MINUTES OF THE WRAXALL & FAILAND PARISH COUNCIL MEETING HELD

IN THE COMMUNITY ROOM, THE GROVE, WRAXALL AT 7.30PM 10 APRIL 2007

 

 

PRESENT – Cllrs. Ambrose, Sapsed, Down, Sheppard, Sage, Delmas, Sykes & Mrs Moon.

 

IN ATTENDANCE – D/Cllrs. Cook & Roberts, Liaison Officer Sally Varley, PC Adam Clarke 2707 & Clerk.

 

APOLOGIES – Cllrs. King & Mrs Shaw.

 

PUBLIC – Angela Neale, Lib. Dem. Prospective Candidate for Wraxall & Long Ashton Ward.

 

DECLARATIONS OF INTEREST – Nil.

 

31         MINUTES – The minutes of the meeting held 13 March 2007 were agreed and signed after an amendment from that to than at page 5 third line.

 

As PC Clarke 2707 was on duty he was allowed to speak at this point.

Crime had risen from 3 in March 2006 to 4 in March 2007.  They consisted of 1 dwelling, 1 Criminal Damage to a vehicle, 1 non dwelling (tack room) and 1 theft of flowers from Budgens.

Cllr. Delmas was asked to take the set of keys, that he had found on the Play Area on the Elms, to the Police station.

 

32                 ISSUES

 

a)       AFFORDABLE HOUSINGThere have been 29 replies to the recent survey.

English Rural Housing Assn. will let us have a list of names shortly but financial details will not be seen by the Councillors.

For confidentially a separate meeting will have to be held to discuss the list.

 

b)       PARISH PLAN – There was a meeting on 27 March of those interested in joining the Steering Group.  This covered, very generally, ‘What it is about’.

Jacqui Ward, Community Action Parish Plan Officer, will hold a training session on 11 April for the steering committee – all are welcome.  It will be about 1 hour.

Terms of reference & minutes of the 27 Match meeting have been sent to Doug Macmillan and they have been asked for a monthly report.  Hopefully they will be able to raise more money than the grant we have from Quartet.

 

c)       ELECTION – Only 8 candidates put there names forward for the 11 posts of Councillor for Wraxall & Failand.  This means that there will not be an election for PARISH councillors.

There are 3 candidates for the 2 places on the DISTRICT Council and there will, therefore, be an election. 

 

d)       PARISH VOICE – Cllrs. King & Sykes were to attend the CAC and speak in the Parish Voice section. Cllr. King may now not be able to attend due to health reasons. Cllr. Sykes asked if it was necessary to attend as ‘Lighting’ was to be discussed in the main Agenda  D/Cllr. Cook urged them to attend.

 

e)       TOWER HOUSE LANE, WRAXALL – A circular has been sent out from two residents of THL asking that a meeting be held to discuss traffic calming measures in THL.

 

f)        CROSS TREE SITE – Work started yesterday on the renovations.

 

33                 PLANNING & ENVIRONMENT

 

The following, in italics, were dealt with at the March meeting but are recorded here to give a full record of Applications.

 

a)       APPLICATION 07/P/0553/F – Proposed new roof to include raising the roof ridge to create first floor level accommodation, three dormer windows to the front elevation and one dormer with double doors and two rooflights to the rear elevation.  Proposed front porch for Mr & Mrs Holden, 41 Clevedon Road, Failand.

 

RECOMMENDATION – No objections.

 

b)       APPLICATION 07/P/0555/F – Change of use from agricultural buildings to offices, storage and workshops ancillary to Rectory Cottage to include erection of two storey detached building (barn A), single storey triple garage and conversion of Barn B including erection of a first floor including rooflights and erection of boundary wall and gates (retrospective) for Mr M Sweet at Rectory Cottage. Wraxall Hill.

 

RECOMMENDATION – Approve.

 

c)        APPLICATION 07/P/0541/TPO – Silver Birch x 1 – reduce horizontal spread over No 7 by 20% at 5 Bowden Way, Failand.

 

RECOMMENDATION – No Objections.

 

d)       APPLICATION  07/P/0720/F – Erection of a two storey frame-less glass conservatory to South West elevation for Mr R Lewis, Laundry Cottages, Belmont Estate, Wraxall.

