT FAILAND VILLAGE HALL

 

PRESENT:-  Cllrs. Sykes (Chairman), King (Vice Chairman), Sage, Delmas, Sheppard, Mrs Shaw, Mrs Moon & Mrs Parsons.

 

IN ATTENDANCE:-  District Cllrs. Cook & Roberts, Clerk.

 

APOLOGIES:- Sally Varley – Liaison Officer, Cllrs. Sapsed & Down, PC Adam Clarke.

 

PUBLIC:- Six.

 

ELECTION OF CHAIRMAN – Cllr. Sykes was proposed by Cllr. King, seconded by Cllr. Mrs Shaw and was duly elected by voting.  There were no other proposals.

Cllr. Sykes nominated Cllr. King as his Vice Chairman.

MINUTES :-  The minutes of the meeting held 12 April 2005 were agreed and signed.

 

33         PLANNING & ENVIRONMENT :- 

 

a)       APPLICATION – 05/P/0659/F – Erection of 80 bed EMI nursing home with 10 person day care centre and accommodation for 6 key workers at The Elms Local Centre for Shaw Healthcare (Homes) Ltd.  This was an extra item and considered at the previous Parish Council meeting.

 

RECOMMENDATION – Reject.  Also letter to Chief Ex. regarding vested interest by NS.

 

b)       APPLICATION – 05P/0637/PDA (Prior Determination – Agricultural) Erection of hay barn on land to the east of Charlton Drive, Wraxall for Mr M Hill.  This was an extra item at the previous Parish Council meeting and is for Information Only.

 

c)       APPLICATION 05/P/0685/F – Erection of a single storey side extension to form garage and porch for Mr & Mrs P Davies, 1 Belmont Drive, Failand.  The recommendation has already been sent to North Somerset Council to comply with their deadline.

 

RECOMMENDATION – Approve (This had been considered by a quorum)

 

d)       APPLICATION 05/P/0803/F- Erection of a side conservatory for Mr & Mrs Kitchen, 13 Clevedon Road, Failand

 

RECOMMENDATION – No objections

 

e)       APPLICATION 05/P/0879/F – Erection of two detached dwellings with attached double garages, parking and new access for Perspective Developments Ltd on Land off Manor Way, Failand

 

Meeting closed 8.01pm to allow public to speak.  Re-opened 8.14pm.

 

RECOMMENDATION – After a prolonged discussion the unanimous voting was NOT TO SUPPORT.   District Cllrs. approached with a view to ‘calling it in’ if planning officer is minded to approve,

 

f)         APPLICATION  05/P/0821/F – Erection of a first floor extension for Mr T A Cook 4, Bowden Way, Failand

 

RECOMMENDATION – Support.

 

 

 

 

g)       APPLICATION 05/P/0888/F – Upgrading and resurfacing of an existing vehicular access, construction of 9 car parking bays and landscaping for The Downs School, Charlton Drive, Wraxall.

&

h)       APPLICATION 05/P/0979/LB – Demolition of workshop and erection of single storey extension to form two additional classrooms with cloakroom and WC’s at Downs School, Charlton Drive, Wraxall.

 

RECOMMENDATION – Support both.

 

i)         APPLICATION  05/P/0921/TPO – Oak x 1 – crown raise to 4-6m over road, prune to clear bungalow by 2-4m, crown clear for Mrs Radnett, 6 Bowden Way, Failand

 

RECOMMENDATION – Support.

 

j)         APPLICATION 05/P/0948/F – Restoration and conversion of garages/stores and kennels including the erection of 2 no. two storey extensions and new chimney stacks to provide 2 houses as staff accommodation for Mr & Mrs R Baker, Wraxall Court, Wraxall Hill, Wraxall.

 

Cllrs. needed more time to consider this item.  Deadline 24.5.2005.

 

k)       APPLICATION 05/P/0736/F – Conversion of redundant milking parlour into dwelling for Mr R Jones, Weston Hill Farm, Weston Road, Failand (Cllr. Sykes)

INFORMATION ONLY – LONG ASHTON APPLICATION

 

Although this application was for ‘Information Only’ two e-mails have been sent commenting on the application and stating that we cannot support it.

