MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD ON TUESDAY 10 AUGUST 2004 AT 7.30PM IN THE COMMUNITY ROOM, THE GROVE, WRAXALL.

 

PRESENT – Cllrs. Sykes (Chairman), King (Vice Chairman),Sage, Nathan, Down, Delmas, Mrs Parsons, Mrs Shaw, Mrs Moon and Sapsed.

49                 MINUTES – The minutes of the Parish Council meeting held 13 July 2004 were agreed and signed.

 

PC Dave Hughes attended and advised that there had been 5 reported crimes for Wraxall & Failand area since the last meeting.

50                 PLANNING & ENVIRONMENT

 

a)       APPLICATION – 04/P/1763/T2

Silver Birch x1 – Fell – 5 DAY NOTICE – TREE APPLN.

Mr Bussey 23A/25 Clevedon Road, Failand. – 5 Day notice expired 12 July – Information only.

 

b)       APPLICATION – 04/P/1804/F - Variation of condition 5 of planning permission 03/P/2570/F to enable stables to be used for general livery purposes (from private use only) for G P Jones & Sons Ltd at Manor Farm, Green Lane, Failand.

 

RECOMMENDATION – Approve.

APPLICATION 04/P/1976/F – External alterations to form new entrance and canopy for Abb Offshore Systems at 2 High Street, Nailsea.

 

RECOMMENDATION – Approve.

 

c)       APPEAL DATE – Re. 03/P/3144/F G P Jones & Sons, Manor Farm, Green Lane, Failand         retrospective application for erection of agricultural dwelling.  Hearing date 15 February 2005.

 

d)       CROSS TREE SITE – There are suggestions for replacing the broken tarmac around the site.  Please consider Grass (will need maintenance), gravel, natural paving stones (expensive) or a wildflower mixture. Decision to be made at September meeting. 

 

e)       MILLENNIUM GREEN – Estimate enclosed. Also, since the Agenda was prepared NS have advised that they will not be carrying out any further weekly inspections.  They now employ contractors to do the inspections on their own sites but they are expensive.  Clerk to find out who is doing the inspections and how much they cost.

 

             MEETING CLOSED 8.12PM whilst residents of The Grove voiced their concerns regarding the

                   removal of the equipment – decision on this will be made in September.

             MEETING REOPENED AT 8.22PM.

                 

f)         WRAXALL MANOR HOUSE HOTEL – Licensing Sub-Committee meet on Monday 16 August 2004 (2pm for this item) to consider the Entertainment Licence Application – Cllr. King will attend.

             MEETING CLOSED 8.35PM – RE-OPENED 8.37PM.

 

g)       Clerk reported on decisions made by North Somerset Council on Planning Applications previously considered by this Parish Council.

 

51                 HIGHWAYS & TRANSPORTATION

 

a)       SLIP ROAD JUNCTION OF B3130 & WRAXALL HILL – Originally Highways had suggested ‘improvements’ but subsequently thought that closure of the slip road would be best.

RE-OPENED 8.57PM

 

       It was proposed to support the Highway Engineer’s suggestion of temporary closure.

       Voting 6 For, 4 against.

 

b)       JUNCTION  OF CUCKOO LANE & CADBURY CAMP LANE

 

There had been a meeting of residents, Cllr. Sykes and Mark Sellick of Highways Dept.

Mr Sellick is in the process of drawing up ideas for improvements at the junction.

 

c)       A370 – LONG ASHTON BYPASS – High Occupancy Vehicle Lane

 

Details to Notice Boards – Comments requested by 26 August.

 

d)       THE GROVE

MEETING CLOSED 9.04PM whilst John Hinks explained that there was gravel left on the road after re-surfacing.  The gravel is also blocking the drains.  Cllr. Roberts will investigate.

e)       OLD QUARRY – Opp. Battle Axes

MEETING CLOSED 9.11PM whilst Mr Tavener explained that a person was living in the Quarry in a van.  The ownership of the Quarry is in question.  NS say that it is not theirs nor ever has been, Tyntesfield Estate don’t want or need it.  Query future ownership . Mr Hinks said that it was owned by Somerset CC.  Some 25 years ago there was a sign ‘No tipping  SCC’

Mr Tavener said that there are rats in the Quarry but that Waste Management were aware.

f)         LODGE LANE – Traffic Management

MEETING CLOSED 9.17PM whilst Mr Tavener & Mr Young explained that Highways were to have conducted a traffic survey after Buckland’s Batch scheme but that it had never been undertaken.  Mr Young will let PC have copies of the two letters he has from NS.

MEETING RE-OPENED 9.26PM

Cllr. King said that he had written, through the PC, regarding safety aspects – Bridleways & Children Crossing but there had been no reply.

Clerk to write to Highways, incorporating the safety aspects, with copies to Backwell & Nailsea Councils.
