MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD

7.30PM 10 JANUARY 2006 IN FAILAND VILLAGE HALL

 

PRESENT – Cllrs. Sykes (Chairman), King (Vice Chairman), Sheppard, Mrs Moon, Delmas. Down, Ambrose, Sage & Mrs Shaw.

 

IN ATTENDANCE – D/Cllr. Roberts, PC Adam Clarke 2707 & Clerk.

 

PUBLIC – Ruth Gofton, Property Manager, Tyntesfield.

 

APOLOGIES – Cllrs Sapsed & Mrs Parsons, D/Cllr, Cook & Liaison Officer Sally Varley.

 

DECLARATIONS OF INTEREST – Nil.

 

1                     MINUTES  The minutes of the meeting held 13 December 2005 were agreed & signed.

 

2                     PLANNING & ENVIRONMENT

Applications a – d & g had been replied to, after being considered by a quorum, prior to the PC meeting to comply with NSC deadlines.

 

a)       APPLICATION 05/P/2921/F – Erection of a rear conservatory for Mr T A Cook, 4 Bowden Way, Failand.

 

RECOMMENDATION – No objections.  Drawings show a building with second storey which does not yet exist.  It must be that approved in 05/P/0821/F but not yet built.

 

b)       APPLICATION 05/P/2932/F – Erection of new roof with increased roof height with dormers to the front and rear for Mrs M Papi, Rockleigh, 3, Clevedon Road,  Failand.

 

RECOMMENDATION – No objection as this is probably permitted development – but recommend that the first floor plan be revised to permit obscure glazing on the SW dormer window as a gesture to privacy concerns.

 

c)       APPLICATION 05/P/2933/F – Erection of a two storey front/side extension for Mr & Mrs Miller, Breckenridge, Old Chelsea Lane, Failand.

 

RECOMMENDATION – Support.

 

d)       APPLICATION 05/P/2979/F – Retrospective application for the retention of a 2m high rear boundary wall/fence erected adjacent to the highway for Mr M R Grimstead & Ms S E O’Hanlow, 8, Belmont Drive, Failand.

 

RECOMMENDATION – The two Councillors who have been allocated this application have differing views but, because of the reply date of today, the application cannot be debated by all the Cllrs.  The PC meeting is not until 10 January.

One Cllr. is in favour of supporting the application with the proviso that Highways Dept. make good the pavement by the side of the wall/fence.

The other Cllr. feels that further investigation should be undertaken as she thinks that most of the triangle known as Sixty Acres (which includes Belmont Drive) is designated ‘open plan’.  She feels that the deeds should be consulted.

Residents have been complaining that a hedge, which was in place before the wall/fence, was stopping them from walking on the pavement.  The hedge had been to afford the householders privacy particularly in their conservatory and presumably the wall/fence is for the same reason.  Please let me know if you would like the application discussed at the full PC meeting with the recommendation forwarded to you on 11 January.

e)       APPLICATION 05/P/2990/LB – Conversion of cart shed and wood store to staff office, male, female & disabled toilets.  Reinstatement of disused flat as staff flat .  Alteration of bedrooms and wc to provide staff bedsits and shower room.  Alterations to roof to provide new bat access to roof voids for National Trust at Tyntesfield.

 

f)         APPLICATION 05/P/3009/F – AS ABOVE.

 

RECOMMENDATION – Approve both applications.

 

g)       APPLICATION 05/P/3024/LB – Change of use from 2 agricultural barns to 2 holiday accommodation units to include erection of replacement roof, alterations to all elevations, septic tank, fencing, walls, drive and walkways for Mr M Pearce at Charlton Park Barns, Charlton Drive, Wraxall.

 

RECOMMENDATION – Approve, but it is felt that TPO’s should be placed on the mature trees to maintain the rural setting.

 

D/Cllr. Roberts stated that he and D/Cllr. Cook have been approached by Downs School re access/egress.  They are looking into it.

 

The P & R minutes regarding The Elms Retail Units are going before the Central Area Committee on Thursday 12 January.

 

h)       Clerk will report on decisions made by North Somerset Council on planning applications previously considered by this Parish Council.

 

3                     HIGHWAYS & TRANSPORTATION

 

a)       WEST HILL – Weather permitting, the resurfacing of the section of West Hill between Cuckoo Lane & Tower House Lane will take place over the weekend 4/5 February 2006.  Diversion signs will be in place but residents living within the area between the two lanes will have access at all times.

a)       MEETING 16 JANUARY 2006 7.30pm The Community Room, The Grove, Wraxall.  Ruth Gofton, Tony Tavener & Tony Hibbert have been invited.

a)       DEVELOPMENT & ENVIRONMENT – DIRECTORATE BUSINESS PLAN 2005-8

Invitation to Briefing Session about Strategic Planning & Development  3-5 pm Tuesday 24 January – Winter Gardens, Weston super Mare. Cllrs. Sykes, Ambrose & Mrs Parsons will attend.

 

b)       ALCA North Somerset Group 15 February 2006, Wrington.

NALC communication C09-05 received giving new rates for Local Council Review for the financial year 2006/7.  Resolved to reduce the order to ONE copy .
