MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD 10 JULY 2007 IN FAILAND                                                  

 

Prior to the meeting Mr Jon Thompson was interviewed, co-opted as a Councillor and stayed for the meeting.

PRESENT -  Cllrs. Ambrose (Chairman), King (Vice Chairman), Sage, Law & Thompson.

 

IN ATTENDANCE – D/Cllr. Roberts, PC Adam Clarke 2707, David Markell re A/Cs & Clerk.

 

APOLOGIES – Cllrs. Sheppard, Delmas, Mrs Shaw, Smith. D/Cllr Cook, Sally Varley – Liaison Officer & Ruth Gofton (NT).

63                 MINUTES – The minutes of the meeting held 12 June 2007

 

64                 CRIME FIGURES.  PC Clarke 2707 gave details of the figures reported to the last

meeting (when he was unable to attend).  The non-dwelling burglaries were at The

Hockey Club, Downs School, Farm on Green Lane and 2/3 attempts on Cuckoo

Lane.  In June there were five assaults – domestic – and a distraction burglary.

 

71         a)  David Markell addressed the Cllrs. regarding the accounts and in particular the                     Internal Audit.  There are two new requirements for 2006/7. The first asks the Council to disclose whether or not it acts as a sole trustee, managing trust funds or assets.  The second is a change to Section 2.6, requiring the council to carry out an annual review of the effectiveness of internal audit – checklist prepared by Audit Commission enclosed with Mazar’s letter.

Mr Markell is willing to undertake the internal audit next year.

 

65                 ISSUES

 

a)      NEED TO CO-OPT PERSONS TO SERVE AS COUNCILLORS

Leave until Mrs Moon can attend.

 

b)      AFFORDABLE HOUSING

Andrew Smith unable to make 23 July as previously arranged.  Cllrs. Ambrose & King suggested 6 or 7 August. Clerk to liaise with Mr Smith.

 

c)       PARISH PLAN – Update from Chairman of PP read to Cllrs.                           

 

d)      TALKS – No reply from Tarmac but contact has already agreed to do this. Possibility of approaching Vetcogray – could be spectacular talk – and John Hinks re History.

 

e)       CROSS TREE SITE – Cllr. Ambrose gave an update.  The work on our behalf has been completed and Highways Dept. are now paving the surrounding area.

 

f)         MODEL CODE OF CONDUCT – Cllrs. voted unanimously to accept the new Model Code of Conduct including Item 12.2.

 

g)       PRESENTATION – Cllr. King will ask The Failand Inn if they can accommodate us on 13 August 2007.

 

66                 PLANNING & ENVIRONMENT

 

a)      APPLICATION 07/P/1404/F – Erection of a conservatory after demolition of existing conservatory and erection of second conservatory for Mr Jon Thompson, 2 Wayside, West Hill, Wraxall. (Considered at last meeting - approve)

 

b)      APPLICATION 07/P/1426/PDA – Erection of a steel framed building for Mr Warn, Gable Farm, Bristol Road, Wraxall.(Considered at last meeting)

This application has since been withdrawn

 

 

 

c)       APPLICATION 07/P/1441/F – Erection of 2 no. dwellings comprising office

facilities with associated parking and access after demolition of existing dwelling for Pb & Sj Developments Ltd at 45 Clevedon Road, Failand.

           

RECOMMENDATION - Approve subject to:-

1 Submission of detail of proximity of new build bungalow to adjoining
properties on the south side.

2 Proposed amount of fencing is an unacceptable feature, therefore would
wish that landscaping plan be submitted to include arboreal replacement (See
6b in design and access statement)

3 Concerns re. the house. The mass is out of character with the
surrounding properties.

d)       APPLICATION 07/P/1447/F – Change of use from carpenters workshop to retail outlet for pre-cast concrete works with erection of single storey extension to north and construction of landscaped sales area following demolition of detached building to north of site for Castacrete at Plantation Works, Clevedon Road, Wraxall.

 

RECOMMENDATION – Approve.

 

e)       APPLICATION 07/P/1494/F – Retrospective application for the erection of wall, gate and fence 1.8m high to front and side of property.  Alteration to existing access for Mr & Mrs Bailey, 12 Sixty Acre Close, Failand.

 

RECOMMENDATION – Approve.

 

INFORMATION ONLY – NAILSEA APPLICATIONS

f)        APPLICATION 07/P/1503/T2 – Oak x 1 – fell 5 DAY NOTICE FOR Mr S Burleton re Land adjacent to 24 Riverway, Nailsea

 

g)      APPLICATION 07/P/1521/TPO – Oak x 1 – crown clean and ensure that no growth is within 2m of the side wall for Mr S Burleton re Land adjacent to 24 Riverway, Nailsea.

 

h)       APPEAL RE 07/P/0308/F – Erection of 3 no. detached dwellings after demolition of existing dwelling with associated car parking and access for Pb & Sj Developments Ltd, at 45 Clevedon Road, Failand.

Proposed letter to be sent to Inspectorate was read to Cllrs. who agreed it, unaltered.

 

i)        Clerk reported on decisions made by North Somerset Council on applications previously considered by this Parish Council.

 

j)        WRAXALL QUARRY & SHRUBS - Cllr. Smith had asked for this item to be on the Agenda but was not at the meeting.

 

67                 HIGHWAYS & TRANSPORTATION

 

a)      ‘H’ BAR ROAD MARKINGS

Letter from NSC was read to Cllrs.  H bar road markings to be reintroduced..

b)       LOCAL SAFETY SCHEME

E-mail from Rob Thomson, Project Manager, Transport, Development & Road Safety at NSC was read to Cllrs.

 

c)        ACCIDENTS - Cllr. Smith had asked for this item to be on the Agenda but was not at the meeting.

 

68                 PROW

 

a)      VERGES LEADING TO PROWS – E-mail stating that the verges leading to LA 20/36 should be completed very soon and that they are also doing LA20/05 (parallel to Lodge Lane – behind Renroc) and LA 20/51 (B3130 Gable Cottages – RHS Gable Farm to near end of railway cutting)

Also mentioned for reporting to Highways was the boxed off section of the bridleway near FVH and left at the top of THL(both areas need mowing) and the vegetation on the wall to the right of THL need removing.  The latter two are obstructing sight lines.

 

b)      MEETING 20 JUNE -  Cllr Ambrose reported on the meeting which considered F/Paths from Elms to School and School to Flax Bourton.  Also the possibility of going ‘round the back’ as there is no footpath between the Battle Axes and The Old School.

David Turner maintains that this would be an extension in the Green Belt..  D/Cllr. Roberts will ask         D/Cllr Cook if NS Ag. Soc. & Forestry Comm lands are Green Belt.