 

This is a very small amended to the slope of the roof – the only change from last time.  Laundry Cottage is a Listed Building in its own right.

 

RECOMMENDATION – NOT to support. – Defacing a Listed Building, doesn’t fit into the character of the building, fundamentally changes the building.

Voting – 5 for refusal, 1 for approval, 2 abstentions.

Clerk to ask NSC if we are to receive the LB application.

 

e)        APPEAL DECISION RE 06/P/0811/F  22.3.06 Weston Hill Farm re conversion of barn to offices –

Appeal Dismissed 23.3.2007.

 

f)         RE  06/P/1678/P – 25/27 WESTON ROAD, FAILAND. – Letter from Planning Control explaining why the amendment to the Planning Application was allowed.  Cllrs. wished the Clerk to write back stating ‘The issue is “the changes were significant” after such a long period of time’.  We are told that this has been ‘called in’.

 

g)       RE 06/P/0626/F – WRAXALL SERVICE STATION – Copy letter from residents adjacent to WSS. – Noted.  Cllrs. have not been told the reason for approval.  The retail section will increase significantly and the alterations involve the removal of a perfectly good house.  D/Cllr. Cook will get a letter sent to us explaining the reason for approval.

 

 

h)       LOCAL AGGREGATE LEVY SUSTAINABILITY FUND GRANTS – Grant programme to ‘compensate local communities for the impacts of aggregate extraction’ in their areas.  Projects must demonstrate both environmental and community benefit e.g. through increased public access to the local environment, landscape/bio-diversity enhancements, increased public involvement/awareness/understanding in/of the local environment.

Several suggestions were made. 

 

i)         NS LOCAL DEVELOPMENT FRAMEWORK – CORE STRATEGY – comments if any to be forwarded to Clerk.

 

j)         Clerk reported on North Somerset Council’s decisions on Planning Applications previously considered by this Parish Council.

 

 

 

 

34                  HIGHWAYS & TRANSPORTATION

 

a)       HORSE EVENT AT BELMONT – The weather was fine and no mud was deposited on the surrounding roads.  No problems reported.

 

b)       TEMPORARY PROHIBITION OF USE BY VEHICLES – LONGWOOD LANE, FAILAND – Reminder

a)       DIVERSION ORDER RE FOOTPATH LA20/42 GABLE FARM RE-ISSUED AS BRISTOL ROAD, WRAXALL

 

There will be a PROW meeting on Tuesday 17 April 2007.

Letter from Graham Turner read to Cllrs  Clerk to write to acknowledge saying that we await with interest the reply from the Inspectorate – copy to be sent to Inspectorate.. 

 

d)       VALUE FOR MONEY RE POSTAGE – NS want us to use DX mail if possible.

 

e)        CPRE NEWSLETTER AND ANNUAL REPORT 2005/6 - Available

 

f)         OPEN MARKET HOMEBUY – Poster passed around.  Info. Pack ordered but not yet received.

 

g)       Cheryl Kavanagh  wants to speak  to Groups re. Meals & Check up service.  Note taken by 2 Cllrs.

 

37                  MEETINGS

 

a)       TARMAC-DURNFORD QUARRY LOCAL LIAISON GROUP                                                                                                                           Cllr. Ambrose gave a report on the meeting which was thought an interesting liaison group & should be encouraged.  They are unable to attend the PC APM.  The business recognises that there is disruption from their traffic.  D/Cllr. Cook felt that it was a very useful meeting.

 

b)       PARISH COUNCIL ANNUAL PARISH MEETING – 26 APRIL 2007 – FVH

Cllr. Ambrose had spoken to Martin Law, who had been a publicist, and he felt that a flyer should go to every household.  Cllr. Moon will  find out the time that the Failand Broadsheet will be delivered.

 

c)        ACTION FOR RURAL COMMUNITIES 28 JUNE 2007 BAWA CLUB Noted.

 

38                  FINANCE

 

a)       INSURANCE – The premium has been increased significantly but we are told that it should have been increased 5 years ago.  Clerk spoke to Aon – the only other Insurance Co. which deals with PC’s – and their quote was £458.