 

l)         APPLICATION 05/P/0877/F – Erection of an industrial building.  Construction of gravel storage area, paved service yard and associated landscaping and earth banking for Vetco Gray Controls Ltd, 2 High Street, Nailsea INFORMATION ONLY – NAILSEA PPLICATON

 

Applications for these premises are usually sent to us and copied to Nailsea for ‘Information Only’.  The reversal was queried with the Planning Officer.

Because we have sent a recommendation to all previous applications a recommendation was made to this one.

 

RECOMMENDATION – Approve, but add a condition that a line of mature tall trees be planted to screen the proposed new building and the exposed old buildings. (This was a condition for earlier buildings but has not been complied with – See 03/P/3209/F conditions 3, 4 & 5.  These are indicated on the plans with ‘details to follow’.  The height of the trees to be at least 25 feet.

 

m)     APPLICATION 05/P/0943/F – Erection of two storey side extension for Mr R Douel, 31 Greenfield Crescent, Nailsea (Cllr. Delmas)

n)       CROSS TREE SITE

Letters from North Somerset regarding queries to which they want answers was noted by Cllrs.  The Architect has replied reiterating the answers she had given in her much earlier  letter.   The Planning Application, previously submitted and withdrawn, will be presented to the Parish Council before it is resubmitted to NS.

We have never received anything in writing from Highways Dept. setting out what they are prepared to contribute.  Letter to be sent to them asking for a reply in writing.

 

o)       STANDARDS BOARD FOR ENGLAND – A CODE FOR THE FUTURE

No response.

 

p)       Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.

 

34             HIGHWAYS & TRANSPORTATION

 

a)       NORTH SOMERSET COUNCIL – CONFIDENCE ISSUE

Our letter setting out all the outstanding Highway items, sent to Ian Edser, has been forwarded to Frank Cox, New Works Manager, for reply.  The reply was read to Cllrs. and they elected to take up Mr Cox’s offer of a meeting to discuss his reply and the o/s items.

 

b)       MEETING RE FAILAND BRIDLEWAY SIGNS

Cllr. King will pursue this. 

 

c)       REQUEST FOR ATTENTION – Replies noted.

D/Cllr. Roberts asked for a further pot-hole to be reported.

                       DRAFT PROVISIONAL JOINT LOCAL TRANSPORT PLAN

                       Cllr. Sykes is looking at this – it is not an easy read.

a)       Cllrs. Sage & Delmas will look at the Foot Path Diversion Request at Gable Farm, Wraxall and report to the June meeting.

a)       TRANSFER OF JUSTICES LICENCE - NEW BATTLEAXES – Noted. 

 

b)   TRANSFER OF JUSTICES LICENCE – WRAXALL SERVICE STATION – Noted.

 

c)       REVIEW OF BYELAWS – No comments.

 

d)       LOCAL PLAN INQUIRY – Cllr. Sykes gave a report on the Inquiry.

 

e)       AFFORDABLE HOUSING PLAN – Cllr. Sykes has passed the brochure to Cllr. King.

It relates to Policies & Procedures.

 

37     MEETINGS

 

a)       ALCA MEETING INCLUDING ‘PERMITTED DEVELOPMENT’ 19 MAY 2005 – New Council Chamber, Town Hall at 9.30am.  Cllrs. Sykes & King will attend.

 

b)       COMMUNITY ACTION TRANSPORT CONFERENCE 2005

BAWA Club, Filton 9.30am – 4.00pm.  No takers. 

Exhibition open for public viewing, free of charge, 11.30am – 3.00pm.

a)       AVON WILDLIFE APPEAL ON BEHALF OF FOLLY FARM

It was decided not to contribute to this appeal as we had recently contributed £500 towards the Trust’s appeal to purchase Priors Wood.

Cllr. King reported that the grass verges had not been cut under the contract. He has been in contact with the contractors and will keep it in view.

 

After the last meeting it was thought that Dog Bins could be provided at NS’s expense with the PC paying only for the emptying.  However, we have now been quoted for the bin and its installation.  It may be that ‘bulk buying’ could help if we could wait.

 

Cllr. Mrs Shaw said that she had previously asked for Dog Bins to be provided in Failand.  This item to be added to June’s agenda.
